THE MODERNIZATION OF OTTOMAN DIPLOMACY IN THE TANZIMAT PERIOD
In the nineteenth century, diplomacy became more important than ever before for the Ottoman Empire. Because of the weakness of the Empire, as compared to the great powers of Europe, defense of its territories and interests depended more on diplomacy and negotiation than on the use of arrned forees. Diplomacy was a defensiye weapon for the Sultan and the Sublime Porte in more than one way : it could heIp to avoid injury to the Empire; it could try to attract aid for the Empire; and it could try to persuade the European powers that the Empire deserved support from them because it was improving itself by means of a process of reforms and bringing itself closer to westem ways. Under the pressure of events, the Empire developed a diplomatic system that was more westem than the traditional OUoman methods. The Sultans had always used negotiators and embassies for dealings with other powers, but these had been temporary. From the time of Sultan Mahmud II the Empire sent out permanent ambassadors and ministers to reside in the capitals of other major states, just as the European powers did. This study aims to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Westerncentered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

During the height of the Ottoman Empire's power, it applied and practiced 'unilateral diplomacy' and avoided reciprocity. However, at the end of the 18 th century, the Ottoman Empire started to adopt 'mutual diplomacy', sending permanent ambassadors to European capitals. This process became institutionalized with the establishment of the Ministry of Foreign Affairs in 1836. Following the establishment of the Ministry, changes and transformations occurred in its institutional structure, reflecting both the turbulence of the times and changes in the Empire itself. This article examines the evolution of the institutional structure of the Ottoman Foreign Ministry (Hariciye Nezâreti) and explores its changes and continuities between the years 1808-1918 as well as its role in the foreign policy-making process across two levels of analysis, reflecting both internal and external factors.
