Role of Universities in the Regional Innovation System Formation
2014
In the matter of universities formation as the major subjects of the state innovative activity, it is necessary to consider separately their role in development of the regional innovation system. It is important to implement the model of «Triple Helix» which extends to the formation and development of the regional innovation system (hereinafter RIS). Both Western and Russian scholars pay their attention to the meaning of RIS and role of university for RIS development. In general, according to the authors, the RIS is either a complex or the institutions or the organizations (or the institutional infrastructure) that are the base of the region’s innovative development. There are a lot of approaches to the definition of RIS, but our analysis of the different views on the essence of RIS shows several common features, and thus we would like to highlight the following. The changes taking place in higher education not only in Russia, but around the world, demand new infrastructure of unive...
Universities--Drivers for Regional Innovation Culture and Competitiveness

Russia: Universities in the Context of Reforming the National Innovation System
Universities in Transition, 2011
The concept of National Innovation Systems (NIS) initially developed by Freeman (1987, 1995), Lundvall (1992), and Nelson (1993) has proved to be a useful tool for the analysis at national, regional, and sectoral levels as well as for the design of policies to promote science and technology (S&T). Its considerable contribution reveals the role of the national institutional context as the main factor of economic growth based on innovation and learning.
Innovation policy in Russia and the development of university–industry linkages
Industry and Higher Education, 2018
All the major science and innovation activity indicators for Russia have remained largely unchanged over the past 10–15 years. Expenditures on research and development (R&D) have stayed at a low level, with 70% of the funding provided by the federal government. During the last 7 years, the Russian government has introduced a number of instruments to improve research performance and stimulate closer cooperation between universities and companies. This article presents the results of a survey conducted in 2016 among 155 medium-sized technological companies with the purpose of identifying factors that encourage or hamper collaboration with universities in Russia. The survey revealed that the level of cooperation between companies and universities is relatively stable but insufficient. It is not low, especially in the area of educational activities, but it appears not to be growing. Companies often prefer to conduct R&D on their own, without outsourcing tasks to universities. Major prob...
Changes in Responsibilities and Tasks of Universities in Regional Innovation Ecosystems
Naše gospodarstvo/Our economy, 2017
Innovation process research is changing. In addition to the former territorial approach (examining countries or regions), the description of innovation cooperation in local areas is becoming more and more accepted. Instead of the innovation ability of the traditional large enterprises, research has begun to study the role of small and medium-sized enterprises, non-governmental organizations, local governments, and educational institutions (especially universities), which foreshadows the development of a new innovation system. In 2015, we conducted a study focusing on the civil and corporate relations of a major university. We tried to determine the new directions based on the economic and social cooperation as well as to search for the practical implementation of the theoretical helixes in these interactions. We came to the conclusion that universities not only are determinative according to the triple helix model but also have a prominent role in the creation of new innovation ecos...

Towards a new role of universities in Russia: prospects and limitations
Science and Public Policy, 2009
The paper refers to a contemporary discussion of S&T and innovation activities of Russian universities and respective national policies against the background of institutional transformation of the national innovation system. It emphasizes the Russian NIS structure and subsequent positioning of universities and the research institutions of the Academy of Sciences. The analysis makes it evident that the innovation activity of Russian universities is strongly challenged by various interdependent hampering factors. These factors arise directly from traditional barriers between science and education, which in turn relate to the imperfection of Russia's NIS originating from deep structural breaches far beyond S&T and education activities. National policies nowadays are aimed at increasing the innovation activity of universities, and the article concludes with an overview of the current debate on the most urgent issues.
