The purpose of this study is to develop a stakeholder map to describe the most important stakeholders and the process of stakeholder relationships in higher education. According to the perspectives of the balanced scorecard, the classification of stakeholders integrates stakeholders into strategic management. Stakeholder maps are essential in quality assurance, because higher education institutions must identify the most important stakeholders to collect feedback from the stakeholder relationships and improve their processes. This study describes stakeholder collaboration using the process flow of stakeholder relationships. The results of the study can be used in quality audits to describe how stakeholders are involved in a meaningful manner in development of activities.
Stakeholders in higher education quality assurance: Richness in diversity
Stakeholder engagement has become a norm in higher education governance in Europe, particularly in the area of quality assurance. Diverse expectations and experiences of various stakeholder groups are expected to contribute to a more effective and comprehensive quality assurance system. This paper examines empirically the assumption that stakeholders differ in their expectations. Twelve focus group interviews with main stakeholders (university rectors, employers, academic staff, government officials, students) in Estonia demonstrate that the groups indeed have somewhat different perspectives on quality assurance, according to a predictable pattern. We link the results to a theoretical discussion on stakeholder engagement, concluding that the diversity in expectations may enrich the system but it may also force the quality agency to clarify the limits of a public quality assurance system. Furthermore, an engagement process itself may help align the diverse expectations.
Stakeholders and quality assurance
How are stakeholders represented in higher education institutions' decision-making that influences the quality of education, and are their viewpoints taken into account? These were the main questions addressed in this part of the seven-country comparative study. Findings indicate that formal barriers are largely absent, that stakeholder influence has grown somewhat over recent years, but that actual influence of stakeholders can be further optimised in higher education institutions. Higher education plays a significant role in shaping the future national competitiveness. In Indonesia, its governance drives a massive transformation and is more focused on the internal quality assurance over the external one. There are several changes from aspects related to the implementation of internal quality assurance system, especially on the transformation of higher education which faces internal challenges that consider the managerialbased work as a highly complex and heavy-duty work and is less relevant to individual achievement. Further, the biggest challenge in implementing a quality management is the lack of stakeholder management. It gets worse with the top-down policy being implemented to improve the quality of higher education. This present study gives an overview of the internal quality assurance of higher education institutions experiencing challenges in stakeholder management and their top-down-policy-based initiatives. There was a total of 67 private universities in Central Java, Indonesia involved in this study. The data was collected in April-July 2019 using questionnaire and focus group discussion (FGD). The FGD involving the executives of the quality board of each university discussed the implementation of new quality assurance regulations. The results show a consistency of the respondents who apparently had incomplete documents of internal quality assurance, followed by skepticism about the future of institution which simultaneously affected the policy in the future.

Similar to many other types of organisations, the successful development of higher education institutions generally depends on proactive multi-stakeholder management strategy. As a social responsibility of universities, quality assurance (QA) of higher education is already an established research domain. However, the issues that serve as driving factors in higher education's quality are acknowledged in this vast knowledge stream in a dispersed way. An objective of this paper is to provide a quick snapshot of the major QA driving factors in higher education. Another objective here is to discuss the significance of these existing QA driving factors in higher education as prospective antecedents of knowledge management among the key stakeholders in the higher education sector and beyond. An inductive constructivist approach is followed to review the relevant QA driving factors from the extant scholarly views. A number of relevant factors are précised from the literature that would be instrumental to uphold quality in higher education. The discussion demonstrates that these factors are also significant to transfer and share knowledge between the key stakeholders not only for universities, but also for businesses, governments and other organisational stakeholders. The paper proposes a framework of the QA drivers' application for meaningful knowledge transfer between diverse stakeholders and clarifies the framework's managerial implications. This conceptual framework specifies different scenarios and perspectives of QA drivers' application in the global education sector. The academic novelty is based on the inductive approach applied in the paper. QA practitioners will be able to follow these factors as steering phenomena to effectively assure quality, in relation to their multi-stakeholder relationships in higher education and beyond.

The issue of stakeholder identification and management is relatively well understood in the literature for private sector organisations, and its importance is increasing across all developed countries. However, whilst stakeholder theory has been advanced in commercial arenas, there is less research in the public and non-profit areas, particularly with regard to universities. Stakeholder identification and management are important disciplines in terms of effective management "making decisions" and planning strategy, identifying problems to be solved, and ultimately knowing who may exert their influence over the organisation. Although higher education institutions and their units have acknowledged some of their important stakeholders, it is important for them to identify and classify the stakeholders in a more explicit way. The purpose of this study is to develop and describe a stakeholder map for use in higher education. The stakeholder map includes various partners and customers using the perspectives of the Balanced Scorecard approach. The stakeholder map describes the stakeholder collaboration and represents a remarkable improvement for a quality assurance system. The stakeholder map can be used in social responsibility reviews and other reports that describe the quality assurance system of the higher education institution.
An Exploratory Research on the Stakeholders of a University

Higher education institutions are undergoing a process of transformation. Their functions of teaching and research are being reassessed, with particular emphasis on the contribution they make to the welfare of their economic and social environment, be it the region, the country or the European Union . To this end, higher education institutions need to engage in profitable relationships with various stakeholders and incorporating their respective visions and purposes into their own management practices. Hence, higher education institutions need to identify these stakeholders and their needs before defining priorities and relational strategies for each entity. This way, the aim of this article is to identify main stakeholders in a higher education institution while confirms or disconfirms the need to include lower hierarchy levels for the correct identification.
