Negative Spillover Effect on Demand for US Pork and Vegetables Caused by BSE Outbreak

After the BSE outbreak in December 2003 in the United States, Japanese consumers refrained from buying US beef and other agricultural products produced in the US. We use a probit model to analyze how the BSE outbreak has affected demand for products other than beef and what household characteristics have an impact on decisions to purchase US agricultural products. We show that the BSE outbreak has had a significant impact on the purchasing decisions of Japanese consumers. Presence of children in the household and interest in country-of-origin information also significantly affected consumer attitudes and their purchases of US agricultural products.
BSE in Japan: Consumers' Perceptions and Willingness to Pay for Tested Beef

The discovery of BSE, commonly known as "mad cow disease," in Japan caused anxiety about consuming beef and beef products. As a result, there was a sudden fall in sales of beef, which hurt the Japanese beef industry as well as major beef exporters to Japan. We analyze factors that affect Japanese consumers' willingness to pay price premiums for BSE-tested beef and estimate the mean willingness to pay (WTP) for BSE-tested beef using data obtained from a consumer survey in Japan. A single-bounded dichotomous choice contingent valuation model that recovers the premium amount as a threshold is used for these purposes. We find that food safety and environmental attitudes, reduction in beef consumption following the BSE outbreak, and being female all have a statistically significant positive effect on the WTP for BSE-tested beef. In our sample, consumers are willing to pay a premium on average of greater than 50% for BSE-tested beef.
Consumer demand for meat in Alberta, Canada: Impact of BSE

Following the case of bovine spongiform encephalopathy (BSE) in Alberta, Canada, on May 20, 2003, retail beef sales, domestic disappearance of beef, and anecdotal evidence suggest that consumption of beef increased in Alberta. This article investigates fresh meat demand and the impact of BSE on fresh meat demand in Alberta during [2001][2002][2003][2004] through the specification of the linear almost ideal demand system. The model is extended to include a media index of BSE-related newspaper articles and an index to capture the temporary loss of Alberta beef export markets. Estimated coefficients and elasticities are consistent with demand theory. The magnitude of own price elasticities is smaller compared to some other Canadian meat studies which may be due to the nature of this data set. The price during the three-year period could not demonstrate upward or downward trends as clearly as studies which use a much longer data period. The newspaper articles related to BSE had an adverse effect on beef (excluding ground beef) demand while it generated a positive effect on pork demand. The border closure to beef exports increased the demand for beef. However, it had adverse impacts on pork and chicken demand. In addition, total meat expenditure and demand for beef, pork and chicken show strong seasonality trends.
Consumer responses to recent BSE events

Recent bovine spongiform encephalopathy (BSE, a.k.a. mad cow disease) discoveries in Canadian and U.S. beef cattle have garnered significant media attention, which may have changed consumers' meat-purchasing behavior. Consumer response is hypothesized and tested within a meat demand system in which response is measured using single-period dummy variables, longer-term dummy variables, and media indices that count positive and negative meat-industry articles. Parameters are estimated using retail scanner data, and cross-species price elasticities are calculated. Results suggest that the BSE events negatively impacted ground beef and chuck roasts, while positively impacting center-cut pork chop demand. Dummy variables explained the variation in meat-budget shares better than did media indices.

This study examines the time-varying Japanese price reactions to the 2001 Bovine Spongiform Encephalopathy (BSE) discovery, the 2000 outbreak of foot and mouth disease (FMD), and the 1996 E. coli food po isoning events. Historical decomposition of retail-level price-series aids in explaining the behavior of beef prices in a neighborhood (period-by-period time interval) of the three events. This is based on an application of directed acyclic graphs, constructing orthogonal innovations to determine causal patterns behind contemporaneous innovations. The results show the beef safety events had different negative impacts on Japanese retail beef prices, suggesting that consumers understood and differentiated among the health risks. The results provide incentives for beef producers and retailers to proactively inform consumers about ongoing beef safety measures. Understanding consumer reaction to BSE, FMD and E. coli helps the beef industry restore consumer confidence after future food safety crises, and provides policy makers a basis for countermeasures and compensations.
