Iran and Kazakhstan Relations: A Geopolitical Analysis

Kazakhstan needs the short transit route leading to open waters to supply its demands and export oil and gas to international markets. Iran's territorial status in the heart of Eurasia, has offered new capabilities for commerce, industry, and development to this country. But some factors such as the geopolitics of the region, having the second largest resources of energy in the world, and willingness to allow the presence of trans-regional powers with the aim to reduce dependence on Russia and attract foreign investment, has resulted in the presence of these powers in this country and has created serious obstacles for Iran's more effective participation. The main question of this paper is how has Iran benefited from the opportunity to develop relations with Kazakhstan? The authors analyze the most important factors regarding Iran's geopolitical position and status with regards to the development of its relations with Kazakhstan.

Kazakhstan: Current Developments and U.S. Interests

Kazakhstan is becoming an important power in Central Asia by virtue of its large territory, ample natural resources, and strategic location. However, it faces political, ethnic, economic, and environmental challenges to its stability and integrity. After the terrorist attacks on the United States on September 11, 2001, Kazakhstan granted overflight rights for U.S.-led coalition actions in Afghanistan, and in 2003 provided some troops for post-conflict rebuilding in Iraq. ‘Multi-vector politics’ and Kazakhstan's emerging role as a geo-strategic player in Central Asia

Although published in 2002, Cutler's work devotes a scant two pages to Kazakhstani foreign policy after 1995, and his claim that 'The preliminary choices made. .. in favor of the priority of Russia and China, have only been underlined since then. .. ' ignores the close cooperation Kazakhstan has had with the USA, the EU and NATO since the terror attacks of 11 September 2001. The Kazakhstani government has generally supported the US military effort in Iraq, and is the only Central Asian state to send troops to Iraq.

AMERICAN INTERESTS IN CENTRAL ASIAN REGION DURING 2001-2015: AN ANALYTICAL STUDY

After 9/11, the Central Asian region got Geo-strategic and geopolitical attention to the United States of America. Initially, Russia, China, and the leaders of regional states criticized the attacks and welcomed America in the region. The landlocked region has enormous energy resources and its border attached to Afghanistan, China, Russia, and the Caspian Sea. American policymakers gave special importance to this region. So, America established Airbases to fight against terrorism in Afghanistan and invested billions of dollars in different areas. After social revolutions in the region, the leaders of Central Asia states, Russia and China viewed America as a threat. This article examines American interests in the Central Asian region after announcing the war against terrorism and also investigates the strategic importance of the Central Asian region for America.

Notwithstanding Kazakhstan’s entrance into the Eurasian Economic Union and a growing perception of American disengagement from Central Asia (both dis-cussed below) the major finding of this report is that the strategic objectives of the Republic of Kazakhstan and of the United States today are mutually compat-ible and even mutually reinforcing. Indeed, each country needs the other in ful-filling its goals.

U.S. policy in the region already has its periods of development and decline, of successes and failures. Currently, the main task of the U.S. in the region is to prevent the inclusion of the region into Russia, to prevent domination of influence of policies of China and Iran. In addition, the prospect of U.S. troop withdrawal from Afghanistan determines the need to use of other methods to control the situation in the region. The urgency of the problem under investigation is determined by the current political situation in the world, strengthening China's position in the international arena, as well as the intensification of its ties with the countries of Central Asia, especially Kazakhstan. The purpose of the article is to analyze the process of formation and development of bilateral ties between China and the Republic of Kazakhstan at the current stage. The leading approach to the investigation of the stated problem is systematic, including the analysis of all aspects of China-Kazakh relations (politics, economy, energy, culture etc.) It allows to estimate objectively the level of the bilateral relations. The article presents the review of the key diplomatic events during the indicated period; it looks through the main regulatory legal acts, it identifies the main fields of bilateral cooperation, it evaluates the nature of their relationships and the most complicated issues and problems, it determines the value of interstate relations in general. The article proceedings are valuable for the authors engaged in international relations, can be used in research on the subject of Central Asia.

The role of oil and gas in Kazakhstan's foreign policy: Looking east or west?

This study examines the role of oil and gas in the making of Kazakhstan’s foreign policy. It argues that Kazakhstan has been following a multi-vector foreign policy in relation to its oil-led development and the geopolitics of exporting oil from this land-locked region. The significance of geopolitical considerations and the resulting pragmatism of Kazakhstan’s leadership only allow a limited role for national identity and internal political dynamics in the making of its foreign policy. Kazakhstan’s geopolitical imperatives force the country to keep good relations with Russia and China as well as with the US and the EU, as counter balancing partners.
