Initiation Village-Owned Enterprise for Strengthening Tourism Development

This study takes a perspective on the analysis of village owned enterprise involvement on tourism development in Tamansari, Indonesia. Using descriptive data, the paper aims to demonstrate that the driving force behind these enterprises is the need to improve the village economy such as optimizing village assets, developing community resources, and creating business opportunities. The qualitative study was undertaken between August - October 2019. It employed interviews with stakeholders (enterprise managers, local government, and residents of Tamansari). Furthermore, the study utilised observation and secondary materials. This paper discusses preliminary findings regarding the study’s participants’ concerns in strengthening sustainability of tourism development in Tamansari. A conceptual framework of tourism social entrepreneurship for sustainable community development

The continuous search for responsible and sustainable practices in the tourism industry paves the way for alternative approaches to tourism development. Often, local communities are at the foreground of these innovative tourism entrepreneurship and development strategies. The emergence of social enterprises operating in tourism refocuses the agenda of engaging and developing disadvantaged and underdeveloped communities sustainably through the industry. Tourism social entrepreneurship (TSE) is suggested as a market-based strategy to address social problems whilst maximising the benefits and minimising the negative consequences that tourism may provide to host communities. To date, there is limited understanding of how TSE can be a catalyst for sustainable community development. The purpose of this paper is to address this gap in knowledge by conceptualising TSE as a more holistic strategy for sustainable community development. By critically analysing the literature, this paper situates TSE within and for community development. A conceptual framework that incorporates community development concepts, generic social entrepreneurship and TSE principles, and community capitals perspectives, is proposed. This conceptual paper contributes to the emerging literature on TSE and may assist the actors in the TSE system as they establish new community-centric social enterprises.

Rural tourism entrepreneurship success factors for sustainable tourism village: Evidence from Indonesia

This study aims to examine the success factors and build the framework of rural tourism entrepreneurship for a sustainable tourism village. This is an important research topic, as 44.28% population in the world live in rural areas; specifically 44.02% population in Indonesia resides in a rural area which indicates how important rural areas are for future development. This study used a purposive sampling technique to determine the priority issues of the sustainability of the tourism village. The data was gathered from semi-structured interviews with actors’ influential in the success of tourism villages. This study was conducted with a qualitative approach and a case study design. This study uses content analysis in describing the findings from the collected data to better understand the case study. It focuses on a case of six tourism villages in Indonesia that have received awards as sustainable tourism villages, as it might be adopted by the other tourism villages. The results revealed ten factors for creating successful sustainable tourism village through rural tourism entrepreneurship. Those factors are income management, business unit development, economic growth, mutual cooperation, collaboration, innovation, creativity, environmental awareness, resource management, and visitor management. These 10 factors are further grouped into three dimensions (economic, social, and environmental sustainability). The study makes new framework of rural tourism entrepreneurship and useful for the strategy and decision-making process.

Participatory planning and village tourism SMEs: A case study of Bantul Regency, Yogyakarta, Indonesia

Tourism, with its multiplier effect, is believed to be a savior for developing countries to better their economic conditions. It is also central to the development of peripheral, remote and insular regions by facilitating transitions from agriculture-based economies to service industries. Community participation approaches have long been advocated as essential for sustainable tourism development. In Indonesia village based small and medium enterprises in the tourism industry are on the rise with significant numbers of villages developing as tourist destinations. The attractions of these destinations are their natural beauty, industrial products and cultural values and artifacts. This development raises the question of government intervention in the planning process of such village based, SMEs. This paper analyses village based tourism SMEs in the Bantul Regency, Indonesia with special reference to the background of the SMEs development, its effect on the local community, and the nature of the government’s role or intervention in the planning process. The data were gathered through library research, government’s document investigations, observations, and several interviews with stakeholders and entrepreneurs. It was found that the village-based tourism SMEs faced several challenges including the lack of tourism industry knowledge and education, and the lack of capital and promotional ideas to start their businesses.

RURAL TOURISM COMMUNITY EMPOWERMENT BASED ON LOCAL RESOURCES FOR IMPROVING COMMUNITY WELFARE: Case on Pentingsari Village, Yogyakarta, Indonesia

Yogyakarta is the second tourist destination in Indonesia after Bali. It offers rural tourism as alternative tourist attractions in a natural and cultural heritage scheme which has been the mainstay of the local government . Rural tourism offer the tourist experience into a new way with direct involvement in the daily life of the rural community. The rural tourism is managed by the rural community itself (called as CBT-Community Based Tourism). This study aimed to measure the success of community empowerment through the rural tourism based on local resources to improve the community welfare. In addition, it introduces a combination of variables that define the economic, social and environment aspect. The study takes place in Pentingsari Village, which has a unique nature and society as a main source of their rural tourism . The quantitative and qualitative empirical research measured based on local resources from the economic, social and physical environment point of view.

Rethinking Sustainable Community-Based Tourism: A Villager's Point of View and Case Study in Pampang Village, Indonesia

Community-based tourism (CBT) considers one sustainable form of tourism to enhance tourists’ and local communities’ relationships. By investigating and studying the previous scientific production of the CBT field in general and, in particular, rural CBT, the researchers found that the local communities’ roles in shaping this type of tourism have been given great importance. This literature mainly focuses on rural CBT from the academic researcher’s perspective. This study aimed to understand the villager’s view on rural sustainable CBT in Pampang Village, Indonesia. In our research, we used the triangulation method based on three kinds of data: in-depth structured interviews, non-participant field observations, and quantitative sustainability aspects of the local attractions. The research results helped us design a model for the formation of sustainable rural CBT activities in Indonesia, which depends on formal and informal leader figures in the community instead of only the community’s solidarity, as much previous research has indicated.

The development of a sustainable community based tourism is determined on satisfying the objectives of all stakeholders in the system. The inter relationships among the stakeholders must be fully recognized since each stakeholder’s needs may be dissimilar from the others. Social Entrepreneurship in Tourism: A Way to Involve Locals in Tourism Development

In developing countries, tourism is typically implemented through a top-down planning approach ([12]; Teye, Sirakaya & Sönmez 2002), and decision-making is mostly based on the interventions of government agencies and large multinational tourism firms [12]. As a result, the dominance of external, often foreign capital, and the marginalization of local people is common (Dola & Mijan 2006; Hampton 2003; [12]). Local communities in developing countries often gain only small advantages from tourism (Hampton 2003; [13]). This has been attributed to local people being exploited and having little power to control the tourism development process. In fact, local communities in developing countries are frequently excluded from tourism development, particularly in decision-making and the management of tourism projects (Teye et al. 2002). Braga maintains that social entrepreneurship is the creation of social impact by developing and implementing a sustainable business model that draws on innovative solutions that benefit the disadvantaged and, ultimately, society at large. This article reviews social entrepreneurship in tourism as a way to participate in tourism. Tourism often neglects the opportunity of local people to involve locals in tourism development in their own area. The positive economy of tourism is often enjoyed by outsiders. This article also slightly draws result on how the tourism social entrepreneurship is implemented. Drawing on in-depth interviews of 37 residents, this study explores the social entrepreneurship in tourism in Madura Island. It is argued that the social entrepreneurship is mostly developed initiatively by the participants and indeed is a way to involve locals to participate in tourism.

Empowerment Model for Sustainable Tourism Village in an Emerging Country

This study aims to examine the community empowerment model to develop sustainable tourism villages in Indonesia. This study applies a qualitative method. Data collection is conducted through interviews, observations, and focus group discussions held in Ponggok Village of Central Java Province-Indonesia. The results of this study found that the tourism development carried out in the Ponggok Village used four approaches (1) spatial approach as a basis in determining the direction of village development; (2) sectoral approach through increasing the role of the Village Owned Enterprises to build the village economy; (3) human resources to enhance the role of village communities in managing village potentials; and (4) use of information technology to improve service quality, transparency and accountability. The success of these four approaches is influenced by the leadership, innovation, collaboration, and good village governance. The success of the Ponggok village to become an independent village in improving the welfare of the community is inseparable from the success of the Ponggok village government in empowering the community to manage sustainable tourism development. The success of development with these four approaches is influenced by leadership, innovation, collaboration, and good governance.
