Abstract

Prevention, through the concept of" health education," officially entered the realm of health (care) policy-making in 1962 when, for the first time, government suggested that this field of work was of importance. Understandably, in a pluralistic health care system, government thought that health education and prevention were to be a responsibility of the social partners, and not of governmental institutions themselves.
