The Development of Linguistics in Kazakhstan: New Approaches and Modern Tendencies

The article represents an overview of some of the research priorities of Kazakhstani scientists who study the linguistic, socio-linguistic, and methodical parameters of scientific description of a language as a social fact. We describe the language situation in Kazakhstan, which creates a scientific background for theoretical and practical understanding of the language changes taking place in the country. The article shows that the common methodological basis of research is a systemic approach to the problem of multilingual space of Kazakhstan, in which different aspects of this complex phenomenon are consistently and purposefully studied from the standpoint of the theoretical provisions on the relationship of language and society. The sociolinguistic studies focus on the identification of the nature and role of languages in ethnocultural interaction. This way this research provides essential information for the timely adjustment of the language policy and language planning and is useful for management tasks in the field of language regulation.

Economic terminology of the Uzbek language: Sources and methods of development

By the authors of the paper analyzing several properties of the economic terminology of the Uzbek language. In particular, data are given on the research of terms in various fields in Uzbek and world linguistics, interpretations of special terms in the works of linguists, and also considers the systemic characteristics, sources and ways of developing the economic terminology of the Uzbek language. Also paid attention to the process of development of the economic terminology of the Uzbek language based on the internal language potential, namely the methods of affixation, composition, abbreviation, semantic and others. Substantiated the role of borrowing in the development of the language in general and in the enrichment of economic terminology in particular. Considered the views of linguists from different countries on this issue. The opinions of the authors are substantiated by examples, which analyzed during the study.

How can language be linked to economics?: A survey of two strands of research

As the use of languages is playing a more and more important role in economic activities with the globalization of the world economy, there is growing interest in the relationship between language and economic theory. The rapidly expanding literature in this field, however, is highly fragmented. It is difficult to tell what this field of study focuses on, what has actually been investigated, and what remains to be studied. The authors attempt to review, assess and categorize the major orientations of the research on the economics of language. Those include a traditional strand of research that has focused on language and economic status, the dynamic development of languages, and language policy and planning, as well as a new strand based on game theory and pragmatics. The authors propose the use of the term "Language and economics" to define this area of research.

Kazakh linguistics in Kazakhstan: An outline

The aim of this article is to present the development of the Kazakh language study in Kazakhstan with its background in Russia and the Soviet Union. The outline is selective; it cannot be comprehensive. An attempt was made to show both strengths and weaknesses. The outline starts with text editions and goes through lexicography, grammar, lexicology and semantics, historical grammar and history of language, dialect studies and new trends. The article seeks to demonstrate the impact of Russian linguistics on Kazakh scholars, and also to indicate endeavours to find original approaches. However, multiple contrastive studies, especially Kazakh–Russian, as well as general linguistics fall outside the scope of this overview.

Language Shifts in Case of Language Policy of Kazakhstan

This paper contains the description and analysis of some aspects of language policy in the Republic of Kazakhstan. The description of the main trends of national programmes of functioning and development of all languages spoken in Kazakhstan. The attention is paid to the practice of non-stop language education that should ensure the high level of official language awareness by every citizen of the Republic and preservation of all the linguistic richness of Kazakhstani society. The regulations of the Language Act where the guarantee of protection and state support of all the languages spoken in the Republic are depicted in details in order to preserve the various ethnic cultures and languages within the territory, including the English. The descriptive characteristics of of language vitality of nations oft he country gives the opportunity to present the significance and importance of any language of Kazakhstani society. At the present the general conceptual basis oft he lanuage development in Kazakhstan is «National Programme of Language Functioning and Development: 2011-2020» [1], which is considered to be realized within 10 years. The main purpose oft he give programme is to extend and strengthen the social-communicative functions of the official language of the Republic, to preserve the general cultural functions of the Russian language, to develop the other languages spoken in Kazakhstan, to facilitate in the development of the English and other foreign languages. The cultural project of the country about language trinity is the new branch in language policy and finds the functional reflection in national standards of education of the country. Language education concepts reflect the world experience in the context of education, i.e. the acception of the unique national standardization on level structures and subject contents-6 levels of language awareness (Kazakh, Russian and foreign language) taking into account «General European Standards of Language Competence». In conclusion of the paper the results of the analysis of some aspects of language policy and national programme planning are presented.

Selective bibliography of the studies on the Kazakh language

The present bibliography is a selection of studies on the Kazakh language, linguistics and some closely related topics from the first authoritative work by Il’minskij (1861) onwards. Attempt was made to include as many impor-tant studies as possible, but also some publications of second and further importance. The bibliography does not claim to be all-inclusive. The earlier items were selected by a subjective impact factor, i.e. how often a given stu-dy is referred to or cited in Kazakh linguistics, but in the case of new publica-tions it was intended to include all publications relevant to the field. How-ever, among multiple textbooks and other practical aids only those were in-cluded which were assessed as the most important. In addition, the biblio-graphy also lists some important texts editions.
