The Case for Students with Foreign Secondary Credentials to Enroll and Generate Apportionment in California Adult-Serving Charter Schools
Abstract
ABSTRACT This short paper makes the legal argument that adult immigrants should be allowed to enroll in a California adult-serving charter school and the charter school should be allowed to gain apportionment funding for these students, if the adult immigrant student does not have a U.S. high school diploma.
