Measuring the Impact of Brazilian Transport Systems on the 2030 Agenda Goals

This paper aims to propose indicators to measure Brazilian transport systems' impact on meeting the 2030 Agenda and to analyze advances of Brazilian transport systems in terms of sustainable development over the last decade. The proposed indicators were based on a literature review and data availability. Time series data (2010-2019) were obtained to analyze the situation of Brazil. From 27 proposed indicators, only 12 showed some evolution based on the before-after method, relating to improvements in cleaner transport modes, such as railways and waterways, in exclusive lanes for public transport, and in improving active transport infrastructure. This scenario presents Brazil's challenges over the next ten years to achieve the Sustainable Development Goals proposed by the 2030 Agenda. Analysing sustainable transport indicators in megacities in developing countries: a case study of São Paulo, Brazil

While the twentieth century saw the birth and expansion of modern megacities, trends indicate that the twenty first century will see the dominance of these urban giants, especially in developing countries. With an estimate of more than two thirds of megacities being located in less affluent regions, their rapid economic growth and increase in motorisation stand as a challenge for sustainable development objectives. Thus, it is critical to assess whether the development of these cities leads to desired outcomes of sustainability. However, the very large and complex nature of these areas might challenge regular methods of measuring performance towards sustainability in the transport system. This research investigates the ability of indicators from current literature to provide reliable and valid measurements of megacities in developing countries. Indicators were collected from literature, and analysed in a cross-sectional assessment of three megacities, followed by a time-series analysis of São Paulo, in order to evaluate the accuracy of results when qualitatively compared to its quantitative context. Results show that a single method of measurement overlooks several aspects of megacities, while numerical averages tend to miss disproportionate distributions of transport activities between municipalities of a region. In addition, the positive performance of developing megacities in environmental indicators might arise from constraints in other dimensions of sustainability. It is suggested that further research use a combination of methods in order to establish a comprehensive evaluation of all dimensions of sustainability simultaneously, and assess whether trends indicate a path towards sustainability or not.

This analysis examines an innovative approach to transportation policy in Curitiba, Brazil. Curitiba is a city of 1.6 million residents that has grown fourfold in the last 30 years. Unlike many cities, quality of life and transportation has not been a casualty of growth.
