Education as a socialization process is used by all Nations to prepare her citizens for sustenance and transformation of the entire facets of the society. Nigeria is not an exception, though with different methods of operation in the provision, funding and management. The foundation of any setup determines the level of durability and quality. Basic education constitutes the foundation of the educational process in Nigeria which is provided and funded by the third tier of government, Local Government. This paper examines the concept of basic education, its importance, characteristic and the problems plaguing itsprovision and management, bothering on funding. This study explored the status of Local Government Education Authority in providing quality educational content in Gombe Local Government Primary Schools. Survey research design was used for the study. A sample of 327 respondents were used via simple random sampling. A four point scale questionnaire consisting of 15 items were used in collection of data. Data collected were analyzed using mean (x̄) and Standard deviation (σ). The study found out that the educational content in primary schools provides the quality expected to realize the objectives of primary school education and the study recommended that The LGEA should ensure through its supervisors and other school committees a strict adherence to the curriculum at the primary school level. The study also indicated problems in providing facilities for implementation of curriculum content at primary school level in Gombe Local Government Area and the study recommended persuasion of the relevant stake holders from the LGEA to contribute towards providing facilities for the implementation of primary school education contents to realize the goals of primary education.
Effective Service Delivery of Nigeria’s Public Primary Education: The Role of Non-State Actors
The study examines and analyses the role of Non-State Actors (NSAs) in public provision of primary education in Nigeria using descriptive and econometric techniques. The analysis demonstrates that the major source of funding of public primary education in Nigeria flows from the Federal Government to the State government and finally to the Local Government Education Authority (LGEA). The study shows that NSAs’ activities are mainly the provision of school inputs with little or no role monitoring and management of public primary schools. It was found that the presence of private school inspectors has significant positive effect on pupils’ performance. Parents occupation and household qualities especially type of building were found to have positive impact on the pupils’ performance. Based on these findings, the study recommends the need for adequate involvement of NSAs in the management of public primary schools and improved inspection of schools as ways of improving the quality of primary education in Nigeria.

Primary education is a foundational level of education that needs to be well funded, controlled and managed. Adequate provisions of education to the citizens contribute greatly to the socioeconomic development of the country. Therefore good administration of primary level of education is required to foster national growth and development. The paper thus examined the management of primary education in Nigeria from the colonial administration to date. It is therefore observed that the management of this level of education has passed through different stages and different authorities exercised its control from time to time. It is being faced with many problems ranging from acute shortage of classroom spaces or overcrowded classrooms, shortage of teachers and equipment to under-funding.
The State of Primary Education in Nigeria: A Critical Review

The study examined the state of primary education in Nigeria considering various indices directly related to education at this level. The study looked into the advent of primary education in Nigeria, its purpose as well as the various subjects through which knowledge and cultural values are to be passed unto the younger ones. The study examined the contributions of parents, funding, government, curriculum, supervision, quality of primary school teacher, classroom size, poverty, ICT, text and exams, the political system, infrastructural facilities among others, to the present state of primary education in the country. The study further examined the challenges emanating from the different indicators relating to primary education and finally proffers solutions to salvage the situation.
Local Government and Educational Development in Rivers State of Nigeria: 1976 -1999
This paper traces the role of Local Governments in the educational development of Rivers State between 1976 and 1999 after calling attention to the significant roles of the Local governments as this third tier of government in Nigeria. It then suggested that for the Local Government to be more effective in the performance of their roles the first and second tiers of government must be prepared to fund t~m adequately.
BASIC ISSUES IN PRIMARY EDUCATION DELIVERY IN NIGERIA
Education is widely regarded as the route to economic prosperity, the key to scientific and technological advancement, the means to combat unemployment, and the foundation of social equity. Based on this fact, the Federal Government of Nigeria like other developing countries has at different times made frantic efforts in increasing the number of children enrolled in primary schools though there are still many more who are not enrolled and who do not complete the programme. This massive expansion has been possible by the infusion of large sums of monetary allocation to primary education. Although the functionality of this level of education is not doubted, in addition to the structural changes made to improve the system, it has been saddled with problems ranging from issues of enrolment, funding, infrastructure, teaching personnel and curriculum provisions. This paper discusses the functionality of primary education and some of the structural changes made to meet the demands of the society. Furthermore, it highlights the earlier identified issues as they affect primary education delivery in Nigeria.
A CRITIQUE REVIEW ON MANAGEMENT OF BASIC EDUCATION IN KADUNA STATE FROM 1999 TO 2017

The Universal Basic Education Programme was introduced in the country in September, 1999 by the president of Nigeria by then Chief Olusegun Obasanjo. The programme was aimed in the provision of accurate basic education to children in their formative era. It obvious that the basic education in Kaduna State and Nigeria at large Since May 1999, has experienced disruption as a result of ceaseless failure to release funds, confused priorities and ceaseless strikes by teachers from primary to university levels. Government claim to have spent billions of naira on the basic education sector but there was no evidence on this. This is because there are still the prevalence of broken-down structure at all levels. This paper seeks to explain the endless problems of the basic education and the commitment of Kaduna State government under different regimes at various times to manage the never-ending basic education challenges. The paper takes into consideration the effort of Kaduna State governments in addressing the basic education lingering crisis largely to provide qualitative basic education to the younger generation. Such commitments include but not limited to the followings; building of schools infrastructures, recruitment of teachers, payment of salary, increase of teachers salary and the training and retraining the teachers' varieties approaches of modern teaching. The paper finally recommended that, there is need to make participation in education a community responsibility, that is to say involving all segments of the society in the provision of the right type of basic education to the younger generation of the society. In more concrete term involvement of participation of community, parent, non-governmental organizations, philanthropists, religious leaders and organizations in the provision of basic education largely to complement the government effort in the provision of sound basic education to our children.
