INTERDEPENDENT FACETS OF E-LEARNING & E-GOVERNANCE

E-Learning plays a vital role in the implementation and success of E-Governance. E-Governance & E-Learning is related with each other. Rather, E-Governance is depended on E-Literacy. E-Governance and E-Learning is connected with the terms like Digital Divide, E-Computer, Internet, Network and so on. E-Learning is considered to be a very important skill to use the E-Technologies used for E-Governance. Definition of certain terms is used, or co-related with E-Governance frequently. E-Governance is defined by various ways by many experts. Though the definition varies from each other, the content of them are same like "E-Governance is a process which function automatically and provide interaction with the Government and Citizen through Information Communication Technology (ICT)". The E-governance is good and beneficial for country, as it may reduce substantial time required, for information transfer. For this, the citizen of that Government should be E-literate, irrespective of the knowledge and education background they posses. Earlier, the Central Government did not have a well-defined policy on developing computer-learning skills in schools, leaving it to the State Governments. Central Government and many State Governments initiated various E-Governance programs at Central and State level in the recent past. Madhya Pradesh, Andhra Pradesh, Karnataka, Kerala and Tamil Nadu, Gujarat, Kerala, Haryana States have to tell many success stories of E-Governance. The fate of the project is decided by the private companies whom the project assigned by the State Governments, who in turn benefited with these projects. The definition of "Computer Literacy" can vary from group to group. Generally, literate is one who can read any arbitrary book in their native languages. Similarly, a computer literate may consider the ability to use and meet the requirements of the Computer Programs. Hence, Computer literacy is defined as a knowledge and ability to use computers and related technology efficiently, with a range of skills covering levels from elementary use to programming and advanced problem solving. Another valuable component of computer literacy is, knowing how computers work and operate. Having basic computer skills is a significant asset in the developed countries.
Effective communications through e-Governance and e-Learning

e-Governance and e-Learning are two important facets of electronic transmission of information on two different planes. If electronic government programs are vital for the improvement of public services, then 'e-Learning' is a boon for ensuring qualitative education all around. Many people are still confused if 'e-Governance' and 'e-Learning' are synonymous. This paper attempts to unveil this confusion by highlighting some of the assorted facets of each concept. Moreover, the paper explores the potential impact of e-Governance upon the modern society, focuses on the latent advantages of e-Learning in academic environment, and addresses the core aspects of the two sides of the same coin. A Knowledge Management Roadmap for E-Learning

The technological pace and the advent of the knowledge society will set in the next years the new context for e-learning evolution: The convergence of learning and daily life of citizens worldwide will be evident in new services and transparent technologies. Pervasive or ubiquitous learning will be a critical cornerstone and an ultimate achievement of the e-learning research community. Additionally, worldwide efforts will define the social responsibility character of e-learning. In this short visioning paper, we try to address two critical questions: How will knowledge management and relevant technologies affect e-learning in the forthcoming six years? and What are the critical research questions for the new period of e-learning evolution? Many of these aspects could initiate interesting PhD research.

There are numerous discourses associated with knowledge management but it is only in recent times that e-learning has been identified as a strategic resource that can be utilised in an increasing diversity of venues (home, workplace, cultural and entertainment venues,as well as traditional institutions of learning, education, and training). This chapterfocuses on this issue and is concerned with three key ideas: the growing importance of e-learning as knowledge scaffolding; the emerging significance of knowledge managementpractice in informing strategic directions for the development of e-learning systems; and,a conceptual framework that brings together these first two ideas while alsoaccommodating the proliferation and diversification of computational andcommunications environments
Towards a Reference Model for e-Learning Governance
It is increasingly recognized that e-Learning is crucial to the success of organizations. In an era where the intellectual capital is considered to be the most valuable asset of a company, surprisingly not too much attention is given to the risks and threatens faced by e-learning endeavours. The ultimate goal of elearning is to enable the business by delivering the knowledge, skills and attitudes (SKA) that the business needs in a cost-effective way. The critical role that e-learning is playing calls for a specific focus on governing it. To this end, we are launching the term e-Learning Governance (a new concept). e-Learning Governance can be defined as the responsibilities and practices carried out with a view to providing strategic direction to an institution´s e-learning initiatives, ensuring that established objectives are achieved and risks managed properly, as well as that resources allocated are used responsibly. We need to go beyond methodologies for developing e-learning modules and extend the governance principles to all stages of elearning. What we need is a Reference Model, independent of technical platforms, organizational structures and pedagogical frameworks, which is proposed in this paper. Our Reference Model conceptual framework encompasses an e-learning information architecture, processes and sub-processes and governance rules and metrics. We exemplify how the governance rules and metrics can be used to control and secure e-learning systems. Further research is being carried out in the Database Lab at PUC-Rio to specify the Reference Model in detail.

Since technological changes are touching many aspects of today’s society, education cannot stay behind; in a world where information is the key to progress, the education of its citizens should not be based on expositive means alone (Adell, 1997). The inevitable increase in complexity and quantity of the information that is available and necessary has led to a need for continuous learning. Information handling requires a profound transformation of learning and teaching methods: from a model in which the teacher is the monopolizing agent and the authorized representative of knowledge, we must move towards a model that offers the student room for individual exploration and self-learning. The student needs to build relations, discover the process from within, and feel stimulated to draw his own roadmap (Piaget, 1999). This way, he will not only learn, but learn to extract the relevant information, that is to say, he will “learn to learn” in actual society.

Welcome to the inaugural issue of Knowledge Management & E-Learning: An International Journal (KM&EL). In this inaugural editorial we would like to introduce the goals of the journal and provide the basis for why this journal is needed, and outline the scope and structure of the journal.
