A study of auditors' responsibility for fraud detection in Malaysia

The auditors' duties for the prevention, detection and reporting of fraud, other illegal acts and errors is one of the most controversial issues in auditing. This paper reports the findings of a survey that explores the financial report users' perceptions on the extent of fraud in Malaysia and their perceptions of auditors' responsibilities in detecting fraud and the related audit procedures. The study reveals fraud is a concern in Malaysia. This study also finds that there is a widely held misperception of the objective of an audit. This is because, among respondents, a much higher expectation has been placed on the auditors' duties in detecting and reporting fraud than statute or audit standards require. The results of the study show unquestionably the existence, with respect to detection of fraud, of a gap between the perception of the respondents and the present statutory requirements of auditors.
THE "CREDIBILITY CRISIS" OF AUDITING PROFFESION: AN EMPIRICAL STUDY IN ROMANIA

For decades the accountancy profession has responded to the "credibility crisis" by coining, reciting and hiding behind the phrase "audit expectation gap" -a phrase which denotes the differences between the public's and Auditors' perceptions of the role of an audit function. This paper reports the findings of a questionnaire survey on the audit expectation gap conducted in Romania. The aims of the study are to examine whether an expectation gap exists in Romania among the auditors, auditees and audit beneficiaries in relation to the auditors' duties The results proved the existence of an audit expectation gap in Romania. The study shows that the auditees and audit beneficiaries placed much higher expectations on the auditors' duties when compared with what auditors have perceived their duties to be. The analysis of the expectation gap indicated the existence of unreasonable expectations of the part of users.
The Role of Auditing Profession in Detecting Frauds in Financial Statements

Bearing in mind the increasingly complex economic environment and the emergence of new types of fraud, it is important to see what role the audit profession plays in detecting fraud and providing reasonable persuasion about fraud. The aim of this paper is to explain how the process of auditing financial statements works. The paper distinguishes between an auditor, a fraud auditor and a forensic accountant. The similarities and differences between these professions and their interrelationships are specified. The methodology used in the paper is content analysis. The results of the analysis revealed that audit and forensic accounting are inextricably linked in detection of fraudulent actions.

The recent famous financial frauds have demonstrated that in many cases the auditor was either responsible for or an accomplice in their manifestation. Thus, the auditor plays an important role in ensuring a true and fair view regarding the financial position and performance of the company. International standards on auditing indicate that the financial auditor's main objective is to serve the stakeholders' interests by expressing an independent, objective and competent opinion regarding the accuracy of information from financial statements. Also, according to audit standards, the auditor has the responsibility to assess fraud risk and how it could influence his opinion. The purpose of this study is to test if there is a connection between the affiliation of the client-company to an auditor who is member of Big4 and the incidence of financial fraud. The research results indicate the existence of a company profile that is defrauded or not defrauded. Starting from a series of factors associated to the financial auditor, a deterministic model was proposed in the study for estimating the probability of being defrauded. For the validation of the working hypotheses, a sample consisting of 200 defrauded and not defrauded companies was selected, quoted on New York Stock Exchange. Research results were obtained by processing the data with SPSS 19.0.
The Role of the Auditor in the Prevention and Detection of Business Fraud: SAS No. 82
The cost of fraud to business in 1996 was six percent of annual revenue. Everyone is victimized by high product costs and lower corporate profits. When fraud is detected within a business, there is usually shock and disbelief that a trusted employee who resembles the "person next door" could have done what they are accused of. In light of the cost and characteristics of offenders, it is important to develop strategies to prevent or detect business fraud. In light of heightened public expectations and new expectations for auditors following the savings and loans scandals, this paper asks what the responsibilities are of external auditors, internal auditors, and management.
The Roles of Auditors in Fraud Detection
This study examined the impact of auditors captured by risk assessment, system audit and verification of financial report on banking fraud control in Southwest Nigeria. The study employed survey design in which a set of questionnaire was administered on the selected banks in Southwest Nigeria. Multiple regression technique and ANOVA were used for the analysis. The results indicated that the level of fraud control in Nigerian banks during the period covered was low; the result revealed that risk assessment management, system audit and verification of financial reports adopted by the banking industry in Southwest Nigeria limit the fraudulent activities among the Nigerian banks by 35, 13 and 18 percent respectively; the results also showed that audit roles captured by risk assessment, system audit and verification of financial reports were statistically significant in determining the fraudulent act in banking industry in Nigeria as revealed by (Tcal 4.446, 2.251 and 3.708 ˃ Ttab (141) = 1.684). Based on the findings, the study concluded that risk assessment, system audit and financial report verifications are carried out to determine the effectiveness and impact of auditors on fraud control in Nigerian banks which reveals that auditors' roles need to be improved to enhance fraud control in banking industry. The study recommended that auditors should increase the scope of their activities on the efficiency of banks internal control system, risk assessment and system audit as this will enhance the detection of fraudulent activities. Also, management of banks should ensure strict compliance with their respective internal control system.
An exploratory study of auditors’ responsibility for fraud detection in Barbados
Purpose -Recently, fraud has been brought to the forefront with the scandals of Enron and Worldcom. Fraudulent financial reporting and misappropriation of assets served to undermine investors' confidence in audited financial statements. This study investigates how auditors and users perceive the auditors' responsibility for uncovering fraud, the nature and extent of fraud in Barbados, and audit procedures utilised in Barbados since Enron. Design/methodology/approach -A total of 43 respondents (19 auditors and 24 users) were surveyed regarding their perceptions and experiences on fraud, using qualitative and quantitative approaches. Findings -Indicates that the expectation gap is wide, as auditors felt that the detection of fraud is management's responsibility, while users and management disagreed. Also finds that fraud is not a major issue in Barbados and that companies who have internal auditors, sound internal controls and effective audit committees are better equipped to deal with fraud prevention and detection.
Assessment of the Role of Audit Firms in Reducing Fraud

This study examines the roles of external auditors in fraud reduction in Ethiopia including the factors that influence external auditors' responsibility and expert performance in detecting fraud. The study adopts questionnaire data and depth interviews research approach by combining data gathering instruments of research questions, The questionnaire data were analyzed using descriptive statistics, and correlations, and data from interview were interpreted qualitatively. The findings of the study show that, auditors are responsible for detection and uncovering fraud, and are legally liable for subsequently discovered misstatement in audited financial statements The results of the research result indicate that most of the private audit firms do not comply with professional ethics and lack independence from their client.
