Adult Learning: Trends and Opportunities in the Organization

The European Union's education and lifelong learning policy stresses informal learning within the society. The article aims to review the concept of lifelong learning and to analyze opportunities for continuous learning process in organizations. New technologies, innovations in the workplace and professional training encourage employees to improve constantly and awareness of the importance of lifelong learning can help to secure their future in a changing labor market. Research methods applied were as following: literature and document analysis, expert interviews, analysis of the results and interpretation. The article presents a review of scientific literature and research data reveals leaders' approach to employees' willingness to raise their qualification constantly and the organization's opportunities. The survey showed that employers want to have a highly qualified staff meeting the requirements of the organization, but do not always have sufficient funds for professional development.

In the United Kingdom, the International Adult Literacy Survey (IALS) findings published in the 1990s indicated that up to 20 per cent of the adult population had low levels of functional literacy, leading first to the Moser Report (1999) and then to the national Skills for Life strategy (2002-7). The Leitch Report (2006) has emphasised that the UK economy will for the next 30 to 40 years depend largely on employees already in the workforce today. Many of these employees (approximately onequarter) have relatively few, or even no, formal qualifications.

This research study will examined three learning approaches which the UK government uses to improve the workforce skills and qualifications in North East region of England. These learning approaches are Life-Long learning (Basic Skills), E-learning (Leardirect) and Work-Based Learning. This study is focused on the education and training policy in England that serve the improvement of workforce skills and qualifications at national, regional and local level in England. It will examined the lessons which can be learned in Tyne and Wear as a model of best practices of policies in England, and their applicability in to adult learning in Egypt. The objectives of this research are: Firstly to examine the contribution of learning/training to achieving the objective of "building an adaptable and highly skilled workforce" in the Regional Economic Strategy (RES) 2003-2006 for the North East region in England. Rethinking workforce development Healthy, Wealthy and Wise: The impact of adult learning across the UK identifes a range of economic and social policy challenges confronting the four nations today and argues that adult learning can make an important contribution to addressing these and promoting a fairer and more inclusive society.
