The Localising Agenda 21 Programme (fig. 8.1) aimed at "the active engagement of Civil Society Organisations, as well as the broad-based participation of all people". The importance of involving civil society in governance, particularly at the local level is generally accepted . Moreover, the Programme was founded on the belief that "Sustainable planning, including visioning, design, action, management and monitoring is only possible, feasible and acceptable through networking." In such a framework, all actors, public and private, are treated as equal and, consequently, an attempt is made to achieve a balance between private and collective interests [ .
