Concept of Smart Cities Development Strategy in the Western Balkans

If we keep in mind that we live in an age marked by digitalization, industry 5.0, as well as the accelerated population growth in urban regions, it is easy to conclude that the concept of smart cities is a very relevant topic for research. The aim of this paper is to examine whether and to what extent the concept of smart cities has been implemented in the city administration in the countries of the Western Balkans. For that purpose, a research was conducted, which includes surveying employed in various administrations in the following cities: Belgrade, Nis, Kragujevac, Trebinje, Podgorica, Herceg Novi, City of Skopje. The data indicate the fact that the respondents from Belgrade, Trebinje and Herceg Novi have the most knowledge and the most transparent insight into the data concerning smart city projects, while the respondents from Podgorica are the least knowledgeable about the entire issue. The general conclusion is that, although there are examples of cities with very positive progress in the field of implementation of smart city development strategies, there are still numerous problems in the implementation of projects in the countries of the Western Balkans.

In the context of climate change, the global economic downturn and ongoing urbanisation processes, contemporary cities are facing numerous challenges. In this regard, there is a general consensus amongst policy-makers, practitioners and academics that a smart city concept can become a key driver for enabling social, economic and environmental sustainability of urban areas. The goal of this paper is to investigate the subject of implementation of the smart concept into strategic city operations. The article focuses on Warsaw as a case study of a city currently revising its long-term strategy towards 2030 with a component of smart policies. This study is of a qualitative character. It is divided into three interconnected phases including secondary and primary research including semi-structured interviews conducted with representatives of public and private sectors working on policies and applying smart city solutions. The overarching research questions to be answered are: How smart city concept and urban data management is approached in Warsaw? Does Warsaw apply smart solutions and open data systems in its strategic operations? So far, considerable research has been devoted to the technical aspect of smart city, but less attention has been paid to the analysis of strategic city operations based on smart solutions. There is also a noticeable difference between the abundance of information about smart solutions applied in Western Europe (Barcelona) and a substantial lack of literature existing in this field in Central and Eastern Europe (CEE). Therefore, the case study selected for this investigation is Warsaw, which is one of the largest cities in the region and is currently reworking on its long-term strategy towards the year 2030. This research aims to contribute to the current academic debate on ICT solutions and smart city principles applied in urban areas with a specific focus on Warsaw, and also to provide valuable insights for policy makers and practitioners about the current state of affairs regarding smart solutions in CEE.

The article deals with the evolution of the concept of smart city. Smart city can be examined as the modern metaphor of urban development that is connected with the introduction of information technologies to address a wide range of governance issues. The innovation of the smart city is based on the increased role of human capital, inclusive institutions and cooperation of key participants within innovation ecosystem. The article proposes the use of a three-level model of urban benchmarking, which can contribute to the system self-organization. The future of the smart city projects will depend on ensuring cybersecurity, human and social capital, modern engineering ideas and competent project activities.
Trends in the Application of the Concept of Smart Cities in the Western Balkan Countries

The concept of creating smart infrastructure, as well as the use of available resources and potentials leads to the idea of creating smart cities. The development of this concept implies the implementation of development trends related to life in the cities of the Western Balkans, but also the development of unique solutions that will assimilate development trends and enable their availability and use by citizens living in the city, which is the basic hypothesis of this research. The subject of this paper includes data collection through a survey of employees in various city administrations in Belgrade, Nis, Kragujevac, Trebinje, Podgorica, Herceg Novi, Skopje, analysis of collected data, and making unique conclusions and solutions to the survey. The aim of this paper is to point out the importance and significance of the concept of smart cities on the basis of relevant literature and available indicators obtained by the research, and to determine the extent to which it is implemented in urban administrations in the Western Balkans. The results of the research indicate that despite the cities in which significant progress is noticeable in the implementation of strategic solutions of smart cities, there are still noticeable problems in their implementation in the Western Balkans.
The principles of the “smart city” concept as a determinant of urban policy

The paper presents the principles of a "smart city" as an innovative approach aimed at managing public affairs in a city. First, selected definitions related to the concept of smart governance are presented, and then the thematic areas that are part of the principles of this concept are characterised. Further considerations focus on demonstrating that smart governance in the case of Polish cities requires redefining urban policy objectives, otherwise urban governance will be of a conservative nature, not responding to the needs of present and future generations of urban space users. The main directions of actions that should be reflected in the principles of urban policy so that Polish cities could make more dynamic their development processes, were also presented. One of them is the requirement of the continuous education of society towards the ability to use ICT techniques.

There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. The Role of Smart City Characteristics in the Plans of Fifteen Cities
This paper identifies the characteristics of smart cities as they emerge from the recent literature. It then examines whether and in what way these characteristics are present in the smart city plans of 15 cities: Amsterdam, Barcelona, London, PlanIT Valley, Stockholm, Cyberjaya, Singapore, King Abdullah Economic City, Masdar, Skolkovo, Songdo, Chicago, New York, Rio de Janeiro, and Konza. The results are presented with respect to each smart city characteristic. As expected, most strategies emphasize the role of information and communication technologies in improving the functionality of urban systems and advancing knowledge transfer and innovation networks. However, this research yields other interesting findings that may not yet have been documented across multiple case studies; for example, most smart city strategies fail to incorporate bottom-up approaches, are poorly adapted to accommodate the local needs of their area, and consider issues of privacy and security inadequately.

As city areas have been experiencing dynamic growth, the efficient development of cities is becoming a priority for technologically advanced countries and for states further down on the list from the global leaders. Smart cities are friendly for both people and the environment, in which life is better, safer, and healthier, the results of a creative approach to developing and implementing various innovations.
