Abstract

This study utilizes structural equation modelling using SmartPLS 3.0 to process the data collected from 401 responses to assess the moderation effect of innovativeness on the relationship between the overall quality and actual usage of smart government in United Arab Emirates (UAE) from employees perspective. A model is proposed based on Delone & Mclean information system success model with considering the literature and the context of the study. Overall quality is proposed to be a second-order construct which includes three different aspects of quality; system quality, information quality, and service quality. In addition, innovativeness is proposed as a moderating variable which may control the relationship between the overall quality and actual usage of smart government. Results indicated that overall quality significantly influences the actual usage of smart government. The overall quality explains 44.7% of the variance in actual usage.
