The Efforts of Handling Transportation Problems in DKI Jakarta Through Sustainable Transportation Policy

Transportation problems in Jakarta are very complex. There are three common problems occuring, such as uncontroled numbers of private vehicles, poor and unreliable condition of public transportations, and indisciplined behavior of road users. This study discusses the efforts to handle transportation problems in Jakarta using the concept of sustainable transportation. Using qualitative research method, the results of the study showed that there are some efforts that had to been done in shortterm, medium-term and long-term in accordance with the concept of sustainable transportation. In short-term, the efforts are the implementation of direct services and the organizing of public transport. In medium-term, the efforts are the construction of the MRT and LRT, and also the arrangement of pedestrian lanes. Meanwhile, in long term, the government must integrate the spatial policies with transport policy and establish special authority on Jabodetabek transportation. The results also suggest that there are urgencies to have a shift in the paradigm and mindset of both central and local governments, from transportation policies that favor for private vehicles into policies that favor for public transport, as well as the courage and commitment of the provincial government of DKI Jakarta to implement the efforts gradually and sustainably.

Traffic congestion has existed in urban areas since many years ago. Transport infrastructure and congestion issues are high on the agenda of such urban problems and reinforce the need of broader view in tackling urban transport problems than hitherto generally employed. Road widening and new road constructions are very difficult to be implemented in urban area. Due to the inadequacy of public transport and high critical level of congestion in Jakarta Metropolita n Area (JMA), implementing sustainable transport for urban future transport improvement is necessary. Critica l transport situation in JMA have arisen the importan ce of implementation integrated transport system to increase people accessibility. Therefore, this rese arch is conducted to identify strategic issue in in tegrated transport system at operational and policy level to wards sustainable mobility, transport equity and do or t door service. According to research aim, author use s explanatory case study to build an understanding about current situation. Result of the research indicates , integrated transport system is not fully implemen ted yet and it found a lot of missing links and barriers in integrated transport system attributes. Moreover, transportation planning at national to local level is not synchronous which has impacted to the implementation of integrated transport.

Transportation System Development and Challenge in Jakarta Metropolitan Area, Indonesia

Jakarta Metropolitan Area has been facing problem in terms of congestion and its chain effect, namely time value loss, high fuel consumption, and high greenhouse gas emission. The problem is caused by many factors, namely high population, high use of the private vehicle, inadequate current public transport supply, urban sprawling, etc. The government, both City and National Government has been formulating and implementing a plan to develop sustainable transportation that serves the citizen of Jakarta Metropolitan Area. Transportation Policies for Jakarta's Congestion

Traffic congestion in DKI Jakarta Province has become a very distressing problem. Due to the increasing number of vehicles and people's mobility, nowadays Jakarta is constructing more road infrastructures in several areas. To overcome the problem, DKI Jakarta needs quick and proper improvements involving various related parties. In the meantime, public's perception towards the policy of urban transportation system, especially in Jakarta, tends to classify certain party in which it leads to the users of private vehicle, and neglects the interest of people who mostly use public transportation. The aim of this study is to determine the most relevant policy on transportation system to overcome the congestion problem in DKI Jakarta. This study used qualitative research with Delphi method. Through the method of purposive sampling and quoted sampling, the writers found five informants from related agencies and experts, then Focus Grup Discussion (FGD) was conducted. Towards Sustainable Transportation: Identification of Development Challenges of TOD area in Jakarta Metropolitan Area Urban Railway Projects

Transit-Oriented Development (TOD) becomes one of sustainable transportation concepts that have been implemented around the world to overcome the transport problems in certain area. This paper aims to identify and to explain general challenges encountered by Jakarta Metropolitan Area (JMA) in the process of adopting TOD. The study is expected to explain the local context discourse and important elements of the TOD area development. The study utilizes a qualitative approach, by applying both primary and secondary sources. The primary data was obtained from in-depth interview in 4 (four) Focus Group Discussions (FGD) conducted from October 2017 to July 2018. The secondary data was acquired from literature reviews, institution reports, and existing policy review. The study observed 5 (five) TOD project currently developed by the private and public sector, such as TOD Dukuh Atas, TOD Ciracas, TOD Cikoko, TOD Pasar Senen, and TOD Tanjung Barat. It is found that the challenges of developing TOD in the case studies comprise 4 (four) important elements, such as regulation, planning and design of TOD, institutional issues, and funding. In this early stage of developing TOD, Indonesia, specifically JMA, still has ample in understanding the challenges of implementing TOD.

Acceleration of Integrated Public Transport Management: Study on Bus Rapid Transit Management in DKI Jakarta

We analyse the acceleration of integrated public transportation management in DKI Jakarta. Here we focus on the case of Bus Rapid Transit (BRT) or called TransJakarta. In this study the qualitative research methods are used through post-positivism paradigm. We collect the data through observation, interviews, and literature studies. We found that the acceleration of BRT-based integrated public transportation management in DKI Jakarta can be well carried out if each stakeholder understands and implements the transportation management system that has been approved whether it is for planning, organizing, or supervising. ROAD-BASED PUBLIC TRANSPORTATION REFORM: COMPARATIVE STUDY BETWEEN SEOUL AND JAKARTA

In July 2004, the Seoul Metropolitan Government introduced a wide range of reforms to its public transport system: The most significant change Seoul considered while restructuring the bus system in 2004 was the implementation of a joint public management system. The partnership that formed between the Seoul government and private bus companies resulted in many benefits for everyone involved. The implementation of transportation reform helped Seoul establish a human-oriented transportation system as shown in the modal split of its public transport reaching 64.3% (2010), stepping up the city's transportation and global competitiveness. Inspired by the success story of the bus reform policy in Seoul, Jakarta Capital Government initiated the bus reform in 2017. The implementation of the policy is challenging, the progress is very slow and the actors are blaming each other in causing the slowness. However, an early evaluation of the current progress of the bus reform policy in Jakarta is satisfying both users and operators. This paper will describe the public transport reforms in Seoul using a qualitative case study method, assess their impacts on Public Transport services based on the guidebook in evaluating the public transportation, indicate the key success of the reform by deepening observations and to what extent Jakarta can adopt it. The research will also examine the bus reform policy in Jakarta using the stages of the policymaking process. The writer expected a result of finding significant steps of Seoul experience in public transport reform, describe the current policy in Jakarta's bus reform and construct a package policy recommendation for DKI Jakarta's government in public transport reform to optimize the impact of the policy.

The Exploration of the Sustainability of Urban Transport in Medan, Indonesia

It is widely agreed that sustainable public transport is important for developing cities. However, there is a wide variation in definition of sustainable public transport. Thus, this article has an aim to explore the sustainability of urban public transport in the city of Medan, as one of the main cities in Indonesia. Based on rigorous literature, it can be deduced the red line of the definition of sustainable urban transport. Based on the data of urban transport and its social demographic of the city of Medan, it can be concluded that the urban transport in Medan is not sustainable in many facets. In addition, the comprehensive urban transport planning to reach and to shape the public transport in Medan has been proposed.
