Do we learn how to learn? Evolution of functions of evaluation systems – the case of Polish regional administration

The article examines the evolution of functions of evaluation systems. It is based on the comparison of evaluation studies conducted in eight evaluation systems in the Polish regional administration in two periods: 2007-13 and 2014-20. The findings are to some extent contradictory to the expectations formed on the basis of the existing literature of the subject. Although the analysed systems were established in response to external pressures, they support accountability as well as learning. These systems do not focus on procedural issues only, and generation of strategic knowledge increases over time. Numerous regulations imposed on the analysed systems suggest, however, that the use of evaluation in the analysed systems may be symbolic in nature.

The current economic crisis, manifested in the entire world, highlights the need for sustained involvement of the local and regional authorities in each country, in conceiving and implementing Community policies (which already exist at European level) having an essential role in implementing the economic plans achievement. This view was shared by all European Union Member States, of which Romania is part, since 2007. Therefore, the economic crisis which is reflected in the Romanian society today, requires prompt and sustained intervention by the authorities in the execution of the economic recovery plan, implying the community strategies, due to sharply budgetary expenses cut, which is found in all European countries. In order to achieve this major objective, the Romanian authorities should have qualified and properly motivated personnel through an adequate remuneration, according to the training, skills, responsibilities and especially individual performance obtained at each position, as it happens in most developed countries of the European Union. In this context, this study approaches the issues related to the performance evaluation of the public sector's employees. Considering the fact that strengthening and developing the human resources segment is a strategic goal of the Romanian administration for the period 2008-2013, which will lead to modernizing it and making it more efficient (at both central and local level), the personnel performance evaluation, at the organizational level represents a fundamental activity from the human resources' management perspective.

1. ABSTRACT Evaluation, considered as a practice aimed at enhancing the quality of management of poli- cies or programmes, can help decision-making and implementing at all levels of responsibil- ity. THE PERSPECTIVES OF THE PUBLIC POLICIES AND PROGRAMS EVALUATION SYSTEM IN ROMANIA IN THE CONTEXT OF IMPLEMENTING THE NATIONAL RECOVERY AND RESILIENCE PLAN

The implementation of the Recovery and Resilience Facility boosts the EU's power to transform Member States, especially in the field of public management. The conditioning of the Member States to link proposed investments in their plans in order to overcome the effects of the crisis generated by the COVID-19 pandemic, but also to boost the implementation of the Green Pact on structural reforms transforms this temporary instrument in the main driver for deepening European integration. In the case of Romania, one of the important results pursued as part of the reforms related to the public administration sector, correlated with those related to the reform of public finances, refers to the improvement of the planning system of public policies and programs in accordance with budgetary scheduling. A Primer on Performance Evaluation of Public Sector Programs

The main objective of the paper is to present the concept, approach, and methodology of performance evaluation of public sector programs in broad terms. The audience of the paper is ordinary readers and not professionals of the evaluation. The first section of the paper introduces the concept of evaluation. The second section discusses standards of performance evaluation. Sections three to six discuss evaluation planning, evaluation approaches, evaluation implementation, and evaluation reporting. The last part presents some issues and challenges relating to performance evaluation.

Structures and functions of complex evaluation systems: comparison of six Central and Eastern European countries

Evaluation practice is vital for the accountability and learning of administrations implementing complex policies. This article explores the relationships between the structures of the evaluation systems and their functions. The findings are based on a comparative analysis of six national systems executing evaluation of the European Union Cohesion Policy. The study identifies three types of evaluation system structure: centralized with a single evaluation unit, decentralized with a coordinating body and decentralized without a coordinating body. These systems differ in terms of the thematic focus of evaluations and the targeted users. Decentralized systems focus on internal users of knowledge and produce mostly operational studies; their primary function is inward-oriented learning about smooth programme implementation. Particularities of Professional Performance Assessment in the Public Administration of Romania

Performance evaluation is an important activity of human resources management with which we determine the degree to which employees of an organization fulfill their duties or responsibilities, by assessing their behavior, level of training and performance. For this reason the employee performance appraisal is the basis of the rewards system of motivation, to improve performance and identify strengths and weaknesses of the employee. Professional performance evaluation study in Cluj-Napoca City Hall was based on a survey among executive public officials, applying a questionnaire to provide a large amount of information and a great power of generalization. Through the study we proposed three hypotheses of work with reference to some changes from the last performance appraisal, the correlation between the grade obtained and the degree of fulfillment of work tasks, determining the type of interview style as a stage of the assessment process. The results of the study confirm the first two hypotheses and refute the third hypothesis, confirming that the style used mainly in the performance evaluation process is "Share", style through which the manager involves the subordinate in solving problems and, consequently in yielding the best results.
