Determinants of Paddy Fields Conversion in Java Island, Indonesia

Rice is a main staple food of Indonesia. Availability of rice is not separated from Java island as the largest rice supplier in Indonesia. Almost 52% of Indonesia's rice production is produced on the Java island. However, production growth is only 0,7% given the increasing number of people. One of the causes is the increasing land conversion over the past 7 years. This study aims to 1) to identify how much land conversion in Java island from 1994 to 2014, 2) to analyze what factors affect the conversion of paddy fields in Java island, and 3) to calculate the impact of paddy field conversion on paddy production and economic value of farmer job for 21 years in Java island. The results indicate that during the period of 1994 to 2014, Java island experienced a conversion of rice fields of 1.2 million hectares or about 60 thousand hectares per year. Productivity of paddy rice, economic growth (GRDP), length of asphalt road, and population growth have significant effect on the conversion of paddy fields in Java island. For 21 years, Java island has lost the opportunity to produce rice by 6.7 million tons with a value of Rp 24,282 trillion rupiah.

Recently, the paddy fields conversion rate is alarmingly high and without significant effort by the government on the existing paddy fields, national food security and food self-sufficiency in Indonesia will be at risk. Therefore, to address this issue, the government needs to identify the main drivers of paddy fields conversion in Indonesia, particularly in Java and Sumatra as national rice barn. Employing panel data of 256 in the regencies/cities level in Java and Sumatra from 2010-2017, this study investigates the determinants of paddy fields conversion in Java and Sumatra. This study identified that the factors which affected paddy fields conversion in Java are the gross regional domestic product (GRDP) in agriculture sector, the GRDP in service sector, and population density. Industrialization and Land Conversion in Indonesia
Along with increasing development activities and population growth, the need for land is increasing, such as for settlements, industry and facilities and infrastructure. On the other hand, the availability of land is relatively constant, causing land scarcity or excess demand. The existence of excess demand for land availability causes land use competition, which will lead to land conversion. The study aims to empirically examine the antecedents of land use change that occurred in Indonesia in the 1981-2018 period. This study aims to determine whether industry and population growth influence land conversion that occurred in Indonesia in 1981-2018. This study uses secondary data published by World Bank for the 1981-2018 period. This study analyzes the effect of population and industrial growth with medium to high technology on land conversion in Indonesia. In this study, the ECM method used was the Engle and Granger two-stage procedure method, namely by running The Engle-Granger two-stage procedure. This study applies the Error Correction Model (ECM) dynamic model. The use of dynamic models is important in economic analysis because dynamic specifications are concerned with the formation of models of an economic system related to changes in time. In ECM estimation, all variables in the study must be stationary. These conditions must be met so that the estimation results are not biased or do not show spurious regression results. The results empirically prove that the variable of industry has a significant effect in the short term on land conversion in Indonesia. Growth with medium-high technology including construction that occurred in Indonesia (INDUSTRY) was 1.64E-05 which means that an increase in industry of 1 percent will increase land conversion by 1.64E-05 percent in the short term. The novelty in this study is to use a variable ratio of agricultural land area, which is reversed mathematically to measure land conversion variables in Indonesia.

Agricultural land conversion (ALC) is an incentive–driven process. In this paper we further investigate the inter–relationship between land economic value (LEV) and ALC. To achieve this goal, we calculated LEV for agricultural and non-agricultural (housing) uses in two areas in East Java, Indonesia. The first area represents suburban agriculture, facing rapid urbanization and experiencing high rate of ALC. The second area represents rural agriculture with zero ALC. Furthermore, we identified factors affecting LEV in both areas for both uses. The resut of this study show that agricultural land yielded higher economic benefit in rural area. Conversely, comparing to agricultural land, housing creates 7 times higher value in urban area. Moreover, agricultural land shown to create higher profit after converted. Analysis of Agricultural Land Conversion in Taman Sub-District, Sidoarjo Regency

As a decisive step in the research process, an overview of the development of rice field conversion in Taman District, Sidoarjo Regency and an analysis of factors affecting agricultural land conversion on the income of rice farmers in Taman District, Sidorjo Regency is needed. Thus, this research can later be used as a reference in issuing and determining policy directions, especially in the agricultural sector to prevent the conversion of agricultural land into non-agricultural land. Based on the above background, the objectives of this study are as follows: analyze the factors that affect the conversion of agricultural land in Taman Sidoarjo District. The site selection was carried out purposively with the consideration that the location is one of the fast-growing areas in East Java with significant economic growth and infrastructure development. The data collection method is carried out using secondary data consisting of institutional surveys to obtain secondary data that has relevance to discussions in research and literature surveys. The analytical tools used are multiple regression analysis and descriptive analysis. Based on the results of regression analysis, it is indicated that the variables of population, number of industries and GRDP are positively and significantly related to agricultural land conversion in Taman Sidoarjo District, which means that the influence of increasing population, number of industries and GRDP can increase agricultural land conversion. Meanwhile, land productivity and farmer exchange rates have a significant negative relationship, which means that the effect of increasing land productivity and farmer exchange rates can reduce agricultural land conversion.
Agricultural land availability and farmer's income in Java Island, Indonesia, 1990-2018

Java, an island in Indonesia, plays an essential role as the centre of food crop production. However, over the last few decades, the conversion of agricultural land on this island has increased. The pressure on the availability of agricultural land has increased, and the problems regarding farmers’ income have not been appropriately resolved. This research was conducted to determine the relationship between the availability of agricultural land and farmers’ income on Java Island using structural equations. The panel data used in this research consist of annual time-series data from 1990–2018 and cross-section data of all provinces in Java. Furthermore, the data were analysed using a three-stage least-squares model. The results prove that agricultural land availability and the level of farmers' income simultaneously positively affect each other. Therefore, to maintain the performance of Java Island as the primary producer of food crops in Indonesia, the availability of agricultural land and the level of farmers' income are the main focus areas for improvement.
Farmers' Perspective on Converting Their Paddy Fields in West Java Province

The conversion of paddy fields continues to increase rapidly, potentially affecting rice production and threatening national food/rice security. This paper presents farmers' perspectives on various indicators of drivers, controllers and decision-making influencing land conversion. The study is based on a policy and literature approach, supported by field studies using qualitative-quantitative mixed methods in West Java Province. The results show that the driving indicators of land conversion are near main roads/highways; near settlements/trade/industry/ services; and densely populated. Indicators of restraining conversion are space utilization in line with the Spatial Plan; provision of incentives for means of production; and the imposition of land tax disincentives. The most decisive indicators of conversion decision making for farmers' choices are the control / ownership of narrow rice fields; and the production value of rice fields is low.

Land is an important but finite natural resource, crucial for numerous human activities such as for settlement, transportation, forestry, agriculture, animal husbandry, industry and recreation. Land can be seen as parallel to economic growth. With a rapid growth in development and urbanisation, there is an increase need for land and for that paddy land face with the paradox of allocation for agricultural and non-agricultural sector. The allocation of land for optimal agricultural use has become a paramount issue. This study aims to analyze the factors that influence the conversion of paddy fields to non-rice fields on rice production in Mataram City.
