Measures Supporting Entrepreneurship in Slovak Smes in the Most Vulnerable Industries in Times of the COVID-19 Pandemic

The anti-pandemic measures taken to prevent the spread of the coronavirus has slowed down the economic activities of many businesses. Particularly vulnerable are SMEs in industries hardest hit by the crisis. These are SMEs which, due to the nature of their activities, have seen their operations severely restricted or even had to shut down during the pandemic. Key to ensure their survival are government support measures. The aim of the paper is to find out whether there is a dependence between the industry in which SMEs operate and measures to support entrepreneurship in most vulnerable industries during the second wave of the COVID-19 pandemic in Slovakia and to assess whether the measures adopted by the government correspond to those proposed by SMEs in these industries. The Impact of the COVID-19 on Entrepreneurship in the North East Region-Resilient Growth Solutions

The relevance of entrepreneurship is given by the fact that micro, small and medium-sized enterprises (SMEs) represent 99% of EU businesses. They provide two thirds of the private sector jobs while contributing with more than half of the total added value created by EU businesses. The systemic plans for economic recovery and resilience play a key role in the sustainable development of the business ecosystem following the COVID-19 crisis. Supporting the business environment, they, SMEs especially, represent the solution to reduce unemployment and increase employment. This paper analyzes the state of entrepreneurship at both national and regional levels, in order to identify the impact of the COVID-19 crisis on the resilience of SMEs. Based on the published data, we will conduct a quantitative research on the evolution of entrepreneurial activity in 2020.

Crisis Resilience of Startup Companies (The Case of Hungary among the Visegrad Countries with a Focus on the Pandemic)

The study examines the crisis resilience of startup companies in Hungary among the Visegrad countries as a result of the pandemic situation. It aims to provide guidance on what support is needed for startups in the post-crisis period to re-launch the economy and to contribute to the region’s economy with positive results. The research was carried out in two stages: first, in 2021 through an online survey, and then, in 2022 in-depth interviews due to the economic crisis caused by COVID-19 and the Russian–Ukrainian war. A mixed research methodology was used, which comprised an online questionnaire administered in the Crunchbase database (n = 97) and in-depth interviews among startup founders and experts of the startup ecosystem (n = 22). This study explores how the COVID-19 pandemic has forced Flemish growth-oriented entrepreneurs to build entrepreneurial resilience. We rely on a research framework that consists of a “challenge-reaction-learning loop” to empirically investigate how entrepreneurial resilience is built in times of the COVID-19 crisis. To investigate this complex entrepreneurial learning process, we use data that have been collected during the first and second wave of the COVID-19 pandemic. By using several datapoints, we could identify (1) the specific challenges growth-oriented firms are facing as a result of the COVID-19 crisis; (2) how these entrepreneurs reacted to these challenges; and (3) what they learned during the first and second wave of the pandemic and how they perceive the future. Public Aid and Entrepreneurship During the Covid-19 Pandemic in the European Union Countries

The aim of the article: The outbreak of the Covid-19 pandemic made it necessary to involve the state in the process of rescuing numerous business entities from bankruptcy. In the European Union, the aid measure for entrepreneurs takes a form of public aid, which, as it turns out, is the necessary and the only tool to protect SME sector enterprises against bankruptcy. Social isolation caused by the virus that spread on a large scale effectively inhibited the development of entrepreneurship, which is inherently related to the economic development of countries. Challenges Related to the Implementation of State Aid Measures for Entrepreneurs Affected by the Covid-19 Pandemic

Purpose: The aim of the paper is to identify and discuss many trade-offs which have to be made by public authorities while designing and implementing state aid measures for entrepreneurs affected by the Covid-19 pandemic. Design, Methodology/Approach: Based on the case study-the project "Grant for working capital for micro and small enterprises from the Wielkopolska Region" four interrelated lines of inquiry are pursued concerning: the grant selection process, timelines of support, administrative burden imposed on applicant entrepreneurs and the appropriateness of the amount of aid granted. Specific problems are discussed in a broader perspective of public support programmes design. Findings: Timelines of support and simplicity of the rules of granting aid are imperative in designing the public support delivery for entrepreneurs affected by the Covid-19 pandemic. However, one should not lose sight from other important aspects of allocating limited public funds, as it is usually a matter of striking the right balance by public policymakers between competing objectives in an attempt to ensure effective and fair allocation of limited resources. Practical Implications: State aid that involves granting a selective economic advantage to undertakings imply the question about the allocation method of funds. Given the risk of liquidity shortage for SMEs that makes fast delivery of aid crucial for the aid to achieve its objective, providing public support on the basis 'first-come, first served' principle can be a justifiable rationing device. However, this holds true under certain conditions: all applicants must be in relevantly similar circumstances and have equal prospects to receive a benefit. As these are not fully met in the case under investigation, some recommendations are formulated for future interventions. Originality/Value: Public debate on SME policy responses in times of Covid-19 crisis is often limited to numbers: how many entrepreneurs benefited from the public support and what is the aggregate value of the aid. The uniqueness of the conducted research lies in "looking under the surface" in the quest for ensuring effectiveness of state aid measures in the context of COVID-19.

Crisis costs for European SMEs – How COVID-19 changed the playing field for European SMEs.

The advent of the COVID-19 pandemic has become the landmark for one of the greatest recessions ever experienced. As such, many Small and Medium Enterprises (SMEs) were exposed to financial and employment-related losses. However, not all industry sectors suffered same negative rates of income or job disruptions and there is still limited evidence on the matter. In addition, the invasion of Ukraine from Russia has become the trigger for a new wave of economic crisis for all business sectors and sizes. Therefore, the objective of this study is to develop a systematic classification of COVID-19 (and international crisis)-related impacts on SMEs. It also includes an identification of “winning” or “losing” adaptation factors shaping crisis management. To achieve its finalities, the study develops an explanatory framework by generating six categories of “pandemic challenge areas” (Containment Measures, Workforce, Finance, Digitalisation, Public Assistance, European Diversity) and a targeted performance analysis for SMEs in 6 industry sectors (Manufacturing, Construction, I&R, Tourism, Agro-Food, Retail) over an EU-12 sample of countries. Based upon research evidence, the study ultimately proposes a list of policy recommendations for recovery and competitiveness of SMEs alongside four pillars (emergency support, regulation & governance, training & skills and innovation, sustainability & cohesion).

Public Policies to Support Entrepreneurship and SMEs. Empirical Evidences from Romania

Based on a set of variables measured in the Global Entrepreneurship Monitor (GEM) study, we analyzed the entrepreneurial profi le of Romanian economy after the onset of fi nancial crisis. We found a positive attitude towards entrepreneurship in Romania, but the fi nancial crisis started in 2008 severely affected the entrepreneurial environment. In many countries, the lack of an entrepreneurial culture and fi nancial constraints are seen as critical barriers to entrepreneurship. In the light of global fi nancial crisis, the support of entrepreneurial activities has risen as the entrepreneurship has the potential to foster economic recovery. In the second part of the paper we analyze policy actions implemented by the Romanian authorities in order to support SMEs in coping with the effects of fi nancial crisis.
