The paper developed and tested a human resource management system in the university. To achieve the aim, objectives, the study designed methodology and taken the opinion from the users. To reach to the results percentage methods was adopted and data collected with a structured questionnaire. The study found that the program well-executed and employees usage human resource management system in the human resource department of universities. The tools were useful for developers, researchers and Industry.

Human Resource Information System (FBM-HRIS) was developed to manage information of human resource training, conferences, workshops and any activities through Internet. FBM-HRIS aims to provide paperless up to 90% and to provide low cost and reliable automation of the existing systems. FBM-HRIS also provides excellent security data at every level of user-system interaction and also provides robust and reliable storage and backup facilities. Using action research technique, several categories of user participated in this study to get their feedbacks regarding service quality of submitting and managing human resource activity application before and after FBM-HRIS development. The e-survey was constructed and distributed to all selected participants. The results found that FBM-HRIS has several modules which provide many benefits to the faculty such as the ability to support tracking day-today human resource activities (staff training information, conferences activities etc.), improving faculty strategic planning in an organized and systematic way, and among others.

Universities are trying to follow the private organizations in applying information technology and systems for various their functions in research, education and administration. These include also a number of human resource processes. The aim of this paper is show how the information systems of the case university have been adopted against a human resources management (HRM) framework. There are several approaches of systematic human resources management and here the People Capability Maturity Model (P-CMM) has been selected as the framework of the HRM.

Electronic Human Resource Management System (EHRMS) is a paperless-based system, which plays a vital role in facilitating organizational processes, overcoming all obstacles of a paper-based system, reducing cost, time, and efforts, enhancing the quality of services (QoS), and providing more accurate data. In addition, it is beneficial for competitive advantages and it eases the tasks of the HR managers to make decisions. In this paper, an efficient EHRMS is proposed, designed, and implemented. The system is called Enterprise Electronic University Human Resource Management System (EEUHRMS). The proposed system consists of fourteen modules that provide four groups of services. The first group is related to applicant services: Online Recruitment. The second group is related to staff services: Registration, Acknowledgements/Punishments, Annual Premium, Leaves, Leave Deduction, Archive, Dispatch, Extra Fees, Salary, and Service Summary. The third group is related to institutions and presidency services: Post and Statistics. While the fourth group is related to university services: Authentication and Statistics. The proposed system is evaluated by using the System Usability Scale (SUS) to get results via specific questionnaires that are checked by the university staff. The evaluation score of the questionnaire was about (85) which is considered a good result. The proposed system is developed using the Laravel framework.
The Implementation of Human Resource Management Information System
Human resource management has begun to conduct information technology to enhance the efficiency of human resource work. The research objectives are: (1) Does the implementation of human resource management information system enhance work efficiency? (2) What are key factors to influence the implementation of human resource management information system? This research adopts case study with in-depth interviews at W University of Science and Technology. The interviewees of this study were mainly one director and four staffs working at the Department of Human Resource. The research results show that the system quality is acceptable and the system security is perfect. All users have consistent opinions on the bad quality of information and they spend more time to check the data at work. The system use frequency of each user is different, mainly depending on the content of their work. Users who are used less have higher user satisfaction in human resource management information system. Most users perceive that the personal benefit is increased, and feel that this system can enhance personal benefits and improve the organization benefits for personnel management.
SMK Kesehatan Utama Insani is one special vocational schools located in the area of health Tangerang area. In school organizations need an information system that can manage the business activity at the school. One of the most important business activity is in the human resources department. Human Resource Management in the school has many activities that need help to manage information systems, in order to avoid mistakes that occur in the human resource management activities. The average number of application file that goes each year to reach 40 application file and an increasing number of HR reached 25% per year. To solve it needed a system capable of managing the data on human resources management activities ranging from recruitment, absenteeism and employee performance evaluation. So that will facilitate all parties involved in the management of human resources in the school. In this study, researchers used a method of RAD (Rapid Application Development) with UML (Unified Modeling Language) as a development tool. While the making of the application itself using the PHP programming language and MySQL Code Igniter framework for database processing. This study resulted in human resources management information system that is able to present a web-based information quickly, precisely and accurately, thus indirectly can improve the quality of human resource management activities and facilitate system users in performing their duties.
Design and Implementation of Electronic Human Resource Management System for Duhok Polytechnic University, 2020
Nowadays, Information and Communication Technology (ICT) is used to build professional electronic systems as a big step towards the E-government system. One of the most important sectors that belong to the E-government is E-university. The universities of the Kurdistan region suffer from the classical approach, so building the E-university system will push all other sectors towards the E-government system. Hence, improving human resource management is an important direction within E-university. An efficient proposed human resource management system for Duhok Polytechnic University (DPU) called DPU Electronic Human Resource Management System (DPU-EHRMS) is proposed in this paper. The services of this system cover each of DPU's presidency, four colleges and eight institutes that belong to DPU. The proposed system consists of eleven modules that provide four groups of services. The first group is related to applicant services: online job application. The second group is related to staff services: registration, appreciation and punishment, promotion and bonus, leaves, archive, payroll, and summary of service. The third group is related to institutions and presidency services: authentication, post, and statistics. And the fourth group is for university services: statistics. Three campuses are selected (Duhok, Zakho, and Shekhan) to implement and test the proposed DPU-EHRMS. These campuses include six institutions. The System Usability Scale (SUS) is used as an evaluation tool to get the results via special questionnaire forms that are checked by the academic and administrative staff of the same institutions. An acceptable evaluation score of the questionnaire is obtained which is about (77.80). According to the practical implementation of DPU-EHRMS, there is an opportunity of copying other Kurdistan universities which can be considered as a great step towards the E-government.

Organizations in the twenty-first century are now seen implementing various systems to handle the difficulties of the day-today management complexity. One of them, the Human Resource Information System (HRIS), is shown as a crucial tool for managing information resources to carry out the modern administrative and strategic tasks of the Human Resource Management Department more successfully and efficiently. Due to their value in both HR and strategic decision-making, the emphasis on HRIS as an information resource had already started to change by the mid-1990s (Kovach & Cathcart,1999). On seeing the evolution of the HRIS process and current technologies, it is easier to see how a successfully implemented HRIS is moving away from a data input and storage device toward a fully effective decision analysis application (Kovach et al., 2002). Different authors have recommended that the use of HRIS provides a lot of efficacies and convenience to the organizational Human Resource system. It helps the Human Resource department to be administratively and strategically participative in achieving the organizational goals through improving competitiveness like improved decisionmaking ability, deceased cost, improved communication, and decreased in time spent on day-today activities. The main objective of this study is to understand the managerial perspective towards the effectiveness of HRIS on performing the managerial and strategical functions of HR department in different private service sector like Consultancies, IT, BPO,Financial,Healthcare & so on operating in Bhubaneshwar Odisha. In this research paper, study has been conducted on 10 HR managers &30Senior level HR Professionals of different servicesectors of Odisha. The finding says that almost all the HR managers and HR professionals has very productive perspective regarding the Human Resource Information System's role in different organizational level like managerial and strategical. According to them HRIS is very efficient and effective tool for HR department progress, but still, they cannot ensure its utmost utilization.
