Intrduction: Indonesia is a maritime and archipelagic nation-based country. No wonder Indonesia has many of the best tourist attractions. Indonesian tourism is one of the country's largest sources of foreign exchange, so the presence of Covid 19 has had a huge impact on Indonesia and several tourist areas in Indonesia such as Bali. The purposes of this study are 1) to analize the characteristics of entrepreneurs supporting tourism industry, based on commitment and competence in Tojo Una-Una Regency and 2) to develop a model for fostering entrepreneurs supporting tourism industry in Tojo Una-Una Regency. Descriptive Qualitative used in this study, and data collected through interviews and questionnaires. The population in this study is all the enterpreneurs of small and medium enterprises (SMEs) supporting regional tourism in Tojo Una-Una District. The results of this study indicate that the industry such as transportation services, snacks, performing arts and music businesses are on the 5 th position of the quadrant, while the restaurants, crafts, hotels, inns, and travel agencies busnisses are on the 6 th quadrant. The development model for industries on the 6 th quadrant is increasing commitment through non-technical training aiming at building the motivation of enterpreneurs to believe in their business, willing to devote their mind and time for their businesses; while persistent in their business. Enhancement of competence should be started from basic level of skills of production, finance, and marketing, based on the weaknesses of each business. The development model for enterpreneurs on the 6 th quadrant has strengthen the competency aspects.
A Model of Community-Based Rural Tourism Products Development

The local community always took for granted the establishment of a tourist village as a rural tourism product. Likewise prevailed in Pinge Tourism Village, Tabanan Regency, Bali. In the context of developing rural tourism products in the Pinge Tourism Village, the participation of local communities is required to ensure the sustainability of tourism in rural areas. This paper aims to build a model for developing local community-based rural tourism products in Pinge Tourism Village. Community-based tourism (CBT) approaches are used to formulate models for rural tourism product development. Five aspects in the development have been observed namely transportation, accommodation, food and beverage facilities, tourist attraction, souvenir. This study use qualitative study approach. The data used are primary and secondary data collected in several ways including observation, interviews, documentation and literature. This study focusing on identify potency of Ciseeng village, business opportunity and employment and marketing strategy to enhance local economy. Result show that there is open wide opportunity for Ciseeng village to enhance local economy through rural tourism, operated and managed by community. Motivation and commitment to learn and to grow are needed in this community. This study was conducted with the aim of giving input and encouraging creativity to the local community, the Government of Bogor Regency, the Tourism Local Community Leader to enhance local economy.

This study aims to examine the success factors and build the framework of rural tourism entrepreneurship for a sustainable tourism village. This is an important research topic, as 44.28% population in the world live in rural areas; specifically 44.02% population in Indonesia resides in a rural area which indicates how important rural areas are for future development. This study used a purposive sampling technique to determine the priority issues of the sustainability of the tourism village. The data was gathered from semi-structured interviews with actors’ influential in the success of tourism villages. This study was conducted with a qualitative approach and a case study design. This study uses content analysis in describing the findings from the collected data to better understand the case study. It focuses on a case of six tourism villages in Indonesia that have received awards as sustainable tourism villages, as it might be adopted by the other tourism villages. The results revealed ten factors for creating successful sustainable tourism village through rural tourism entrepreneurship. Those factors are income management, business unit development, economic growth, mutual cooperation, collaboration, innovation, creativity, environmental awareness, resource management, and visitor management. These 10 factors are further grouped into three dimensions (economic, social, and environmental sustainability). The study makes new framework of rural tourism entrepreneurship and useful for the strategy and decision-making process.

This study aims to identify tourism potential and a set of strategies for a competitive rural tourism development using a case study in Sukajadi Tourism Village, Bogor Regency, West Java. This study is a descriptive qualitative type with an exploratory case study approach. This study takes a perspective on the analysis of village owned enterprise involvement on tourism development in Tamansari, Indonesia. Using descriptive data, the paper aims to demonstrate that the driving force behind these enterprises is the need to improve the village economy such as optimizing village assets, developing community resources, and creating business opportunities. The qualitative study was undertaken between August - October 2019. It employed interviews with stakeholders (enterprise managers, local government, and residents of Tamansari). Operating the small firms in rural areas contributes to the specific characteristics and constraints.This study explores the characteristics and related constraints of small firms in a rural WHS.Most of the respondents run family business with their own savings and with minimal capital.Being seasonal and lack of essential knowledge and skills related to the tourism sector are the constraints.Lack of financial support and training schemes are the government-related constraints.We investigated small tourism-related businesses in Kinabalu National Park, Sabah, to identify their characteristics and constraints. Awarded World Heritage Site status in 2000, Kinabalu National Park provides a wealth of economic opportunities to adjacent rural communities. Quantitative data from a sample of 145 tourism-related small business entrepreneurs from these communities revealed that most of these entrepreneurs were female, middle-aged or older, and poorly educated. Most used their own savings to establish and maintain their businesses, sustaining operations and staffing levels throughout the year despite seasonal slumps in tourist numbers, marginal profits, and a lack of tourism-specific knowledge and skills. Respondents received virtually no financial support or training from government sources and there were few incentives for the local community to participate in tourism-related activities. Government and related organizations should aim to reduce such constraints on the operations of small businesses to ensure more sustainable tourism development in Kinabalu National Park.
Countries around the world benefitted from the positive spin-offs of growth in tourism. Support for small, medium and micro-enterprises (SMMEs), township tourisms’ operating in this sector could also be enhanced for local economic growth. Tourism, with its multiplier effect, is believed to be a savior for developing countries to better their economic conditions. It is also central to the development of peripheral, remote and insular regions by facilitating transitions from agriculture-based economies to service industries. Community participation approaches have long been advocated as essential for sustainable tourism development. In Indonesia village based small and medium enterprises in the tourism industry are on the rise with significant numbers of villages developing as tourist destinations. The attractions of these destinations are their natural beauty, industrial products and cultural values and artifacts. This development raises the question of government intervention in the planning process of such village based, SMEs. This paper analyses village based tourism SMEs in the Bantul Regency, Indonesia with special reference to the background of the SMEs development, its effect on the local community, and the nature of the government’s role or intervention in the planning process. The data were gathered through library research, government’s document investigations, observations, and several interviews with stakeholders and entrepreneurs. It was found that the village-based tourism SMEs faced several challenges including the lack of tourism industry knowledge and education, and the lack of capital and promotional ideas to start their businesses.
