This paper makes an assessment of the micro, small and medium enterprises (MSMEs) that volunteered to become part of the integrated plant surveys (IPS's) that were conducted by the participants of the Managers Course, the flagship program of the University of the Philippines Institute for Small-Scale Industries. The legal definition of MSMEs in the Philippines and management audits. Problems faced by these firms under each function area of management (marketing, production, organization and finance) are identified. On the other hand, some of the best practices and coping mechanisms in overcoming the major constraints in the development of MSMEs such as access to finance, technology and skills, information gaps and difficulties with product quality and marketing are also presented. Finally, after presenting the problems encountered by the firms, this paper formulates general recommendations for the government, UP ISSI and the MSMEs being studied.
Micro, Small and Medium Enterprises (MSMEs) in the Philippines: What We Know and What We Don't Know

The availability of national firm level data particularly on micro enterprises in many developing countries still remains limited up to this date. The Philippines is no exception, which in turn limits the extent of empirical analysis on the economic contributions of micro, small and medium scale enterprises. This paper presents a novel dataset of Philippine micro, small and medium enterprises and the existing literature concerning the challenges and development issues of MSMEs in the industrial and developing countries. Using a dataset on over 1,700 MSMEs collected as part of the AIM Policy Center's Enterprise Survey 2009, this paper discusses the characteristics of these firms and their perceptions on government policies on improving the business environment. This paper also draws on the wider literature on this topic in order to map out key areas where further information and evidence on Philippine MSMEs could be useful in informing more nuanced and possibly better-fitting policies.

In the Philippines, micro and small enterprises (MSEs) comprise the largest part of the business economic undertakings and are among the most important development agents in rural communities like Marinduque. MSEs offer opportunities to poor people the possibility of earning income, training, work experience and employment. However, most of the micro and small enterprises in the country perform behind the neighboring ASEAN countries. Thus, assessing the impact of their management practices on operational functions (marketing, production, financial, human resources) and the significant relationship to MSEs performance (sales, production, and income) as the basis for government interventions. The study disclosed that management practices of 35 selected manufacturing MSEs on operational function is doing well with an overall mean of 3.70 interpreted as "Mostly Practiced". Business Strategies of Micro Manufacturing Enterprises in the Province of Quezon

This study examines the business strategies used by the micro manufacturing enterprises in the four districts of Quezon province. More so, it investigated as to what level of extent do these businessmen implemented strategies on production, marketing, human resource management, financial, and research and development. The survey method was used to gather data from 193 Micro Manufacturing Enterprises owners or managers in the entire province of Quezon. They were selected using stratified random sampling method from among the lists provided by the Department of Trade and Industry. More specifically, enterprises analyzed are in the category of Micro with employment capacity ranging from 1-199 employees.Five Null hypotheses were tested to identify the level of extents used by micro manufacturers in terms of production, marketing, human resource management, financial and research and development strategies. Data for this study was analyzed using Statistical Package for Social Sciences (SPSS), and Analysis of Variance (Annova) at.05 level of significance to test the hypotheses. The findings revealed that there are no significant effects on the adoption of strategies pertaining to production, marketing, human resource management, financial and research and development when these respondents were grouped according to age, sex, civil status, and number of trainings participated in. Clearly, the findings of this study disclosed that educational attainment is significantly important when a business has to be sustained and operated at its optimum advantage.

The research was to understand the purpose of understanding of the authorities, banking, and abuser of Small Medium Enterprises (UMKM). Business organizations, community leaders, in the building of UMKM development strategy. This research approach is qualitative by the method of Phenomenology of approach by understanding the perspectives of ethics within the emic and interpret the disclosure of informants involved in this research. The unit of analysis in this research are: Individual businessmen of UMKM in the fields of food and beverage industry, individual government officials from the Department of industry, cooperatives and regional SME research, Individual figures of Individual regions, the Business Banking Officials, individuals representing community leaders who understand the problem of UMKM. The data collection methods used are: observation, in-depth Interviews, and documentation. The research instruments the researcher as the main instrument. Research findings is that for member access to capital, access technology, and the market for UMKM, the Government must establish a credit guarantee institutions, build partnerships with banks, State-Owned Enterprises, BUMB, large companies, Commerce, cooperatives, universities and NGOs. In addition to the member's access for marketing, the Government should establish a joint marketing Center for UMKM in the form of an outlet. favor and absolute protection against UMKM so that the Government can develop on an ongoing basis from time to time. To develop UMKM continuously especially for UMKM engaged in the food industry, the Government should build the development strategies in the form of partnerships between large and UMKM entrepreneurs with all stakeholders in the area of South Sulawesi.

This abstract book includes all the abstracts of the papers presented at the 9th Annual International Conference on Small and Medium Sized Enterprises: Management-Marketing-Economic Aspects, 30-31 July & 1-2 August 2012, organized by the Athens Institute for Education and Research. In total there were 23 papers and 29 presenters, coming from 18 different countries (Canada, China, France, Germany, Hungary, Indonesia, Iran, Ireland, Japan, Luxembourg, Russia, Slovakia, Spain, South Africa, Turkey, Vietnam, UK and USA). The conference was organized into 7 sessions that included areas such as Management, Entrepreneurship and Other Issues, SMEs in the Developed and Developing World e.t.c. Review of Studies on Micro Small and Medium Enterprises
A research study entitled, " Impact of Select Government Policies towards MSMEs: Evidence from Odisha and Andhra Pradesh " was undertaken by the researcher with the objective of measuring the impact of selected Government policies on the financials of MSMEs, the quality of their product and the overall enterprise development. An attempt is made to understand the varying perceptions of the policy makers, the policy implementers and the policy beneficiaries (MSMEs) which indeed gives rise to the gaps that make the policies ineffective. The researcher adopts a case study type research method. The research process includes a mixed methodology. It involves both quantitative as well as qualitative analysis of primary data as well as the large pool of secondary data. As part of the above research study, the existing literature has been reviewed. The literature thus reviewed constitutes the content of the current paper.
Understanding Small Business Contribution to the National Development in the Philippines

Micro, small and medium enterprises (MSMEs) have been identified as the backbone of global economy (Bloem, 2012; Dano-Luna, Canare& Francisco, 2018). This fact is true in a developing country such as the Philippines. The Philippine Senate Economic Planning Office (2012) noted that MSMEs are very essential to the economy as it is linked with the creation of jobs, innovation and wealth. Specifically, they are attributed with the boost of economic progress in rural areas, the provision of support services to large enterprises and the formation of new entrepreneurs and large corporations (Senate of the Philippines, 2012). As such, MSMEs are crucial partners for the realization of the fullest economic potential and growth of the Philippines. This is to say that MSMEs play a key role in the maintenance of the cooperative and competitive advantage of the Philippines in the ASEAN integration and in the global market.
Operational Problems of Micro Small and Medium Enterprises
MSMEs plays a crucial role in the Indian economy by contributing about 60 percent of the total employment, 40 percent of GDP and more than 50 percent of total exports. Although there is a considerable increase in the number of MSMEs but there are numerous challenges associated with their growth, this research paper explores the specific challenges encountered by the MSME sector. In this study stratified random sampling was adopted with the sample size of 112 MSMEs, and the data was collected with the help of structured questionnaire.
