UNDERSTANDING THE ADOPTION OF BPM GOVERNANCE IN BRAZILIAN PUBLIC SECTOR
BPM governance is a key factor to ensure the successful deployment of BPM across an organization. BPM governance emphasizes not only the accountability and control of BPM initiatives, but also provides the mechanisms to ensure that BPM delivers desirable results. Despite growing research identifying the importance of BPM governance, there has been limited number of empirical studies investigating this issue. In this paper, we adopt existing BPM governance elements presented in the literature to investigate how these elements are embraced by public organizations. We conducted case studies with four public organizations in Brazil. All organizations are involved in BPM initiatives with varying levels of maturity. The results suggest that strong sponsorship, suitable BPM training and availability of internal staff with BPM expertise are key success factors for these initiatives. To provide a richer understanding on the factors that affect the performance of BPM initiatives, we conducted a system dynamic analysis of how barriers and facilitators interact with each other and create patterns of dysfunctional systemic behaviors, which may slowdown the success of the BPM initiative. The generated system archetypes can enhance the understanding of current situation and direct future actions.

We researched governance from the perspective of Business Process Management – BPM. From the understanding of process management as a practice that aims to register organizational knowledge, BPM can be seen as a valuable tool for governance. The BPM uses methodologies of analysis and redesign of processes to represent and translate organizational objectives and strategies to add value to clients. This article presents a systematic mapping of scientific papers published between 2011 and 2021 through the data collected in Scopus and Web of Science databases. The co-occurrence of keywords allowed identifying research subareas such as the public sector, technology, and strategic management. The analysis of the evolution of the publications revealed that the theme is still growing; however, we did not find many articles contemplating the connection between the two constructs simultaneously. How to go from strategy to results? Institutionalising BPM governance within organisations

Purpose – The paper examines how business process management (BPM) is incorporated within organisational structure. We demonstrate how a strategic interest in BPM and formal responsibilities for BPM activities shape the efficiency, quality and agility of BPM initiatives. By conducting field research, useful empirical insights were drawn about the necessary conditions for ensuring the success of BPM initiatives. Design/methodology/approach – A questionnaire survey of BPM adoption practices was conducted among private- and public-sector organisations with more than 50 employees. A cross-national sample of 60 Croatian and 51 Slovenian companies is analysed by applying a subsampling strategy and using inferential statistics methods. The continuously evolving and dynamic social, economic, political environments and public pressures demand governments to deliver effective and efficient public services. Critical Success Factors of BPM Initiatives in Brazilian Public Organizations

This research aims to investigate Business Process Management (BPM) initiatives in public organizations in order to identify Critical Success Factors (CSF) for these projects. The study context is composed by Brazilian public organizations currently conducting BPM initiatives. Our motivation to carry out this research comes from the high failure rates in industry and also the small number of empirical studies of BPM projects in public organizations. This study was performed with 31 professionals in 6 organizations and employed qualitative empirical techniques to obtain relevant information about their BPM projects. As a prominent result, the government environment provided important factors, such as Bureaucracy and culture of the public sector and Impact of Government change due to elections not yet reported in the literature. This study aims at contributing to fill the gap in the literature concerning critical success factors for BPM initiatives in public organizations. This paper may also inspire new empirical studies in the field.
Business Process Management involves theoretical and operational elements from areas such as Production Engineering, Management and Informatics. In previous studies, we identified critical success factors of BPM initiatives in Brazilian Public Organizations through two multiple case studies. In this work, we intend to investigate how to manage these factors. To achieve this goal, we conducted two focus groups. Five professionals group with experience (specialists) in BPM initiatives in the public sector attended the first focus. The second was performed in a public organization that is conducting a three-year old BPM initiative. It was evidenced that many strategies suggested by specialists are being applied by the public organization investigated in the second focus group. In addition, other strategies were cited to manage the FCS. The main contribution of this study is to investigate from a practical perspective the critical success factors for BPM initiatives in public organizations.

This case comprehensively documents the journey of Commonwealth Bank of Australia's (CBA) approach to develop effective BPM governance that penetrates the whole organization. The 'right' BPM Governance approach was essential to progress with their enterprise-wide Business Process Management (BPM) efforts. This rich case study of one of the largest banks in the Australian Finance sector demonstrates a range of governance mechanisms taken to achieve effective BPM governance across the organization. Their journey suggests that both vertical governance and horizontal coordination mechanisms with a dedicated unit on process excellence are necessary to achieve transformation toward a process-centric organization. The learnings from this case study can be applied by other organizations when designing and executing their BPM governance efforts.
