Community Participation Process in Community-Based Tourism Development in Waerebo Traditional Village, Manggarai Regency, Flores

Waerebo traditional village is one of the villages in Flores that has managed to rise through tourism development. The tourism business in Waerebo is owned and managed by the community. This study aims to determine the process of community participation in the development of community-based tourism. This study uses a qualitative method. Primary data were collected through observation and in-depth interviews with institutions and parties involved in the development. Assistance with a participatory approach through the placement of facilitators to live with the community is carried out by partners from the Waerebo Cultural Conservation Institute. The training activities followed by practice by the community, accompanied by facilitators, have shown good results. The development of a tourism village, from the beginning of the planning to the evaluation process must involve the local community as a form of community empowerment as the goal of tourism development that listed in Indonesian Tourism Master Plan year of 2011- 2025. It was revealed that the community tourism objects of the Malang Regency had not played an active role in the development of local attractions. In Ngadas Village itself, the community already knew their identity as a tourism village. However, the involvement and participation of the community in the development process has not been optimal. The research is aims to find (1) the potential of tourist resort owned by Wonorejo Village, Jatiyoso, Karanganyar (2) community participation in tourist development Wonorejo Village, Jatiyoso, Karanganyar (3) the right development direction of Wonorejo tourism Village, Jatiyoso, Karanganyar. The type of this research is descriptive qualitative. The population of this research is all of tourist resort and community in Wonorejo Village. Sampling was done in two methods which were purposive sampling and accidental sampling. Data collecting techniques are field observation, indepth interview, and documentations. Data analysis is using interactive models (Miles-Huberman) and to comparison potential of tourist resort using analysis A4, to comparison community partitipation using partitipation scale of Arnstein, characteristics of community based tourism, and SWOT. The result of the research are, (1) potential tourism objects in Wonorejo Village are found in potential classes. (2) high level of community participation is the level of delegated power and citizen control. (3) direction for the development of tourism villages by improving the quality of human resources, tourist resort and local wisdom.

Rural tourism is an important means for the development of rural areas in the world. In South Africa, tourism was earmarked as being a potential economic pillar for the development of rural areas. This study examines the participation of local communities in developing Nyambu Ecotourism Village, in Tabanan District. The development of tourism is inseparable from the resources and uniqueness of the local community which is the main driving element of tourism activities. This study analysed the importance of community participation in tourism development with the aim to ensure the sustainable rural development in Nqileni village, Eastern Cape Province, South Africa. A study of this nature is given credence through concerted efforts undertaken by governments of the developing world pursuing the development of tourism with the aim to address a myriad of socioeconomic ills faced by the populace. Desires of Community Participation in Tourism Development Decision Making Process: A Case Study of Barabarani, Mto Wa Mbu, Tanzania

Over the last decade, tourism in Tanzania has recorded significant growth, with the industry's contribution to the country's steadily growing GDP. However, poverty and unemployment rate in the country is still very high, which raises questions regarding local community participation in decision making. Participation in the decision-making process is a crucial determinant in ensuring that the benefits accrued by local communities from tourism are guaranteed, and that their lifestyles and values are respected. This paper examines the nature of community participation expected by local people in tourism development decision-making process in Tanzania using a case study of Barabarani village, Mto wa Mbu, Arusha. The paper incorporates a questionnaire in a mixed method (qualitative and quantitative) approach in data collection. The findings showed that local people, regardless of the location they came from, their gender, occupation, and education, wish to have a voice and actively take part in the decision-making process, to ensure that their needs, priorities and interests are well considered when decisions about tourism development are made in their areas. The paper contributes to the wider scientific discussion on community participation in tourism industry, and uncovers vital information for tourism managers, planners, policy makers and academicians.

Challenges of Community Participation in Community-Based Tourism in Rural Areas

Community-based tourism (CBT) has, in recent times, been looked upon as a catalyst for a tourism industry that is sustainable within the rural areas of the developing world. This is seen in its ability to bring about positive change within a rural community inclusive of social justice, empowerment (both economic and social), equity in distribution of benefits and overall community development. These impacts have been seen to justify concerted efforts of tourism development stakeholders in involving local communities, particularly community members in rural areas of the developing world. However, despite the efforts aimed at affording the local communities an opportunity to meaningfully participate in development initiatives aimed at their own development, community participation remains a challenge. The above narrative clearly extrapolates the aim of this particular study as it is intended to establish challenges that the community of Nqileni village in the Eastern Cape province of South Africa are faced with in relation to their participation in the development of tourism and tourism-related initiatives undertaken within the area. The study employed a qualitative research approach coupled with an in-depth exploratory examination of community participation in the development of rural areas through tourism in Nqileni village. This relied on semi-structured interviews using a non-probability purposive sampling technique to collect the empirical data from 25 respondents. The sample of the study comprised of community leadership and general community members in the village. The results of the study indicate that community members felt that their participation in the tourism industry were challenged because of several factors, those being: elitism, factions, greed and corruption, leadership conflict, language and lack of capacity to participate in development initiatives, lack of support from government as well as lack of funding.
