The year 2020 will be remembered as the year in which a pandemic caused by the SARSCoV- 2 virus precipitated a major disruption in the functioning of contemporary societies. Resumo Objetivou-se evidenciar as estratégias implementadas no Brasil quanto à força de trabalho em saúde no contexto da pandemia da COVID-19 e analisar as intervenções do Governo Federal na gestão da crise e suas consequências aos profissionais de saúde. Trata-se de pesquisa de abordagem qualitativa do tipo documental. Foram identificadas normativas federais brasileiras alusivas ao trabalho e educação na saúde produzida durante a emergência pandêmica da COVID-19, publicadas no período de 28 de janeiro a 2 de junho de 2020. Do total de 845 documentos encontrados, 62 foram selecionados segundo os critérios de inclusão, os quais foram submetidos à Análise de Conteúdo Temática. Os resultados e discussões foram agrupados em quatro categorias: gestão da força de trabalho, proteção da força de trabalho, capacitação da força de trabalho e relação academia-força de trabalho. Observou-se a ausência de uma política federal coordenadora de ações orientadas à governança da força de trabalho em saúde para o enfrentamento da pandemia no Brasil. Esta lacuna colaborou decisivamente para a trágica situação epidemiológica ainda em curso, sobretudo em termos da exposição de trabalhadores de saúde ao risco de contaminação, revelada nos altíssimos índices de profissionais infectados ou mortos por COVID-19 no Brasil.
Brazil’s Handling of COVID-19: A Perfect Storm

In this opinion article, the experience of a professional in medicine and epidemiology is used to analyze data on the COVID-19 pandemic in Brazil and, more particularly, in its Northeast region. In these premises, a critical analysis is made about the crisis management generated by the pandemic, how science has been affecting public policies, aspects related to mathematical models used to justify restrictive public policies, regional measures of social isolation, the way in which the media has been disseminating information, and how the large volume of data on the pandemic can be translated into knowledge. More than a criticism of public policies, it is expected that the contextualized analysis will allow reflections that lead to a better crisis management, as generated by COVID-19 and future potential epidemics.

Segundo dados da John Hopkins University o início de agosto de 2021 o Brasil registra quase 560.000 (quinhentos e sessenta mil mortos) e 20.000.000 (vinte milhões) de casos de COVID-19. Assolado por esta pandemia também, o Município de Campo Grande-MS é o locus da pesquisa. Há cerca de um ano e meio depois do início da pandemia busca-se compreender e avaliar se as respostas adotadas pelas instituições encontram eco na opinião pública. Assim o problema básico de pesquisa é “quais as convergências e divergências entre as políticas públicas de saúde adotadas pelo Município de Campo Grande – MS no contexto do combate a pandemia de COVID-19 e aquilo que a população da cidade desejava/esperava?”. Brazil was one of the countries that was most impacted by the pandemic, both in the epidemiological aspect and in the economic causes. The federal government's lack of social responsibility in dealing responsibly and seriously with the effects of COVID-19 has thrown Brazil, one of the largest economies in the world, down a slippery slope. Our work makes a bibliographical review in the light of numbers and economic data from the beginning of the pandemic that portray how a country marked by a large gap of social inequality, the irresponsibility of the federal government only increased the gap between social classes, that is, excluded even more millions of people from the market of goods and services. Bioethics allied with economic thought showed itself to be a great intellectual tool, in order to show perspectives so that Brazil can overcome this unfair reality aggravated by the pandemic.

Aqui, relatamos os resultados de um estudo de caso (qualitativo) abordando questões relacionadas ao discurso governamental, o qual enfatiza a proteção econômica e desconsidera a magnitude das consequências pandêmica pela COVID-19 para a população, instituindo a mistanásia como medida de conduta. Sobre os serviços de saúde pairam as decisões de privilegiarem os casos de cura mais viáveis, abandonando pacientes agravados ou membros dos grupos de risco à própria sorte. Destaca-se que, a política de mitigação mal planejada e o desequilíbrio da relação oferta / demanda dos serviços de saúde causarão aumento nos números de fatalidades entre os casos que poderiam ter sido evitados, portanto mistanásia. Concluímos que o quantitativo das fatalidades pela COVID-19 poderá até ser ocultado, entretanto, a dor causada pelos óbitos de cunho etiológicos político-sociais, figura a morte sofrida, infeliz, precoce e evitável.

The COVID-19 pandemic has caused high mortality rates among older people, and in order to avoid a healthcare system crisis, almost all countries worldwide have adopted social isolation measures to prevent the spread of the disease. However, in Brazil, a country demarcated by economic inequalities, in which approximately 25% of the population live below the poverty line, these measures will cost severe economic losses and accentuated starvation. COVID-19 Response Measures in Brazilian States: Legislative and Journalistic Approach

State governors had to take restrictive measures to prevent Covid-19 from advancing with the arrival of the disease in Brazil. According to the Constitution, states and municipalities can define more restrictive laws to those instituted at the Federal level. Thus, the present objective is to analyze the measures adopted by each Brazilian state to combat the new coronavirus. As a methodology, the state laws in force and the strategies implemented during the evolution of the disease were identified through journalistic articles. As main results, the dismissal of employees belonging to the risk group and the suspension of classes, events, and non-essential commerce, are measures adopted by all regions of the country. Universalists or Utilitarianists? The Social Representation of COVID-19 Pandemic in Brazil

A fierce debate arose in Brazil on how to manage and mitigate the coronavirus disease 2019 (COVID-19) pandemic-a debate derived from a dissonant perception by society about the actual significance of the COVID-19 pandemic. The Brazilian population has divided into two contrasting philosophical approaches: the universalism-understanding life as an asset of infinite value and, therefore, more important than the country's economic preservation-and the utilitarianism-where the focus is on the mitigation of the COVID 19 pandemic-enabled economic crisis, due to its potential devastating effect on people's lives, thereby leaving health issues in the background. The main cause for these different sensemakings is associated with the lack of a monosemic definition for the "COVID-19 pandemic" construct. Thus, the objective of this article is to investigate the social representation of the COVID-19 pandemic in Brazil through the Social Representation Theory operationalized by the word's evocation technique. The results show that Brazilian society privileged prophylaxis and health, via social isolation, to the detriment of the country's economic preservation. In addition, trends emphasized by experts, such as a post-pandemic "new-normal" and the digital transformation of society, played a peripheral role in the social representation of the COVID-19 pandemic in Brazil.
