Building an e-learning system in Technical university of Gabrovo, Bulgaria

In Technical University in Gabrovo, Bulgaria we started a project for building an e-learning system. Our platform is based on Moodle 2.3 and it has some interesting extensions. The aim of this paper is to share our experience, starting from defining the initial need from e-learning system, to describe some technical details, encountered difficulties and the way we overcome it and the overall effect from implementation of the system.

Using e-learning in Romanian knowledge based society

Building an information society (which will be passing us on the knowledge society) can not be done without research and investment projects, both in ICT and education. Competence is the ultimate desire in Romanian higher education system and not even technologies or theories or other kind of approach will not eliminate/neglect professor-student relationship. In this paper, we will analyze the roles higher education is expected to play with the help of new technologies. E-learning technologies that are popular today are the result of evolution, both pedagogical and psychological methods of education and ICT technologies (Web technologies, multimedia technologies, communication technologies). Virtual Learning (Virtual Learning - eLearning and Educational software) should be shaped like a very attractive, useful and effective learning method.

The possibilities of e-learning, based on Moodle software platform

The report presents one aspect of the science research project titled "The Distance education in Bulgaria: Opportunities and advantages for their application in Technical College -Yambol". The purpose of the paper is to show E-learning process of education by Moodle software platform and their realisation in Technical College -Yambol. E-learner is a way to use a variety of computer and networking technologies to access (often geographically remote) training materials, interact with learners, etc, with the management system for education. To achieve that technical and material base, methods for computer and electronic education usage, standards for the creation of electronic course and multimedia textbooks and trained staff are needed for its realisation. The results of the implementation of Moodle contain courses in Informatics, Programming languages and Information technology. The implementation of the information and communication technology in education with e-learning management system allows improving effectiveness of the education. The Management System of Education allows better cooperation among the learners, the tutors and the students. The accessibility, usability and student collaborative learning are improved. Higher motivation among the students and the teachers is achieved.

Theoretical Backgrounds of E-Learning / Teorijska polazišta e-učenja

E-learning could be carried out with any theory of learning by applying electronic devices. Skinner, for example, introduced programmed instructions in the 50's by the aid of mechanical devices that made immediate reinforcement for the right answer possible. In the frame of cognitivism, students could use a computer as a device for experimenting and researching by using multimedia hypertexts. The question about meaning of learning and getting to know not only external reality, but also inner world of any student was pointed out by the constructivist and humanistic learning theory. However, e-learning should not be reduced to delivering programmed instructions or multimedia hypertexts, it should allow students to be creators of their knowledge (constructivism) and, what is more important, of the world they live in (activism). Modern learning management systems like Moodle, along with social networking systems, could be used for carrying out such e-learning.

Concepts and Trends on E -Learning in Romania

E-Learning systems analysis appears to be simple if we take into consideration some of the approaches employed by researchers so far. But the dynamics of e-Learning requires caution. For more than seven years there have been discussions about a new generation of e-Learning, namely e-Learning 2.0. The e-Learning market is estimated to bring revenue of U.S. $ 56.2 billion in 2013 according to Certifyme.net, the industry leader in online training, and this amount is projected to double its value by the end of 2015. In Romania, a team of researchers from the Centre for Development and Innovation in Education – has been using techniques aimed at identifying and classifying theoretical and practical approaches to training and education. If we consider the mission of this non-governmental organization (with no political affiliation) to promote the principles and values in education through innovative technologies and approaches (such as conducting programs and e-Learning projects, developing curricula, education for democratic citizenship, lifelong learning and continuous training of teachers) then we can rely on the experience of the organization and the seriousness with which the foundation is involved in defining and e-Learning phenomenon.

DESCRIPTION OF THE SCIENTIFIC PROBLEM AND RELEVANCE OF THE TOPIC In the 21st century social technology development forces the education system to modernize, with particular attention regard to the increasing popularity of e-learning processes and the spread of distance learning in higher education, including military higher education. Educational renewal can only be successful if we apply planned fastest growing toolkit of the IT at all levels of the education system and in all forms of education. Interactive knowledge transfer can be implemented more effectively with the support of electron-ic IT tools in the teaching-learning process, while the teaching strategies of the instructors and the learning strategies of the students also are changed in the e-environment. Therefore a wide range of e-learning models have been created and therefore e-learning has been incorporated into the strategy of educational institutions. There are being developed as many e-learning models as many teachers, or as many e-learning strategies as many schools are. Therefore, e-learning mod-els and strategies are being published in a very large number for the electronic support of teach-ing-learning process. The main topic of my research is an overview of the ever-expanding, di-verse world of e-learning strategies and models, and the development of systematizing principles and methods for review them. My new theoretical and practical models are supported them. The aim of the professional literature and legal background research in the dissertation is to provide a comprehensive picture of the international perception and requirements of the trans-formation of the distance learning process too. It should be considered that, as a member state of the European Union, because the EU20201 objectives have transformed the Hungarian external and internal conditions, i.e. it was necessary to renew the entire Hungarian higher education institutional system. The most important strategic objectives of this are set out in the CCVI 2015 National Higher Education Act.
