their language and traditions, the leading ethno-cultural position in the country has still belonged to Azerbaijani Turks from the Middle Ages. As we know, in the VIII and X centuries Arabic language was the language of science, Persian language was the language of poetry and Azerbaijani language was a universal language. At the beginning of the XIX century, after the integration of northern Azerbaijan to Russia, the intellectual layer of the population was encouraged to learn Russian as well asthe Arabic and Persian languages. So, we come to the conclusion that language is a social phenomenon. If biological factors lead to the formation of language, subsequent development of language depends on social factors.

The end of the 19th century and the beginning of the 20th century, characterized by the expansion of enlightenment, development of education, press and art in Azerbaijan, marked by many cultural events, went down in history as the formation of national thought and national statehood. But these facts have been ignored for many years, and were presented from a subjective and biased point of view during the Soviet times. However, the cultural heritage of that period, especially the reforms implemented in 1918-1920 to give equal rights to all citizens, regardless of ethnic, religious and political affiliation, gender, state attributes and reforms in education, science and culture, restored the state independence of the Azerbaijan people. In this sense, the study of cultural processes and modernization in Azerbaijan, including cultural reforms during the Azerbaijan Democratic Republic (1918-1920) is relevant both in the terms of studying historical experience and the successful implementation of cultural construction and integration into the world in modern times. The main purpose of the study is to explore the cultural basis of the process of historical renewal and modernization in Azerbaijan, to use the results of this experience in building a modern democratic civil society. The cultural analysis of modernization processes in Azerbaijan became the object of research in the article and the problem was evaluated from the standpoint of East-West conceptual ideas, the logical results of the enlightenment process resulting from the establishment of the Republic were summarized and the main directions of cultural construction in the republic were highlighted.

International Journal of Social and Economic Research , 2014
Mongolian language is the language of a part of QipcaqPlateau, which later with Changiz khan's reign and strengthening of these peoples, Mongol name generalized by tribes of under attack territories, to all people with Turkish language. With reign of Changiz and it's successors, the high number of Turk tribes permeate in the Mongol military and gradually cause to prevail the majority language(Turkish) on minority (Mongol), and gradually influence on culture and tongue of conquered territories. One of significant example of these effects is Azerbaijan, which the invasion of Turk and Mongol people and their domination on government and ministries lead to gradually replace the ancient Azerbaijani language by invader's counterpart. In this paper we try to consider the piecemeal entrance of Mongol vocabulary and piecemeal replacement of Turkish vocabulary with it's counterpart in Iran and Azerbaijan.

Azerbaijan lies in an extremely propitious position between the Caucasus and the Caspian Sea, and has always been an important stop along the Silk Road, and a melting pot of languages and cultures. Many ethnic, religious and linguistic groups passing through or settling in the territories of present-day Azerbaijan historically came into contact with local communities, hence contributing to this linguistic mosaic. Investigating languages of Azerbaijan is interesting and important not only from the linguistic point of view. It also bears a sociocultural value in that it can offer a new perspective on studying these languages from the standpoint of their vitality and maintenance. This volume offers new data and highly valuable insights into various linguistic and sociolinguistic aspects of the East Caucasian, South Caucasian as well as the Iranian varieties spoken in Azerbaijan.
