Regional dependencies of interest in the “My Electricity” photovoltaic subsidy program in Poland

In less than a decade, the photovoltaic sector has transformed into a global business. The dynamics of its development vary depending on the country. According to estimates, the value of the photovoltaic micro-installations market in Poland at the end of 2019 exceeded PLN 2.8 billion. In the first half of 2020, the PV sector recorded dynamic growth with a total capacity of the micro-installations of 2.5 GWp. Government subsidies were among the factors contributing to the expansion of the PV sector. In Poland, there are many financial ways to intensify the construction of new renewable energy source installations, among others: feed-in tariff, grants, and loans. An example of photovoltaic grant support in Poland is the "Mój Prąd" [My Electricity] program created in 2019 with a budget of PLN 1.1 billion. The interest in the "My Electricity" program in individual provinces may vary, depending on socioeconomic factors, technological and environmental resources, and the level of innovation. The research motivation of this article is a comparison of provinces in Poland according to selected energy, environmental, innovation, and socioeconomic indicators and to show how these factors affect individual interest in the "My Electricity" photovoltaic development program in provinces. The highest correlation is for the total installation power under the "My Electricity" program and Gross Domestic Product and Human Developed Index. The highest correlation coefficient from RIS indicators and photovoltaic data programs was achieved for "R&D expenditure in the business sector". The population was closely correlated with the total installation power and the grant value of the "My Electricity" program.

Poland has great potential for the development of renewable energy sources. The implementation of support systems dedicated to renewable sources has resulted in the installation of over 10,500 MW of installed capacity. Factors Determining the Development of Prosumer Photovoltaic Installations in Poland

The development of energy production from renewable sources includes the production of energy from photovoltaic installations by prosumers. In Europe, RES development is driven by political goals and requires subsidies during the deployment period, at least as long as the cost of renewable electricity does not reaches grid parity. The study attempts to determine the importance of factors in the development of energy production by prosumers from PV installations in Polish regions. In 2019, the ‘Moj Prad’ program was introduced, applying subsidies to investment costs and the settlement of energy production in the net-metering system. Almost 900 thousand prosumer PV installations were built by the end of 2021, with a total capacity of 5.9 GW. Solar energy share grew from 0.1 to 2.1%. The implemented climate policy and the current geopolitical situation make us pay special attention to energy independence, both in the household and in the national dimension. One way to obtain inexpensive and environmentally friendly energy is the development of photovoltaic micro-installations. For positive changes to occur, correct state regulation and an appropriate set of administrative and economic instruments are necessary. The purpose of this article is to discuss changes in the accounting system for renewable energy prosumers and their consequences for the further development of renewable energy. The financial settlement methods favorable to prosumers were recently replaced with new solutions. According to the authors, this slows down the energy transformation.

In Poland, the development of photovoltaic (PV) installations is an important element in the development of the Renewable Energy Sources (RES) sector and supports the prosumer power industry. The purpose of the article is to present a case study of the PROSUMENT program. It analyzes the data available to date on the development of the PV market in Poland. Apart from the costs of installing the PV systems, the article analyzes the profitability of investment for different micro-power installation capacities. A calculation for micro-power installations subsidized under the PROSUMENT program for various PV capacities is presented, along with the actual amount of the subsidy. ”Mój Prąd” as an example of the photovoltaic one off grant program in Poland

There are many financial ways to intensify the construction of new renewable energy sources installations, among others: feed in tariff, grants. An example of photovoltaic grant support in Poland is the "Mój Prąd" [My Electricity] program created in 2019. This program, with a budget of PLN 1 billion, is intended for households in which installations with a capacity range of 2-10 kWp have been installed. During its first edition 27,187 application were submitted. Over 98% of installations cost less than PLN 6,000/kWp. The total installed capacity is 151.3 MWp, which gives the average amount of co-funding per unit of power at the level of PLN 884.7/kWp. The average power of the installation on the national scale is 5.57 kWp, the indicator per 1000 inhabitants is 3.94 kWp, and per unit of area is 0.484 kWp/km 2. These installations will produce around 143.5 GWh of electricity annually, contributing to the reduction of CO 2 emissions by approximately 109,800 Mg per year. Most applications came from the Silesian Province (3855), which translated into the largest installed capacity of 21.82 MWp, as well as 4.81 kWp/1000 inhabitants and 1.77 kWp/km 2 (over 3 times higher than the average in Poland).The installed capacity in the individual province was closely correlated with the population of the province (correlation coefficient-0.95), while the installed capacity indicator per 1,000 inhabitants with insolation (0.80). The highest power ratio per 1000 inhabitants was achieved in the Podkarpackie Province and amounted to 5.05, and the lowest in the West Pomeranian Province (2.41).

The growing climate crisis forces the adoption of radical steps to neutralize our impact on the environment, despite the constantly growing demand for energy. Poland, which according to forecasts will not reach the EU target of 15% share of renewable energy sources by 2030, is nevertheless a leader in the EU in terms of the growth dynamics of the photovoltaic market. The aim of this article is to answer the question as to what caused such a huge interest in solar energy. In this article, the authors focus solely on residential installations. The dataset for the analysis was constructed on readily available national data on photovoltaics showing the key characteristics of the country and prosumers. According to this research, the prosumer’s profile shows that home photovoltaics are most interesting for the poorest households in rural municipalities, in regions with the highest unemployment rate, and among citizens of pre-retirement age. Subsidies as Financing Opportunities – the Development of Renewable Energy Sources in Poland

As Poland is considered a coal country, renewable energy resources still do not have a significant share in energy production. Further, 14% contribution of renewable energy to total primary energy production in 2020 is endangered. Thus, in order to speed up with renewable energy sources new actions should be stimulated. The aim of the article is to describe the most popular renewable energy installations in Poland and further to search for a case study indicating that an investment in renewable sources is profitable without financial support. The results indicate that prior literature does not present any analysis of profitable renewable energy investment without financial support. It states the need for regulators to implement additional financial support not only on the European Union level but also on the national one.
