Community Empowerment Based on Good Tourism Governance in the Development of Tourism Destination (Case Study of Kawah Ijen Tourism Buffer Zone "Kampung Kopi" Gombengsari Village, Kalipuro District, Banyuwangi Regency)

One form of the current trend in community empowerment is empowerment through tourism. Banyuwangi endeavor to develop the leading tourism attraction and tourism buffer. One of the buffer tourism developed in Ijen Crater Zone is Kampung Kopi (Coffee Village) Gombengsari Kalipuro District, Banyuwangi. This research used qualitative method with the type of research used a descriptive case study. In data collection, researchers used observation, interview, documentation and triangulation techniques. The analysis of case study data was carried out from reading transcripts/field notes, finding common findings and taking special findings, theoretical dialogue, triangulation of data and concluding the results of the study. The results of this study indicated that the empowerment program was conducted to change and increase community awareness, knowledge and skills in order to achieve local independence while utilizing existing local potential. The implementation of tourism management in Kampung Kopi Gombengsari is based on several principles described as follows: a) Engagement of all Stakeholders; the actors involved are classified into five actors (Government, private, community, academia, and media) or called as the Pentahelix Model, b) Continuous resource utilization and avoid the irreversible use of non-renewable resources, c) Advocating the value of local culture through the festival. Internal supporting factor for Kampung Kopi Gombengsari is various tourism potential. The external supporting factor is local government, NGOs, and other tourism actors' support. The internal inhibiting factor is the level of education and the emergence of tourism business competition. External Inhibitors involved road infrastructure which requires improvement, bureaucratic structure and tendencies.

This study aims to analyze the social and economic empowerment of the tourist village community that determines rural development. This research uses qualitative methods and analysis with case studies. Data was collected through brainstorming, interviews, observation and documentation analysis. The research location is in the tourist village of Kalisalak, Kebasen District, Banyumas Regency, in Central Java Province of Indonesia. The research subjects were determined by purposive sampling, including the village government, women's health empowerment groups, business groups and tourism groups. Tourism and Community Empowerment: Critical Insights from Indonesia

This paper presents research conducted in Perkebunan Bukit Lawang village, Indonesia, which explores the process of tourism development in this community. In particular, it analyses how, and to what degree, tourism development is empowering the local community. Analysis of the research reveals that while tourism has grown rapidly, there is little evidence of empowerment within the community.

Scholars has emphasized that community involvement are an important factor in achieving sustainable tourism goals, including community empowerment. The study purpose is to identify community perception of social empowerment resulted from tourism development, to analyze the community involvement in tourism development and to analyze the relationship between community involvement and perceptions related to social empowerment in tourism development. The method employ in this research was a quantitative approach (i.e., household survey). The result showed that majority respondents have a positive perception related social empowerment indicators, including conflict in the area. RURAL TOURISM COMMUNITY EMPOWERMENT BASED ON LOCAL RESOURCES FOR IMPROVING COMMUNITY WELFARE: Case on Pentingsari Village, Yogyakarta, Indonesia

Yogyakarta is the second tourist destination in Indonesia after Bali. It offers rural tourism as alternative tourist attractions in a natural and cultural heritage scheme which has been the mainstay of the local government . Rural tourism offer the tourist experience into a new way with direct involvement in the daily life of the rural community. The rural tourism is managed by the rural community itself (called as CBT-Community Based Tourism). This study aimed to measure the success of community empowerment through the rural tourism based on local resources to improve the community welfare. In addition, it introduces a combination of variables that define the economic, social and environment aspect. The study takes place in Pentingsari Village, which has a unique nature and society as a main source of their rural tourism . The quantitative and qualitative empirical research measured based on local resources from the economic, social and physical environment point of view.

Identifying Local Community's Empowerment in Developing Sustainable Tourism in Pahawang Island, Pesawaran Regency, Lampung Province

Nowadays, the concept of Tourism Planning is more focused on sustainable tourism development. Many approaches have been offered in the direction of sustainability. One of the alternative approaches used is the Cittaslow philosophy. This study aims to identify the local community's empowerment and involvement in tourism sector in Pahawang Island, Pesawaran Regency, Lampung Province, Indonesia. The local community involvement and empowerment are the main aspects of Cittaslow's philosophy implementation. In line with the implication of those two aspects in tourism sector, this study is intended to determine which sustainable tourism is better conducted. This study uses the qualitative method, that is, a case study of Pahawang Tourism in Pesawaran Regency, Lampung Province, Indonesia. The result reveals that, local community's empowerment in Pahawang has been built since 1996, when there was assistance from NGO Mitra Bentala to preserve and build their livelihood. In short, it can be stated that when sense of belonging of their environment has been built, the other aspects will tend to improve too, such as social, psychological, political and economic empowerment. Unfortunately, the local community's empowerment itself is not enough; the support from the government is highly needed in planning the tourism toward a sustainable one.The more effective collaboration among stakeholders (government, local communities such as businessman and residents) is the more chance for sustainable tourism to have.

There is enormous scope for the tourism industry to contribute better to less poverty in the world. It suggests how both the tourism industry and the poor can benefit from an integrated approach to growth and equity. It is still not widely recognized that travel and tourism is one of the world's biggest industries that creates vast economic growth, especially for poor countries. Tourism could bring benefits to host communities and provide an important means and motivation for them to care for and maintain their heritage and cultural practices. This research paper presents and analyse the implications of an involvement and co-operation of local and/or Indigenous community representatives, conservationists, tourism operators, property owners, policy makers. The role of members involving & preparing national development plans and site managers in achieving a sustainable tourism development and enhance the protection of heritage resources for future generations. Empowering Communities in the Development of Regenerative Tourism in Koja Doi Tourism Village, Sikka Regency, East Nusa Tenggara Province

This research aims to analyze the existing conditions of regenerative tourism development, the level of local community participation and propose an empowerment model in the development of regenerative tourism. Qualitative research with a verification approach is used to analyze research problems. Data is collected through observation, interviews, documentation and literature studies related to the subject being researched. The data analysis technique used is qualitative thematic. The informants involved in this research were local communities, regional government, non-governmental organizations, academics and tourists. The findings of this research are the existence of regenerative tourism practices by local communities and tourists. Local communities have positive attitudes and also tourists' perceptions of regenerative tourism practices. However, tourists want improvements in several other aspects. The level of local community participation in regenerative tourism entrepreneurship was found to be still minimal. This is due to human resources, economic capital and partnerships to manage a regenerative tourism business. The implication of this research is to create opportunities to optimize empowerment efforts to suit the needs and potential of local communities.

Strategy Community Empowerment Through the Development of Tani Betet Tourism in Nganjuk Regency, East Java

The research aims to formulate a strategy for community empowerment by developing the Tani Betet Tourist destination in Nganjuk Regency, East Java. The method used is a quantitative method with SWOT analysis. The number of respondents was 20 people and one key informant. The number of respondents is as many as 20 people and key respondents 1 person. The results of this study are strategies used in community empowerment in Tani Betet Tourism, which are contained in quadrant I (Progressive Strategy). Strategies that can be done in the development of Tani Betet Tourism is to maximize the role of the community in supporting packaging and promoting tourism that has the opportunity to increase tourist visits.
