Until recently he was head of a research department which coordinated development of knowledge based systems and research on the application of innovative technology. Van Engers is responsible for several research projects and advises several other projects. He is also the programme-manager of POWER. Dr. Patries Kordelaar works as consultant for O&I management partners on the domain of knowledge management. She wrote her Ph.D.-thesis on knowledge based law-supporting systems and coordinates the control aspects of POWER. Ing. Jan den Hartog M.Sc. is member of the POWER-project and wrote his M.Sc.-thesis on verification of a juridical domain. Ir. Erwin Glassée works for Application Engineers and is responsible for the development of the knowledge modelling method in POWER and is a certified Catalysis practitioner.

In this paper, a methodology is proposed for designing and constructing a knowledge-based system (KBS) in order to generate and evaluate administrative grants. The methodology is applied to the Common Agricultural Policy regulations covering Spanish farmers for validation. The proposed methodology facilitates the development of applications of this type from preliminary problem analysis to application implementation and maintenance. This methodology is well adapted to the characteristics of the knowledge-based software under development: open requirements and diverse computational models. It constitutes a complete guide for the knowledge engineer in producing and maintaining an automated solution to a real-world problem, as the methodology is not only declarative (i.e. indicates what to do) but also procedural (i.e. indicates how to do it). Towards Legal Knowledge Management Systems for Regulatory Compliance

Maintaining regulatory compliance is an increasing concern. Legal Knowledge Management systems could support the work of compliance managers. However, there are challenges to overcome, of interpreting legal knowledge and mapping it onto business processes. In this discussion paper we determine requirements for Legal Knowledge Management systems that can handle these challenges. We argue that an approach to Legal Knowledge Management should consist of four pillars: (1) a legal ontology to express the legal concepts that are central to the interpretation of rules and regulations in practice, (2) natural language processing techniques, to semi-automatically populate the ontology, (3) a systematic method for mapping the legal concepts onto the actual data and business processes of a company, and (4) a method to construct an audit trail as part of the process design, providing legally acceptable evidence of compliance. Abstract The rapid-prototyping approach of the early 1980's failed to deliver high-quality knowledge-based systems. As a reaction, in the early 90's, there has been a large activity in the knowledge engineering community to define methodologies for principled knowledge-based system development. These methodologies succeeded in organising the development process as a set of intermediate models of the system to be built, to end in the final implementation.
