The use of e-learning by students in Iraqi universities:Potential and challenges

This paper investigates the potential and challenges associated with the use of e-learning in Iraqi higher education universities from the perspective of Iraqi university students. A total of 300 questionnaires were distributed to students in Salahaddin University in Iraq. 181 completed questionnaires were collected. The questionnaires included open-ended questions in which students were asked to provide their opinions on the importance and advantages of e-learning and how it can be successfully implemented in Iraq. In addition, they were asked to identify the challenges facing the use of e-learning systems in Iraqi universities. The results revealed that students are aware of the importance and benefits of e-learning for their studies. However, major challenges associated with the general infrastructure and the support provided by universities and policy making in Iraq in relation to e-learning exist. The results also revealed that Iraqi students prefer the hybrid approach of learning, using mobile phones rather than relying solely on online learning using computers.

The Iraqi education sector has faced obstacles for decades due to the multiple past crises, and recently social tensions and political demonstrations that led to students' reluctance to join the university in late 2019. These problems are applying even more pressure on the fragile education system and affecting education access. Therefore, the urgent need for electronic learning (Elearning) has emerged, putting the situation of the current education system and telecommunication infrastructure in a real challenge. In this research, the internet signal of the University of Kufa (UoK) was monitored for five months during the quarantine to study the effect of the productivity and availability of the Internet on e-learning at the university. However, this paper focused on and studied three main dimensions: Students and Faculty, Educational Platforms, and Information Technology Services, to identify and evaluate the primary factors that directly affect e-learning. The study also presented the current status and penetration rate of the Internet in Iraq and presented an analysis of a questionnaire targeting the level of technology acceptance and lecture specifications for the e-learning experience at UoK.

E-learning allows the students to access, repeat and use the scientific materials wherever and whenever the users want. Both academics and learners are the leading and essential actors in the process of the learning process. Moreover, the acceptance of a technology is the positive react for users by using such technology. Due to the COVID-19 pandemic, e-learning has become mandatory over the world, thus, there is a necessity to investigate the determinants of e-learning adoption in higher education institutions (HEIs) in Iraq. Consequently, this paper aims to investigate elearning adoption and identify the determinants of e-learning in HEIs. An instrument was developed with eight dimensions based on technology organization and environmental (TOE) elements. The sample selection was of 580 students and 130 university lecturers who spread over several colleges. A clustering sampling method was used in the sampling selection process. Some hypotheses were proposed and tested via the paired T-test tool. To evaluate the relationship between the TOE variables and e-learning adoption, a regression analysis was carried out. The study findings classified into two categories, first, it helps to determine to what extent e-learning be adopted. Second, it provides meaningful guidance for higher education institutions that should follow as a pre-requested before adopting e-learning.
E-learning in a Jordanian higher education institution

This study seeks to understand the current level of e-learning and to investigate the challenges to the successful implementation of e-learning at a major Jordanian higher education institution from the perspectives of faculty members. Analyses of emailed survey data from 157 faculty members showed that the level of faculty knowledge of e-learning was good (M = 3.049) on the 4-point Likert scale. The usage of e-learning by the faculty members was often (M = 3.640) on the 5-point Likert scale. Ratings of the policy and support barriers indicated that Yarmouk University faculty members benefit from the technical support that their departments offer to implement e-learning, but the overall responses to the policy and support barriers were undecided (M = 3.567). E-learning in Higher Educational Institutions in Kuwait: Experiences and Challenges

E-learning as an organizational activity started in the developed countries, and as such, the adoption models and experiences in the developed countries are taken as a benchmark in the literature. This paper investigated the barriers that affect or prevent the adoption of e-learning in higher educational institutions in Kuwait as an example of a developing country, and compared them with those found in developed countries. Semistructured interviews were used to collect the empirical data from academics and managers in higher educational institutions in Kuwait. The research findings showed that the main barriers in Kuwait were lack of management awareness and support, technological barriers, and language barriers. From those, two barriers were specific to Kuwait (lack of management awareness and language barriers) when compared with developed countries. Recommendations for decision makers and suggestions for further research are also considered in this study.

This study aims to analyse the factors that can explain the adoption and effective use of a new e-learning system in Iraq by using a selection of factors that were present in the technology acceptance model (TAM) and the unified theory of acceptance and use of technology (UTAUT) models with three additional factors, and hypothesising new relationships between these factors. Questionnaires were distributed to 300 university students in Iraq. Partial least squares-structural equation modelling (PLS-SEM) was used to analyse the data received. The findings suggest that although e-learning can be used successfully in universities in Iraq, training on using the systems needs to be improved. In addition, the findings suggest that perceived usefulness (PU), perceived ease of use (PEOU), subjective norms (SNs), information quality (IQ), system quality (SQ), technical support (TS) and self-efficacy (SE) have significant effects on behavioural intention (BI). In turn, BI and technical support (TS) have significant direct effects on actual use (AU) of e-learning systems. The factors age, gender and experience significantly moderated some of the relationships in the model. The research has several implications for policy makers, universities and the management of e-learning systems.
Challenges of Applying E-Learning in the Libyan Higher Education System
The adoption of ICT in classrooms is very important in order to improve education quality, promote effective management of knowledge, and improve delivery of knowledge in higher education. Some of the Libyan universities have already started using E-learning in classrooms, but many challenges are still hindering that adoption. This paper endeavors to find the obstacles that may face the adoption of E-learning in Libya and sketches out the possible solutions. Further, it highlights the potentials for the adoption of E-learning in the higher education system in Libya using both qualitative and quantitative approaches. Both questioner and interview have been used on a focused group to collect the data. Teachers and students at Al Asmarya Islamic University have been selected as a sample for this study. This paper reveals that the challenges hindering teachers and students from using ICT and E-learning are: the lack of knowledge about ICT and E-learning, the lack of ICT infrastructure, and the lack of financial support. However, the participants show a high level of interest in applying the ICT and E-learning in the university despite the unsuitability of the environment.
Barriers Effecting Successful Implementation of E-Learning in Saudi Arabian Universities

Advancement of digital technology is influencing the leaping development of various activities in our daily life. E-Learning system has also gained a competitive edge over the prevailing traditional methodology. The prevailing pedagogy is being replaced by the E-Learning teaching system. ELearning teaching-learning methodology provides more flexibility and allows freedom from time, place, physical presence, hectic, and stressful teachinglearning etc., thus plays a vital role in education system. However, there are many barriers in E-Learning methodology for successful teaching-learning. Study on such barriers will help to overcome the difficulties to the success of ELearning. Present research paper attempts to study the various barriers that are affecting the successful implementation of E-Learning in Saudi Arabian Universities. This study reviews various barriers from literatures and identified most important E-Learning barriers which are described and grouped in four dimensions such as Student, Instructor, Infrastructure and Technology, and Institutional Management. Sixteen barriers falling under these relevant dimensions were validated their importance quantitatively through university Students, Instructors, and E-Learning staffs of some well know universities in Saudi Arabia. A survey instrument was developed and tested on a sample of 257 respondents of Saudi Arabian Universities. It was found that Infrastructure and Technology Dimension is the most significant as perceived by respondents. Results of the study also reveal that, all barrier factors are highly reliable, therefore should be taken care for successful implementation of E-Learning systems.
