The process of local public spending optimization is extensively studied by those who have the power of decision towards saving. Even if the goal is to adjust the imbalance revenues/expenditures, the trend to spend more than accumulated is still a matter of concern. Our objective is that of analyzing the local governments’ functional expenditures by measuring the degree of decentralization/autonomy. The value of the paper is given by the model we applied for Romania which is based on spending management. By analyzing different types of expenses, we have highlighted that local expenditures represent instruments of strengthening or weakening local autonomy. The indicators measure the effectiveness of local expenditures by using the model published by The World Bank in 2006. Strong local autonomy or decentralization process became a goal for local governments, but one of the main question in literature remains as how strong must be the local autonomy of expenditures at the local governments’ level. By integrating public budgets and their interrelationships, the public budgetary system must meet, through its actual configuration, some rationality requirements that should ensure the necessary support in order for it to contribute to the overall economic and social development. In these conditions, a universal structuring model of public budgetary systems in excluded on principle, but common foundation elements serving their functionality may and must be identified. On this premise, our article aims at highlighting, based on qualitative and quantitative research, the design and functioning method of the interrelationships between the state budget and local budgets, pointing out their implications for the functionality of the budgetary system and for the "soundness" of public finances, proposing corresponding improvement solutions.

This research had a non-experimental, longitudinal and correlational predictive design. We worked with the 83 local governments of the La Libertad Region in Peru, and used content analysis as a research technique. The diagnosis of budget management by results shows an execution level of 84% at the level of The Region under study compared to the execution reached by the 83 districts whose execution reaches only 66%. The quality of expenditure was measured, identifying the indicators that guide the improvement of the population's living standards, mainly in health and education, and observing significant improvements, although there is still a significant gap. Analysis of the Procedure for Balancing the Local Budgets in Romania

This paper aims to provide a short analysis of the procedure for public financial resources allocation throughout the country to supplement the local budgets. Is there a proper, objective and balanced distribution of public funds among the Romanian counties? Does any county face disadvantage by the allocation of amount from certain state budget revenues? An unequal, irrational economic development within a country results in changing the equilibrium and influences the overall balance and the individuals of the state. Local budgets are highly dependent on the funds they receive from the central budget. Very few local communities contrive to generate sufficient revenues by their own. Balancing local budgets is a necessity, but the balancing procedure suffered many legislative changes. Inadvertency consists not necessarily in the procedure of distribution of public money, but in the efficiency and effectiveness with which they are used locally.

The purpose of this analysis is to assess the financial and budgetary performance of an administration. Therefore, the performance of the central and local administration is strongly connected to the capacity of controlling the expenses and to ensure the resources to cover it. Taking into consideration the economic crisis conditions, this performance can easily be turned into counter-performance, especially when the central and local authorities do not act in due time.
