Good Governance in Municipal and Rural Municipal Offices of Local Administration in Poland

Public governance constitutes an answer to the limitations regarding the possibilities of reforming public administration in the stream of new public management. One of the detailed concepts of public governance was originally formulated by the World Bank. Its use in practice is limited to operationalization through formulating a variety of indices which are usually dedicated to countries and regions. Scientific discourse lacks studies indicating the possibility of using good governance in public administration at the level of its smaller exponents such as the units of local self-government. Equally, there are no available results of research regarding the influence of the functioning of units of public administration according to the principles of good governance on their perception on the part of citizens. This study aims at operationalizing the concept of good governance through the formulation of a model of activity of local government administration according to the principles of good governance, as well as proposes a tool for evaluating the level of maturity of management solutions based on the concept of good governance. The research results regarding the level of compatibility of these offices with the rules of good governance are compared with the results of surveys examining opinions and levels of satisfaction among inhabitants of selected boroughs. The aim of this comparison was to find the answer to the question of dependence between the activities of local administration in accordance with good governance and satisfaction on the part of local inhabitants.

New Forms of Public Administration Activity in Poland after 1989 as an Attempt of Realization Current Social Demands

The deep changes in Polish legal system and economy that took place after 1989 contributed to the emergence of new challenges for public administration. The legislator, in order to satisfy growing numbers of social demands, appointed new tasks and created a new legal form of action for public administration entities. However, not every of the new forms were fitted to classically understood administrative law. Part of this new forms at the same time combines some features characteristic for administrative law as well as typical for civil law, which gives them untypical (hybrid) character. As an example, there can be mentioned: civil law contracts with so called "overlays" (obligatory additional conditions) imposed by certain legal acts as well as administrative settlements and administrative contracts. The aim of this article is to analyze those hybrid forms of action of public administration entities in terms of implementation the objectives of regulation set by the legislator.

Selected aspects of the Europeanization of public administration in Poland

The main research purpose of the following article is to indicate selected models and methods of the Europeanisation of public administration, as well as their legal and social aspects. As a result of the research material selection, the article also attempts to indicate how certain conditions have influenced the processes of Europeanization. The political and legal context of preparing public administration (both government and local) for effective participation in the European Union public policies was also highlighted.

The Concept and Practice of Good Governance in the European Union

—The article deals with one of the most significant issues concerning the functioning of the public sector in the European Union. The objectives of good governance were formulated by the EU itself and also the Scholars in reaction to the discussion that started a decade ago and concerned the role of the government in 21st century, the future of integration processes and globalization challenges in Europe. Currently, the concept of good governance is mainly associated with the improvement of management of public policies in the European Union, concerning both domestic and EU policies. However, it goes beyond the issues of state capacity and effectiveness of management. Good governance relates also to societal participation in the public administration and verification of decisions made in public authorities' (including public administration). Indirectly, the concept and practice of good governance are connected to societal legitimisation of public bodies in the European Union.

Public administration reforms in Poland

The primary theme of the article revolves around the selected areas of governmental public administration: (1) briefly explained historical trends, (2) recent development starting from the beginning of 90 ́s in reforming the public administration concerning recruitment rules, especially for senior positions. Then the author analyzes the structural problems he identified: (3) political neutrality (in other words politicization), (4) etatist model of public governance, (5) human resources management, (6) deficit of analytical skills, (7) inadequate organizational culture.

Encyclopedia of Public Administration is the first Polish interdisciplinary encyclopedia covering the issues of public administration, both in the theoretical context and with reference to its functioning in practice. The publication, whose idea was developed by researchers from the Institute of Political Sciences at the Faculty of Political Science and International Studies of the University of Warsaw, was prepared by scientists from eight Polish universities. Government Agencies in POST-1989 Poland

As a result of the political changes that took place in Poland at the end of the 1980s a number of new (till this day) public administration bodies were established. The political transformation, which included a wide range of reforms, revolutions, changes, and modernisations, in a way forced the public administration to adjust to the new “reality” by performing public tasks which had not been stipulated by the law of the Polish People's Republic. What is more, none of the institutions (bodies) of that time had the organizational, financial, and human resources necessary to perform the new tasks. Thus, in order to fill in the institutional gaps and face new public challenges, the legislator frequently borrowed some of organizational and legal solutions by way of so-called transfers from other systems. The Reform of Local Administration in Poland - Legal and Sociological Conditions and Expectations

The local self-government is the entity of public authority which participates in exercising public authority because of its legal interest. The tasks of local self-government are exercised in its own name and under its own responsibility. The Constitution of the Republic of Poland does not specify the structure of local self-government in Poland. The aim of the article titled "The reform of local administration in Poland - legal and sociological conditions and expectations" is the legal assessment of the functioning of district self-government in Poland and the assessment of the District Self government Act.
