Professional Certification for the Tourism Workforce: A Lesson from Indonesian Public Policy

The Indonesian Government has introduced several policies for professional certification especially for the tourism workforce. There is a need that all employees and prospective employees should be certified to compete in the labour market both nationally and internationally however, the current policies tend to mislead the stakeholders in how to actually achieve and improve the quality of human resources in tourism. This study shows that there are several factors which can impede the professional certification because of lack of coordination, integration and awareness of how to implement the professional certification. This study identifies that the existing policies of professional certification are not effective. A SWOT analysis was used to obtain recommended strategies on the implementation of professional certification in Indonesia. Indeed, there is a need to revise several policies in order to establish better human resource development strategies.
Human Capital Development in Indonesian Mountain Tourism Industry -Issues and Implications

This study is analysing the level of the professional development of Indonesian mountain guides. The author compares the Indonesian mountain guide training and certification scheme and to what degree correspond with the UIMLA's and IFMGA's schemes. Primary data is collected through direct interviews with key players involved in mountain guide training and certification, and observation, while the secondary data is obtained from a content analysis of documentation, related to the focus of this study. The findings of this study consist of a deficiency of professionalism because of insufficient training, the existence of a gap between the competencies demanded by the industry and the competencies of the workforce, and between the training and certification programme in Indonesia and the international standards, and overregulation. The paper highlights a wide range of problems that need serious consideration to overcome Indonesia's drawback of an adequate and skilled tourism workforce.

Evolvement of tourism industry dates back to 2000 years and at present it is one of the fastest growing sectors in the globe today. This has led to the growth of tourism education in the form of graduate, post graduate and certificate courses. Though many researches have been done on tourism curriculum design but to what extent this curriculum meets the industry requirements.
This qualitative research aims to analyze the Chiang Mai tourism industry readiness for the Association of South East Asian Nations (ASEAN) Mutual Recognition Arrangement on Tourism Professionals (MRA-TP) by interviewing a manager and staff from Chiang Mai's top 5 hotels, top 5 restaurants and top 5 tourism agencies. The MRA-TP assesses acquired tourism skills and awards ASEAN recognized certificates allowing ASEAN labor mobility. Results show Chiang Mai is not ready for MRA-TP implementation. Management likely will hire ASEAN foreigners. Ubiquitous poor English language abilities and weak training cultures plague the Chiang Mai tourism industry. Low ASEAN and MRA-TP awareness inhibit implementation. Chiang Mai needs to prepare as soon as possible.

Purpose: Tourism Education, a professional course, must impart knowledge and skill sets suitable for immediate employment in the tourism industry. This study aims to explore the expectations of tourism educators and industry, with respect to the important skill sets and knowledge required by the tourism students. The importance of competence of workers in the tourism sector can make it the main provision in providing excellent service for tourists in a tourist destination so aspects of knowledge, skills and good attitudes must be owned and fulfilled by all actors and workers in the tourism sector. The urgency of this study is to find out the effect of accreditation on the quality of graduates of Job Training Institutes in the Bali tourism industry. This research applies quantitative research approaches using field observation methods, followed by distributing questionnaires using a Likert scale with a total of 100 respondents; and samples were taken using a purposive sampling technique. The sample of this research is a private job training institution which is divided based on the category of accredited private job training institutions and activities in 8 districts and 1 city in the Province of Bali. Based on the results of the research showed accreditation has a positive and significant effect on the quality of graduates of Private Job Training in Bali, it can be concluded that accreditation has a positive effect on the quality of graduates. It is hoped for the Private Job Training Institute to pay more attention to a number of things in order to get maximum results to be able to improve the quality of institutions and graduates so that they can compete and develop in the future, it is better to improve more from several aspects.

This paper reviews specific policies on human resources in the tourism sector in the short and medium term based on the role of science and education based on research and data. There are 60 literature reviews on the portrait of tourism before and after the Covid-19 pandemic, including policies issued by the Indonesian government at this time. The findings recommend that local government reform and review tourism development planning, emphasize Resilience, Adaptation, Transformation, Sustainable Tourism, human resource guidance, and strengthen the quality and quantity of tourism demand and supply. Furthermore, the government needs to continue to improve the Penthahelix collaboration strategy, especially with tourism institutions that play a role in shaping human resources, so that they are more optimal in tourism development in the new normal era.
A Literature Study of Indonesian Tourism Human Resources Development in the Era of Society 5.0

Tourism industry is one of the sectors that is badly hit by the covid 19 pandemic. Therefore, after the pandemic disappeared as today, all parties must hand-in-hand make efforts to recover this field. This literature review aims to document the efforts of the Indonesian government in making the tourism industry recover as well as the challenges they faced. Five articles that represent the situation were taken from the national journals. These articles were analyzed using three steps of qualitative analysis, namely data classification, verification, and conclusion drawing. The findings of this study reported that the Indonesian government made some programs to develop human resources in this industry, such as giving suitable training and workshops to the agencies they sent. Generally tourism and hospitality courses/qualifications equip the holder with skills and knowledge for the tourism and hospitality industry in a holistic approach.
