In 1997, the Centers for Disease Control and Prevention, the Mexican Secretariat of Health, and border health officials began the development of the Border Infectious Disease Surveillance (BIDS) project, a surveillance system for infectious diseases along the U.S.-Mexico border. During a 3-year period, a binational team implemented an active, sentinel surveillance system for hepatitis and febrile exanthems at 13 clinical sites. The network developed surveillance protocols, trained nine surveillance coordinators, established serologic testing at four Mexican border laboratories, and created agreements for data sharing and notification of selected diseases and outbreaks. BIDS facilitated investigations of dengue fever in Texas-Tamaulipas and measles in California–Baja California. BIDS demonstrates that a binational effort with local, state, and federal participation can create a regional surveillance system that crosses an international border. Reducing administrative, infrastructure, and political barriers to cross-border public health collaboration will enhance the effectiveness of disease prevention projects such as BIDS.

The California-Baja California border region is one of the most frequently traversed areas in the world with a shared population, environment, and health concerns. The Border Health Consortium of the Californias (the "Consortium") was formed in 2013 to bring together leadership working in the areas of public health, health care, academia, government, and the non-profit sector, with the goal of aligning efforts to improve health outcomes in the region. The Consortium utilizes a Collective Impact framework which supports a shared vision for a healthy border region, mutually reinforcing activities among member organizations and work groups, and a binational executive committee that ensures continuous communication and progress toward meeting its goals. The Consortium is comprised of four binational work groups which address human immunodeficiency virus, tuberculosis, obesity, and mental health, all mutual priorities in the border region. The Consortium holds two general binational meetings each year alternating between California and Baja California. The work groups meet regularly to share information, resources and provide binational training opportunities. Since inception, the Consortium has been successful in strengthening binational communication, coordination, and collaboration by providing an opportunity for individuals to meet one another, learn about each other systems, and foster meaningful relationships. With binational leadership support and commitment, the Consortium could certainly be replicated in other border jurisdictions both nationally and internationally. The present article describes the background, methodology, accomplishments, challenges, and lessons learned in forming the Consortium.
Future challenges for parasitology: Vector control and one health in the Americas
a b s t r a c t "One Health" is a term that encapsulates and underscores the inherent interrelatedness of the health of people, animals, and the environment. Vector-borne infections are central in one health. Many arthropod vectors readily feed on humans and other animals, serving as an ideal conduit to move pathogens between a wide spectrum of potential hosts. As ecological niches flux, opportunities arise for vectors to interact with novel species, allowing infectious agents to broaden both geographic and host ranges. Habitat change has been linked to the emergence of novel human and veterinary disease agents, and can dramatically facilitate expansion opportunities by allowing existing vector populations to flourish and by supporting the establishment of new pathogen maintenance systems. At the same time, control efforts can be hindered by the development of parasiticide and pesticide resistance, foiling efforts to meet these challenges. Using examples drawn from representative diseases important in one health in the Americas, including rickettsial infections, Lyme borreliosis, Chagas disease, and West Nile virus, this paper reviews key aspects of vector-borne disease maintenance cycles that present challenges for one health in the Americas, including emergence of vector-borne disease agents, the impact of habitat change on vector-borne disease transmission, and the complexities faced in developing effective control programs. Novel strategies will be required to effectively combat these infections in the future if we are to succeed in the goal of fostering an environment which supports healthy animals and healthy people.

Approximately 11.5 million people reside in the 42 counties and 39 Mexican municipalities located along the U.S.-Mexico border, and 86% of those people reside in 14 pairs of sister cities, metropolitan areas divided by the international border (1). Border residents share similar resources and environmental problems: issues of great concern include air quality, water quantity and quality, and animal control. The communities along the border are economically and socially interdependent, with more than 1 million legal northbound crossings every day. The need to establish cooperation between the United States and Mexico for improving health has led to collaborative initiatives between the public and private sectors (1). The principal health problems at the U.S.-Mexico border are characterized by disparities in health systems (2), which result from the lower health standards and socioeconomic conditions of Mexican border communities compared with U.S. border communities.

This report shares the challenges and opportunities encountered by a binational project that examined the availability of environmental and public health information for the United States-Mexico border area. The researchers interviewed numerous national and binational agencies on both sides of the border, endeavoring to develop a framework to advance the knowledge of academic and public health professionals in the area of environmental border health. However, the lack of standardized indicators and metrics in both countries validates the emergent need to establish a viable framework for the collection, analysis, and dissemination of environmental information. Recommendations for next steps are included.
Surveillance of Vector-Borne Diseases in California

Public health surveillance is defined as the ongoing systematic collection, analysis, interpretation, and dissemination of health data. Public health surveillance is a dynamic process because it represents information for action. Action taken may in turn affect how and what further surveillance is performed. Surveillance data is collected from a variety of different sources including disease reporting, laboratory reporting, sentinel systems, and surveys. The Vector-Borne Disease Section of the California Department of Health Services performs surveillance primarily for diseases that are carried by rodents, ticks, mosquitoes, and fleas. Surveillance for these diseases is often multifaceted, involving the monitoring of human and animal diseases, monitoring vector populations, and monitoring for infections in these vectors. Information gained from surveillance of vector-borne diseases is used to guide control or prevention measures. Examples of the surveillance systems for West Nile virus, plague, and Lyme disease are presented.
