According to the authors, the main instrument is the reduction of the corporate profit tax, which depends on the level of innovation susceptibility achieved by the enterprise. The higher the level of innovation susceptibility, the more tax benefits you can get. At the same time, a study of modern economic mechanisms for building the country's intellectual potential has shown that the main condition for obtaining commercialization of R & D results. And also affect: the rate of bank interest, the level of taxation of profits of industrial companies and incomes of citizens, the size of the tax rate on transactions with securities, etc. Currently, the issue of competitiveness is increasingly acute for the domestic commodity producer due to the influence of integration processes. However, the driving factor of the innovative development of the economy is: the potential for the development of knowledge, the potential for generating knowledge, the potential for the dissemination of knowledge and the potential demand for knowledge. Peculiarities of economic development on the basis of innovation and innovation potential

Increase and progress in formation of innovation potential of economy (companies, firms) hold important place in raising its competitiveness. Because innovation potential plays a leading role in production of science-intensive products, realization of innovative investment projects, formation of human (intellectual) capital and securing steady development tendency in economy. The article has been dedicated to elucidation of knowledge economy and components of innovation potential. The main purpose here is explaining components of innovation potential, defining their mutual relation with other potentials, systemizing various approaches developed today and defining their importance in formation of knowledge economy.

Innovative Potential in European Countries: Analytical and Legal Aspects

Purpose: This paper aims to assess the innovation potential of Eastern European economies based on country's ability to export high-tech goods and services, which means innovating beyond the country's needs. Design/Methodology/Approach: We use analytical economic methodology to explore innovative potential of EE (Eastern Europe) countries as correlation-regression analysis. Findings: The study found that the innovative potential of the economy of EE (Eastern Europe) countries depends on the state’s expenditures on innovative research and development, the number of scientists and the level of financing for technical cooperation. Practical Implications: The negative factors that influence the formation of innovative potential are identified. The use of intellectual property rights by EE countries is inefficient and does not ensure the development of innovative potential. Patents for research and development of residents as well as non-residents do not ensure the progress and effectiveness of the innovative potential of the economy. The export of ICT services negatively affects innovative potential, however it is not a significant factor influencing innovative activity. Originality/Value: With this article we show that financing technical cooperation in EE countries does not lead to the development of innovative potential, that is, it is inefficient. Creativity as a Stimulant of Socio-Economic Development of the Podkarpackie Voivodeship

In social and economic development, significance is primarily attributed to endogenous resources. The local conditions should play a key role in it. One of the characteristic features of the region and at the same time a key one is human capital which conditions the occurrence of creative capital. In the paper, creativity-as a resource appropriate to people, a feature of the individual-its potential for creative achievements currently or in the future will be analysed through the prism of creative capital. The aim of the article is to evaluate the conditions for the development of creative capital of the Podkarpackie municipalities in the context of their social and economic development. The evaluation will be made in regard to human resources. In order to achieve the goal of the study, the literature of the subject was analysed, numerical data published by the Central Statistical Office was used, and empirical studies were carried out in the offices of the Podkarpackie municipalities. The results of the conducted research showed that there are conditions favourable to the development of creative capital in the region. The majority of the inhabitants of the Podkarpackie Voivodeship municipalities saw the importance of creativity for the development of the commune.

Peculiarities of formation of the country’s innovative environment based on complex analysis of resources of innovation

Purpose. To study the regularities and tendencies of the influence of institutional factors on the country's innovative potential in order to determine the ways of its increase on the basis of studying the indicators of "input" of the level of development of the institutional structure of the country's innovative potential and develop a conceptual model for the effective functioning of the innovation environment. Methodology. In solving the tasks, the following methods were used: scientific abstraction-in determining the main problems of the development of national innovation systems; critical analysis, generalization, systematization-to evaluate the effectiveness of innovation policy of countries and to compare them; ranking and statistical analysis-to determine the relationship between individual indicators of the global innovation index and the level of development of the country. findings. The ranking of European countries by the main indicators of innovation resources has been carried out in terms of the effectiveness of conducting and using research and development. The "bottlenecks" which constrain the increase in Ukraine's innovative potential are determined based on the analysis of the "input" indicators of the institutional structure development level of innovation potential. A high degree of dependence of the country's economic development on its innovative potential is dem onstrated. The main directions of increasing the innovative potential of Ukraine on the basis of effective management of innova tion resources are formulated. It has been proved that the factors of the environment, namely the political and economic crises, caused by conducting an antiterrorist operation in the east of the country, are not those that inhibit its innovative development. The main directions of increasing the innovative potential of Ukraine on the basis of efficient management of innovation resourc es are formulated. The conceptual model for the effective functioning of the innovation environment, which is aimed at increasing the intersectoral coordination of its subjects in order to adapt them to the actual conditions of a country's development, is deve loped. originality. The peculiarities of the formation of the laws of innovation development on the basis of complex comparative analysis of the indicators of the "input" of the level of development of the institutional structure of the country's innovative poten tial have been established, which has allowed identifying the factors that are determining in increasing the innovative potential of Ukraine and, on this basis, developing a conceptual model for the effective functioning of the innovation environment. Practical value. The obtained results allowed formulating the main priority directions of development in the field of innovation management taking into account neutralization of the "bottlenecks"of the country's innovative potential.

In spite of the positive social climate, personnel and material capacities for the development of innovative activities, the results in our country are not satisfactory. This indicates that there is a need to detect and remove the barriers which prevent faster development of innovative activities. Stimulating Creativity Methods And Innovative Performance In European Countries

A widely debated topic during the last decades focuses on the companies' opportunities to acquire corporate competitiveness due to research, innovation and development. Thus, in the context of increased competition and current global challenges, fostering creativity and innovation is a way to boost economic growth and welfare of European countries. New and original ideas, skills, competencies and innovations they all could enable to achieve competitive advantages. Creative ideas and innovative solutions are crucial for the European countries in order to overcome the current economic crisis. This paper aims to study the impact of stimulating creativity methods used by companies on innovative performance of the country. The study is based on identifying correlations between using stimulating creativity methods -such as brainstorming sessions, financial incentives for employees to develop new ideas, job rotation of staff, multidisciplinary or cross-functional work teams, non-financial incentives for employees and training employees on how to develop new ideas or creativity -and, by the other hand, innovative performance of European countries, synthetically expressed by Summary Innovation Index. It also quantifies and scales the intensity of influence using each stimulating creativity method. The results of this study can be a real help for companies to identify the most appropriate stimulating creativity methods in order to increase the innovative performance. Thereby, the main output of the study consists in the fact that using the most effective methods of stimulating creativity the companies will be able to increase their innovative potential and they could obtain long-term competitive advantages.

The Importance of Creativity for Romanian Entrepreneurs

Today's competitive world and climate, requires entrepreneurs to transform their businesses and to introduce a lot of new products or services, in order to maintain the market position. The most important aspect for a successful entrepreneur is and will be always creativity. In this paper we present the results of the questionnaire that we applied on a number of 50 Romanian entrepreneurs in order to find out if they consider that creativity is an important factor for the organizational growth and what methods they use for encouraging creativity within their organization.

This study presents a comparison between the concepts of CREATIVITY and INNOVATION and their connections of cause and effect type. Taking into consideration that the goal of Lisbon Strategy (also known like "Lisbon Agenda" or "Lisbon Process") is to make the EU "the most dynamic and competitive knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion, and respect for the environment by 2010. Translation of the Lisbon Strategy goals into concrete measures led to the extension of the Framework Programmes for Research and Technological Development (FPs) into FP7 and the Joint Technology Initiatives (JTI). Romanian policy concerning the scientific research and innovation is taking into consideration the necessity to retrieve the lagging in comparison with western Europe.
