The paper offers a critical account of the strategic planning process carried out in Mazara del Vallo, a medium-sized Sicilian city whose development model has been characterised by the dominant role of the local fishery economy. From the 1970s onwards, the workforce employed in the fishery industry was mostly of North African origin (particularly Tunisian). In the past few years, rising economic and social processes have put into question the survival of the North African population in the city, the presence of which could be a strategic asset in light of the following future Euro-Mediterranean integration scenarios: (a) the deep crisis in the fishery sector, which is calling into question the survival of several hundred jobs for the immigrant population; and (b) the degradation of the Old Town and the ancient Canal Port, representing tangible obstacles to the diversification of the urban economy and a looming threat to local living conditions. In 2008, it was decided to start a strategic planning process aiming to radically modify the development model of the city. The strategic plan named "Mazara: Mediterranean gateway city" was developed with the intention of identifying new scenarios of urban revitalisation, linking together physical regeneration targets with strategies for the diversification of the urban economy. In such a highly problematic social context, great attention was dedicated to the creation of social capital through the mobilisation of citizens and representatives from civil society. With substantial investment in participation, the planning process has in fact pushed local communities to consider an alternative development model for the city, based on increased urban quality and new job opportunities in the cultural sector. It was therefore decided to entrust this task to three combined planning strategies: (1) investment in social participation and public communication;
An integrated and shared approach to sea of the regional town master plan of Sicily
International Journal of Sustainable Development and Planning, 2006
The work addresses one of the most important problems in contemporary environmental land planning. Already existing procedures, in fact, must now conform to the new requirements imposed by the recent national and international regulations and standards that call for a more conscious approach to the use of natural resources. Strategic Environmental Assessment (SEA), for example, takes into account, the different effects of a plan in various fields such as the environment, the economy and the development. This obviously calls for global analysis tools that could help administrators, stakeholders and technicians in the decision-making process of such complex systems. SEA of the Town Master Plan of the Sicilian region is here utilized for demonstrating the effectiveness of a continuously concerted action with the stakeholders in the decision-making processes involving wide and complex territories. For this purpose, the Dashboard of Sustainability is applied to the Sicilian Town Master Plan by comparing the performances of nine Sicilian provinces in terms of different policy scenarios, through a consideration of the effects on the environment, mobility, society and town planning issues. This consultation procedure results in a very effective tool for politically ranking, within a shared frame, different alternatives referring to land developing interventions.

Waterfront management is a crucial issue in spatial planning of coastal and port cities, with interest in it intensifying. In the current critical time of a multifaceted crisis in Greece-a country with a strongly coastal/insular-based character-the challenge of a comprehensive confrontation of this subject becomes even stronger, mainly due to climate change and local identity. Recognizing that this special category of space is characterized by complexity, the article seeks to contribute to the ongoing debate, emphasizing the need to change the way we face waterfront development and utilize its dynamics.The purpose of this research is the designation of a multidimensional methodological approach which seeks to investigate the capability of public space to assume a role as a unifying element for the reassurance of the city-sea relationship. The Athenian coastal zone is defined as a pilot field of investigation, focusing from the Faliron Bay to the Hellinikon area. The article states its interest on this highly urbanized area, where a concentration of hyper-local infrastructures and functions is confirmed. The objective is to investigate the question as to whether the public space can act as a means for the reinforcement of the urban coastal front, the assurance of its spatial continuity and its attribution to citizens' everyday life. It aims at reopening the discussion through supporting the need for the creation of a coastal sustainable strategy integrated into an overall urban policy with emphasis on new structures of governance and the reassurance of the city-sea relationship with the public space acting as a catalyst. In this rationale, attention is given, inter alia, to the systematic study of the proposed planning practices referring to the pilot area, mapping its spatio-functional transformations as well as structuring a new indicator-based assessment system ready to contribute to the evaluation and measurement of possible future changes and dynamics.

Strategic Development For A Diverse Population In The Urban Core
2012
These This paper looks into frameworks which aim at furthering the discussion of the role of regenerative design practices in a city-s historic core and the tool of urban design to achieve urban revitalization on the island of Cyprus. It also examines the region-s demographic mix, the effectiveness of its governmental coordination and the strategies of adaptive reuse and strategic investments in older areas with existing infrastructure. The two main prongs of investigation will consider the effect of the existing and proposed changes in the physical infrastructure and fabric of the city, as well as the catalytic effect of sustainable urban design practices. Through this process, the work hopes to integrate the contained potential within the existing historic core and the contributions and participation of the migrant and immigrant populations to the local economy. It also examines ways in which this coupling of factors can bring to the front the positive effects of this combined eff...
