Using Environmental Performance Index to assess regional resilience in Romania

Peculiarities regarding environmental protection in Romania. Regional analysis

A sustainable development cannot be achieved without strategies and policies aiming to preserve the natural resources and ecosystems. Along with collective actions, increasing the level of general awareness regarding environmental protection, nowadays, in the context of the actual environmental crisis, is almost mandatory also at individual level. In our study, we analyzed the evolution of perceptions related to the priority given to environmental protection in the eight development regions of Romania, using data from World Values Survey (waves 1994-1998; 1999-2004; 2005-2009; 2010-2014; 2017-2020). The entry data showed an interesting evolution of these perceptions and highlighted two regions with significant levels of concern towards environmental protection: West and Bucharest-Ilfov. We also attempted to identify if there are different regional patterns regarding the actions for protecting environment, i.e. the expenditures for environmental protection, the active involvement in ecological movements, the behavior towards municipal waste recycling, existence of green spaces, as indicators of the level of concrete participation in pro-environmental activities, in relation to the average personal incomes and spending. In this regard, we applied the Principal Component Analysis and the Hierarchical Cluster Analysis, as a complementary measure for the first one. The results showed major differences between the eight regions of Romania, observing that the ones with high values of medium personal income and spending also register high levels of involvement in environmental protection. The major differences were observed between Bucharest-Ilfov, on one hand, and, North-East, South-Muntenia and South-West Regions of Romania, on the other hand.
A Review of the Actual State of Environmental Performance of Romania - Epi 2012

The paper objective is to review the EPI 2012 results and analyze Romania performance and ranking. We detail the ranking status for Romania on different levels of aggregation. We also emphasize the new features and methodology chances available for the 2012 ranking. The paper also presents some cases of asymmetries between EPI 2012 and other development measurements, presenting some cases of countries scoring different across those rankings.

Socioeconomic development and consumption are among the key drivers of environmental degradation. Legal measures and the appropriate funding are required to effectively protect the natural environment. The aim of this study was to analyze the dynamics of changes and spatial differences in the measures undertaken to protect and improve the quality of the environment. A set of indicators for evaluating environmental performance was developed and tested on Poland as an example. The relevant data are publicly available in statistical databases. Proposed indicators can be modified for use in other countries by incorporating country-specific characteristics. The environmental protection activities implemented in Polish voivodeships at the Nomenclature of Territorial Units for Statistics (NUTS) 4 level (counties) in three financial frameworks (2004–2006, 2007–2013 and 2014–2017) were analyzed against the base year (2003). A total of 27 variables divided into four categories were analyzed: (1) water and wastewater management and water conservation, (2) waste management and protection of the Earth’s surface, (3) air pollution and climate control, (4) nature conservation and promotion of pro-environmental behaviors. A Synthetic Indicator for Evaluating Environmental Performance (SIEEP) was developed based on the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. Based on the arithmetic mean and standard deviation, the analyzed counties were divided into four typological classes reflecting the values of the SIEEP. The research showed that the implementation of environmental protection measures financed from public funds minimizes the negative impact of human activities on the environment. Positive changes in the values of the analyzed variables and a steady increase in the number of counties with high values of the SIEEP testify to the above.

The evaluation of the environmental quality concerns the analysis of the physical, chemical, biological and statistical features that allow the scientists to classify a territory in a certain category or hierarchic scale. In the model used in this study, the environmental quality was assessed at the administrative unit level (county), as a result of the interaction of different components. Fifty indicators were selected and included into 6 major groups based on several factors (natural hazards, air quality, biodiversity, water quality, human health, soil quality, economic activities) that increase the communities' susceptibility to different negative aspects concerning the environment. Each indicator was classified on a scale from 1 to 5 (1-very good…5-very weak). The sum of the indicators was reclassified according to the same model, until the total environmental quality was finally determined. The analysis of the environmental quality on a departmental level provides the opportunity to identify the regions that need to be allotted financial resources in order to diminish the negative impact of the disturbing (anthropic and natural) factors. At the same time, by focusing the research on the most vulnerable counties, a more detailed analysis has revealed the most vulnerable administrative units (towns and communes).
Measuring of Environmental Performance Index in Europe
The paper demonstrates how indices of Environmental Performance Index (EPI) is constructed through the calculation and aggregation of nine categories reflecting national-level environmental data. This study uses the most recent performance and trend data in order to consider the evaluation of indicators affected on Environmental Performance competitiveness in Europe. Selected methods of multivariable objects hierarchy and classification have been used in the study. A wide range of the most important and most often used Environmental Performance assessment indicators based on a basic systemic classification of environmental potential will also be presented. High correlation between Environmental Performance and Human Development Index suggested that the analyzed countries should improve environmental health and ecosystem vitality to improve the overall long-term sustainable development. In other words, improvement in the partial competitiveness of a country empowers growth in its long-term environmental competitiveness. This article attempts to detail a methodology for constructing an EPI for the country and based on the EPI scores, rank the states and demonstrate commendable achievement regarding the most effective indicators of environmental sustainability and development.

The present study aims to present, evaluate and identify the factors required to measure the prosperity and sustainability of Romania’s economy over the specific period 2000–2020 in light of sustainable regional development assessments, and examines how the main factors—as considered by the authors—may be integrated into regional development policies. The focus throughout the study is on the need to permanently support the development of Romanian regions in direct relation to the sustainable indicators presented within the model—through the use of data from empirical analysis—which are measures of Romania’s economic prosperity and long-term economic growth. Therefore, the study intends to assess the progress of each region of the country, showing the evolution and selection of factors that are related to sustainability, namely, child survival, poverty and education, with implications for regional development strategies and local initiatives that must promote wider sustainable region...
Environmental Quality as a Decisive Variable in Shaping Regional Development Policy

The article examines the impact of environmental quality on shaping the development policy of Polish voivodeships. The main analytical tool used was the synthetic index of environmental quality, compiled by means of the Perkal method. It was constructed in order to organize Polish voivodeships in terms of environmental quality, which was determined in a comprehensive way on the basis of three thematic areas: advantages of the natural environment, the level of pollution (degradation) of the environment as well as active protective activities. The obtained values of synthetic measures were then compared to the level of economic growth of Polish regions. It was necessary in determining which voivodeships perceive the quality of the environment as the main factor enhancing their economic growth, and which treat it as a barrier to economic development.

The European Union Regions of Development are characterized by substantial social, economic, and territorial disparities. There also recorded large economic disparities between rural and urban areas. The Romanian rural areas includes: 2860 communes, 12,956 villages, representing around 90% of the Romanian territory and 45 % of its population. It has the main agricultural and forestry resources and over 9.6 million inhabitants. Of these, 506 communes and 2414 villages are located in the 6 counties of The North East Region of Development, one of the poorest regions of development within European Union. This paper is focused on the regional development issues in the rural areas of this region and is aimed to evaluate the resources that haven’t been enough capitalized in this region and to indentify solutions to improve the socioeconomic situation in the next years, through a balanced development strategy.
