Internationalization as a concept and strategic agenda is a relatively new but broad and varied phenomenon, driven by a dynamic combination of political, economic, socio-cultural and academic rationales and stakeholders. This article addresses the following points: What are the historical dimensions of internationalization? What are the key factors in international higher education that are impacted by and impact this phenomenon? How do we understand its evolution as a concept? What national policies are developed to enhance the international competitiveness of higher education? What are the implications for institutional strategies for internationalization? It concludes with some lessons and recommendations for Russian higher education to learn from these trends and issues concerning internationalization in higher education.
Internationalization in higher education: a must for individuals, institutions and national policy

This article looks back on two decades of globalization and elaborates the impact of globalization on the life of individuals, on the universities as institutions, and on national policies in Germany, Europe, and worldwide. It draws the conclusion that internationalization of institutions of higher education is an absolute must and that international exchange must be enhanced and promoted. The article offers various recommendations and strategies on how to promote international exchange on all of these three levels.
INTERNATIONALIZATION IN HIGHER EDUCATION: TRENDS AND OPPORTUNITIES
Higher Education is part of globalization that has resulted in significant changes in the knowledge economy and resulted in new forms of provision of educational services. Internationalization has become increasingly important in the higher education sector. This paper deals with internationalisation and globalisation in higher education and its purpose is to strengthen and broaden research on the challenges and benefits from the internationalization on higher education, particularly to identify and address the key issues and major areas that universities need to implement to become more globally competent and recognized. The two parts that follow the introduction examine some of a broad range of aspects related to this theme and are a reflection of the importance and current attention being paid to the international dimension of higher education. Also, a specific area of discussion in this paper revolves around the relevance of the university programmes, ushered by the international accreditation processes. Final part of the paper is survey design study where students from Republic of Macedonia express their opinions about the questions posed on issues relevant for this paper. Internationalization of higher education: definition and description

Higher education has now become a part of the wider globalization process. Due to globalization, the internationalization of higher education is regarded as one of the leading trends that determine the value foundations of the functioning of modern universities. The internationalization activities of a university in modern conditions can be perceived as a value that requires its introduction into the general system of norms that form the academic culture of an educational institution. This article investigates the concept of higher education internationalization, which has become common practice for almost all higher education institutions all over the world. It discusses the concept of internationalization and globalization from historical perspective and highlights the difference of internationalization from globalization. It also talks about the way contemporary universities tend to approach this concept at their campuses.
The Internationalization of Higher Education

The terms ‘internationalization’ and ‘globalization’ are frequently used for a wide variety of different aspects and domains that concern our contemporary world, such as the economy, the environment, education and science, political relationships, and many more. Both ‘internationalization’ and ‘globalization’ refer to an ongoing process and although they are related and often used interchangeably, they do not have the exact same meaning. In the context of tertiary education, Altbach and Knight’s (2007, p.1) definition of globalization refers to forces that are at work in our twenty-first century, which strongly influence the domains of economics, politics and societies on a worldwide scale. According to them, these forces are urging higher education to undertake action in order to respond to this current trend of globalization, namely by internationalizing higher education. There are, however, many different definitions and viewpoints on what the internationalization of higher education should resemble and what a soi-disant international university or college does -or should- consist of. The present paper will, therefore, be limited to the standpoint of Rizvi (2007), Stier (2006) and Woodin et al. (2011), regarding this topic. Rizvi’s and Stier’s perception of the role of internationalized higher education will be addressed in the first instance and furthermore, this paper will try to clarify what the current state of affairs is of the internationalized curriculum in higher education, according to the abovementioned authors.

Globalization in the twenty first century has reshaped virtually all facets of human life, higher education inclusive. Higher institutions of learning respond to this new trend through internationalization. Thus, citadels of learning are integrating international dimensions such as internationalized curriculum, exchange programme, recruitment of international students’ as well as hiring of prestigious international scholars in order to improve the school programme and cope with the unfolding challenges. Higher institutions of learning are undoubtedly becoming global actors and invariably undergoing aggressive modification.
