Analysis of Concepts Affecting the Public Policies

“Public Policy Analysis” involves in the evaluation of issues of public importance with objective of providing facts and statistics about extent and impact of different policies of Government. Nowadays, public policy analysis is undertaken by scholars from different applied physical and biological sciences (e.g. technology assessments, environmental impact studies, seismic risk analyses, etc.). Presently, the focus is on public policy analysis as it is conducted within the social and behavioural sciences, mainly Political Science, Sociology and Economics. Generally, the public policy addresses real or sensed problems, so the public policy analysis is mostly devoted to defining or clarifying the problems and assessing the needs. Main objective of public policy analysis is to assess the degree to which policies are meeting their aims. Policy analysis plays an important role to define and outline the aims of a proposed policy, and also has role to identify the similarities and differences in expected outcomes and estimated costs with competing the alternative policies. Several public policies are formulated to solve both the current and future problems, and so the policy analysis attempts to forecast future requirements based on present concomitant with the past conditions. A large number of works in the field of public policy analysis involves for the development of the conceptual schemes or typologies which help to sort out different types of policies, or analyses of policies. Many literatures on public policy analysis, and especially on impact evaluation are chiefly methodological in character; indeed, many recent innovations in research procedure have been developed by research scholars working on applied problems. Many texts in ‘evaluation research’ recommend an assessment of the ‘evaluability’ of the programme prior to initiate the evaluation itself. ‘Implementation analysis’ is an essential component of all capable policy evaluations. ‘Utilisation’ is an ongoing problem in the field of evaluation research. Evaluation results affect the public policy by serving as the impetus for public discourse and debate which form social policy, rather than through extensive programme termination or reform.

POSC 101 Introduction to Public Policy

This course examines the major theoretical debates and practices involved in the development of public policy. Public policymaking is characterized by scholars and politicians in wide variety of ways. For some, public policy reflects the authoritative allocation of values, while other see the policymaking process from a more bottom line perspective -"who gets what, when, and how." At the same time, policymakers and citizens often wrestle with normative questions of what constitutes the "best" policy outcomes for the most people as they strive to reach the right balance between government intervention and citizens' rights to the pursuit of happiness. However, in many cases we face several problems in understanding public policy issues: Not all citizens are 'angels' -rather, they are highly self-interested in many cases. Not all citizens have information regarding what government agencies do and how they decide public policies. Public policies broadly reflect social norms and values, but also the day-today rules and regulations established by governments at all levels.

Public Policy Making and Analysis

Policy issues can be divided into two categories: those already on the public policy agenda, and those that are not. If an issue is already on the public-policy agenda, it has a sufficiently high profile, and a formal process is likely to be in place. If an issue is not on the public-policy agenda, the job of the stakeholders/community is to provide information and education, and to take other steps to raise awareness and get it on the agenda. From the beginnings of human thought, public policymaking has been a central subject for study and discussion by social philosophers and practical politicans alike and their writtings include many moving exhortations, profound insights, fascinating descriptions, and stimulating ideas that not only are not of much theoretical significance but, also have been of great practical import in shaping contemporary policy issues . According to Oxford English Dictionary the word 'policy' means 'a course of action adopted and pursued by a government, party, ruler, statesman etc' . Moreover, the policy arts sought on problems of government and to influence the activities and decisions of government in variety of ways and in recent decades policy sciences claimed to offer a better approach to the problems of government. Hence, Hill cites that master's programme were set up in univerities, thinktanks were established to advise governemnts, and he argues that the aimed of these initiatives to fuse the rather longer-standing use of economics in policy analysis with new ideas from political sciences, sociology and organisation theory (Hill, 1997, p. 2). Although, it is beyond the scope of this informative paper to address the question.

Understanding Public Policies: An Exploration of Proposals in Social Sciences

In the twenty-first century, public policy extends beyond mere political action; it has evolved into a comprehensive process aimed at addressing and mitigating citizens' skepticism and negative attitudes toward the government.
