Integrating Tourism into Sustainable Urban Development: Indicators from a Croatian Coastal Community

This case study gives an example how the cities of post-socialist Croatia could use urban indicators for monitoring and measuring the progress toward sustainability. Such information would enable planners and decision makers to formulate redistributive policies and programs addressing some of the disparities that exist in a post-socialist city. It focuses on the current situation in the emerging Croatian coastal city of Zadar, which reflects the diversity of the post-socialist urban change in a very fragile Mediterranean landscape. It describes the participatory approach through which different local communities were evaluating the quality of life based on five basic pillars of sustainability. Through direct participant involvement and in-depth interviews, the research team has managed to develop a structured and multilayered GIS database suitable for decision makers at the city and local levels. The conceptual implications of the findings contribute to rebuilding of "bottom-up" participatory approach in the process of creation and management of urban spaces.

The paper aims to consider the development and evolution of the tourism in Croatia and its economic and social impact. Croatia can be considered an interesting case study dealing with the relationship between tourism and sustainable development. Previously, the development of tourism sought to meet the aspirations of entrepreneurs for quick profits rather than to be sufficiently concerned about preserving natural resources, thus wasting the resource base and permanently reducing the landscape value. The tourist product of the Republic of Croatia is still based exclusively on the mass offer principle. Significant efforts have been invested recently in the creation of a new tourist offer which has to contribute to the recognisibility of the Republic of Croatia on the world tourist market, as an eco-tourist destination with a unique offer, oriented towards preserving the environment, climate, sea, and the traditional way of life of the local community. While developing its tourism, every tourist destination must be ecologically oriented in order to obtain a stabile ecological balance in both sustaining and prudent use of its environment. According to this, economical consumption of poor goods is understood, together with its orientation towards the renewable energy sources. In order to promote sustainable development of a tourist destination, the strong cooperation between local authorities, tourism boards and authorities entitled for environmental protection is an absolute priority. It is noted that because of the insufficient education and information, along with large initial costs, neither a satisfactory organization of environmental protection, nor the submitting or the application of the reports on environment and on renewable energy sources are possible. The purpose of the study is to analyze the awareness of the need for the ecologically oriented management concept in the four and five star hotels in Istarska and Primorsko-goranska County. The aim of the paper is to provide concrete and useful information to the hoteliers and further more to the business environment, in order to emphasize the importance of environmental protection in achieving sustainable development of tourism destination.
Environmental impacts of tourism on the eastern Adriatic coast. The case of South Dalmatia, Croatia

Tourism in Croatia is considered as one of the most important economic activities and records more than 16,000.000 tourist arrivals and 78,000.000 overnight stays, mostly in the narrow coastal zone. Orientation to coastal tourism caused intensive socioeconomic, environmental, demographic and sociocultural implications, similarly to other South European destinations, but the character of development was different due to socialist political and economic system and the War for Independence (1991-1995). This paper investigates the life cycle of tourism in South Dalmatia and its environmental implications. Goals of the paper are: (1) to investigate the life cycle of South Dalmatia, (2) to determine physical impacts of tourism, and (3) to examine the attitude of the local population towards environmental impacts of tourism. Physical impacts of tourism were analyzed using the change in the number and structure of dwellings 1971-2011 and the increase of constructed settlements since early 1970s.

Rural areas, because of their special features, require a carefully planned tourism development which should be based on principles of sustainable development. Besides economic characteristic, these areas are characterized by demographic problems and by the abandonment of traditional economic activities such as agriculture, animal husbandry and forestry. Republic of Croatia is highly tourism-oriented country but more than 80% of this tourist traffic is carried out in coastal parts of the country and on islands along the Adriatic coast. Since the 1970s, rural settlements in these coastal areas are recording a shift in terms of major economic activities of the local population. In fact, tourism generally becomes the main source of local population's income, either directly or indirectly. However, completely different situation is taking place in continental rural areas of Croatia, and those inland areas are the research object of this paper. The growth of tourists' interest for visiting these very areas has encouraged the residents of inland villages to the new development and new entrepreneurial orientation-tourism. This general trend worldwide indicates a growing demand for services and facilities that are connected to tradition and to typical and authentic rural experiences but at the same time it emphasizes the need for sustainable development and the protection of resources.
Implementation of Green Infrastructure Principles in Dubrovnik, Croatia to Minimize

Increasing development pressure on the Croatian coastal zone has lead to environmental degradation due to a lack of appropriate strategies and policies in promoting well-planned and managed urban areas. Research has shown that six coastal cities have been facing problems connected with climate change (storm waters, floods, soil erosion and urban heath). Key elements of urban sustainability, in spatial context, are based on a balanced relationship between built and open urban spaces on one hand and connectivity between urban open spaces and between such spaces and surrounding landscapes at the regional scale (principles of urban green infrastructure). Detailed research based on comparative analysis shows that ecological problems have to do with unbalanced urban morphology in Dubrovnik (disappearance of green areas as absorptive surfaces and loss of connectivity). The findings offer a possible conceptual solution on applying the principles of green infrastructure, where the preservation and linkage of ecologically valuable green areas within urban fabric is crucial. These areas are planned as multifunctional spaces; they are important for biodiversity, urban morphology, and urban social life, as well as for mitigating the consequences of climate change.

Croatia has a set of cultural, historical and natural attractions and also has a great tourism potential needed to be supported by the sustainability concept of tourism development. Current Local Agenda 21 processes emphasize a cooperative approach to identifying the community's goals for tourism. Article present example of sustainable regional project in Croatian tourism on the Town of Rovinj. In spite of difficulties involved in trying to find an acceptable definition for sustainability in Croatia, the example present how society develops along sustainable principles.
Sustainable Local Development Potential of the Elaphites, Croatia

The Elaphites comprise the archipelago of 13 islands, among them eight larger and five smaller stretching northwest of Dubrovnik in the Adriatic sea. The islands are covered with characteristic Mediterranean evergreen vegetation and attract large numbers of tourists during the summer due to their beaches and pristine nature. Only the three main islands are permanently inhabited, supporting a modest tourist industry. The diffuse hotel model („Albergo Diffuso“) is defined as creating visitor accommodation by reusing and restructuring existing houses, which must be located within an inhabited town center and therefore has multifold economic, social and environmental benefits for local communities.
