The Effect of Social Influence and Facilitating Conditions on E-Government Acceptance from the Individual Employees’ Perspective

This study benefited from the Unified Theory of Acceptance and Use of Technology (UTAUT) model through choosing two constructs from this model (Social influence, and Facilitating Conditions) to investigate their impact on employees' intention to adopt electronic government in Sultanate of Oman. To collect the requested data, a manually administered questionnaire-based survey was used. The valid questionnaires for the analysis were 209 questionnaires which represent a rate of (83.6%) of the selected sample; this response rate is considered a very good rate in the field of Information Systems. To confirm the internal consistency of construct and measures validity, Factor analysis and Reliability test were used for this purpose. In addition to, the multiple linear regression was used to test the study hypotheses. Overall, the adopted model explained a small portion of the whole deviation in employees' Intention to adopt e-government. Meanwhile, both constructs social influence, and facilitating conditions have a significant effect on employees to adopt the electronic government. Government has to disseminate the awareness among groups of social influence about the benefits of using electronic government and clarify them that the transform to e-government does not mean that the government will abandon its employees. As well as, the government has to improve the organizational and technical infrastructure which will be used to perform the egovernment tasks. The study originality derives from studying employees' perspective as individuals, not as representatives of government institutions. Which considered the first study attempted to investigate the employees' intention to adopt e-government. Furthermore, the study narrowed UTUAT model which focused only on two constructs of this model.

Trust In E-Government Services in Pakistan: A Conceptual Study

Electronic government is the use of technology in which particular wireless based application sustains the provision of online interconnectivity in the way to convey a speedy service delivery and materialize an easy accessibility of users via government portal. Moreover, the vitality of e-government has been recognized in the contemporary era of science and technology across the world. The chief aim of this study to represent a literature of an electronic government use in a conceptual means in which proposed determinants as PEOU, PU, TIEG, SI, and ITU envisage the intention of the users' online services of government in a Pakistan perspective. In the existing literature all constructs of the proposed model possess an effect on the intention to use e-government and the theoretical approach encompasses the TAM and UTAUT model to assist the technological adopti on of the employee's use of the innovative system in an organization. However, Pakistan has been ranked low in the e-government development index that seems the backwardness of the e-government adaptation in the country that is recognized as the dire need to be adjusted with public sectors to sustain an effective and efficient service delivery. It seems the poor literacy rate an d financial constraints are serious obstacles for adopting e-government technology in the working atmosphere of the diverse public sector organizations.

Adoption of e-Government in Pakistan: Supply Perspective

Electronic Government, also known as e-Government, is a convenient way for citizens to access e-services and to conduct business with the government using the Internet. It saves citizens and the government both time and money. This study examined adoption of e-Government supply side by looking at the UTAUT as a model of technology acceptance. Furthermore, specific variables that were proposed to moderate relationships within the UTAUT were analyzed including locus of control, perceived organizational support, affective and normative commitment, and procedural justice. Data from one sample indicated that in general, the UTAUT model was supported, however, the moderators proved non-significant. Implications are discussed for the technology acceptance process as technologies are implemented within countries and suggestions for future research in this area are discussed. This research sought to demonstrate the robustness of trust-based UTAUT to address e-Government adoption concerns. As a consequence, it was the responsibility of the researcher to select research questions, operational variables, research approaches, and research techniques, within the scope of the study. The research hypotheses formulated in this study were based on the technology acceptance literature covering the original UTAUT model with the inclusion of the trust construct. This quantitative study was conducted with help of Unified Theory of Acceptance and Use of Technology (UTAUT) model.

Factors affecting e‐government adoption in Pakistan: a citizen's perspective

PurposeThe purpose of this paper is to explore the factors that enable end‐user adoption of e‐government services in Pakistan, where these facilities are at a rudimentary stage.Design/methodology/approachFollowing previous research on e‐government services adoption, this study employs the Unified Theory of Acceptance and Use of Technology (UTAUT) model to examine the influential factors of the adoption and use of e‐government services in Pakistan from a citizen perspective. Ascendants That Influence the Adoption of E-government Services among Citizen of Pakistan

In this research study, the author seeks to discover the predecessors of e-government services adoption among the citizen of Pakistan. To study the e-government adoption, researcher integrates extended TAM and theory of planned behaviour. Cross-sectional research technique was used and in total data was collected from 240 citizens of Pakistan. Results depict that facilitating conditions, performance expectancy, effort expectancy positively impact the citizen attitude towards adoption of e-government facilities. As well as, facilitating conditions as a positive impact on society and individual computer self-efficacy which helps in building citizen attitude.Furthermore, the researcher studies the impact of government trust as a moderator to test the relationship between attitude and adoption of e-government services. Results show that government trust dampens down the relationship between attitude and e-government adoption. To the conclude results SEM technique was used using AMOS-21.

AN EMPIRICAL STUDY ON THE DETERMINANTS OF USER ACCEPTANCE OF e-GOVERNMENT IN PUBLIC SECTOR

The purpose of this paper is to examine the determinants of user acceptance of e-Government in public sector by using the technology acceptance model (TAM) as a based theoretical model. The model of e-Government acceptance in public sector integrates constructs from TAM, the extended TAM (TAM2), the diffusion of innovation (DOI), and trust literature. To empirically test the model, the data were collected from 112 public officers in 10 ministries in Cambodia. The finding shows that image and output quality are significant influential determinants toward perceived usefulness. Perceived usefulness, relative advantage, and trust are significant determinants toward the acceptance of e-Government usage in public sector.

Factors Influencing Electronic Government Adoption: Perspectives Of Less Frequent Internet Users Of Pakistan

Much literature on electronic government services research could be found on adoptability issues from government and service provider’s point of view. Many studies have looked into adoptability factors from user perspectives and majority captured adoptability perspectives of frequent Internet users, the ones who use Internet applications for more than 10 hours a week. On the contrary the perspectives of majority of Pakistani users which use Internet applications for less than 10 hours per week are never inquired. This paper tries to fill this gap by looking into electronic government adoptability perspectives and expectations of such Internet users of Pakistan which are much greater in numbers than others. An amended UTAUT model with all its moderators is used in this study and the results demonstrate that performance level, ease of effort and social influence strongly effect behavioral intention of users in using electronic government services in Pakistan. The individual’s behavioral intention along with presence of appropriate facilitating conditions triggers use behavior of users. The results show that only gender moderates majority of UTAUT relationships and accordingly a modified UTAUT model is presented. The paper provides certain insights for people making policies and academicians for performing further research while it stresses for service proliferation with special attention towards female population.

Adoption of e-Government in Pakistan: Demand Perspective

Citizens' E-Government Services Adoption: An Extension of Unified Theory of Acceptance and Use of Technology Model

This study investigates the factors that influencing citizens' intention to use e-government services and its causal relationships using the Unified Theory of Acceptance and Use of Technology model (UTAUT). Data relating to the constructs were collected from 150 respondents but only 85 responses were received and subjected to Structural Equation Modeling analysis (SEM). The proposed model fits the data well. The findings reveal that facilitating condition, social influence, attitude, effort expectancy and performance expectancy determine citizens' intention towards e-government services. Additionally, attitude is predicted jointly by effort expectancy and performance expectancy. This study would help government policy decision makers to increase the adoption of e-government services in Tunisia country.
