he National Youth Service Corp added Skills Acquisition and Entrepreneurship Development (SAED) to its programmes to equip youths with the right mental attitude, knowledge, and skill set for selfemployment. However, research reports question the effectiveness of SAED programme relative to stated objectives. A mixed design of observation and quasi-experiments were adopted to collect data for study. With the use of an analytic rubric, the observation data were analysed and with the use of percentage the quasi-experiment scores were compared. The results showed poor performance in every segment of every stage in implementation. The quasi-experiment results showed reduction in self-employment intentions. This research examined graduates’ unemployment reduction in Abuja, using the NYSC’s Skill Acquisition and Entrepreneurship Development (SAED) Programme as a case in point. The study adopted a descriptive approach, and anchored on the Oxenfeldt’s refugee effects theory which states that unemployment drives youth to self-employment. The study revealed that SAED programme has contributed to 35% business employment for those who completed the post-camp training. Findings also show that corps members participate in the in-camp training. However, there seems to be a very sharp decline in participation between the in-camp and post camp segments of the programme as very few participates in the post-camp exercise where the main skill acquisition training is expected to take place. The reduction in number in the post-camp training is occasioned by some challenges ranging from unconducive training/seminar venues, attitude of trainers, inadequate time etc. which leads to loss of interest in the...

Therefore, entrepreneurship training should be part of programmes of National Youth Service Corps (NYSC) in Nigeria to make the fresh graduate self-employed after a year mandatory programme to serve their father land. The National Universities Commission (NUC) should mandate all Tertiary Institutions in Nigeria to create Entrepreneurship development centre and put in place two compulsory courses on entrepreneurship for all undergraduate students' irrespective of their discipline. Ph.D. Thesis, 2021
ABSTRACT For more than a decade, tertiary institutions in Nigeria have implemented numerous entrepreneurship development intervention programmes yet these interventions seem not to deter graduates from pursuing white collar jobs. This study examined student experience of entrepreneurship education as drivers of entrepreneurship skills acquisition in Lagos and Ogun States Universities. Three theories underpinned the study: Theory of Experiential Education, Skills acquisition Theory and Theory of Entrepreneurship. A convergent mixed method research design was adopted with a population of 26,830 final year students and 8 directors of entrepreneurship development centers. The multi-stage sampling technique was used to select 2,394 final year students and 6 directors of entrepreneurship development centers as sample. Instruments that were used for data collection in the study include: key informant interview guide, teaching-learning resource checklist, students’ support checklist and a researcher constructed questionnaire titled, “Students’ Experience of Entrepreneurship Education and Entrepreneurial Skills Acquisition Questionnaire (SEEEESAQ)”. The study was guided by eight objectives, eight research questions and eight hypotheses. Data were analysed using Frequency count, mean and standard deviation while Pearson Product Moment Correlation and Multiple Regressions were used to test the hypotheses. Qualitative data were transcribed and analysed in narrative form using the verbatim reports, emerging themes and patterns. The results showed a high level of entrepreneurship skills acquisition among the students; and student experience of entrepreneurship education significantly predicted entrepreneurship skills acquisition. Teaching Quality was also found to have the strongest relationship with entrepreneurship skills acquisition. Among others, the study found no significant difference between entrepreneurship skills acquisition of students in public and private universities. Based on the findings, the study concluded that sustained entrepreneurship skills acquisition requires a collaborative approach wherein the universities, faculties, lecturers and students are active participants and co-producers of graduates that are skilled to create value for self and other citizens. The study recommended that a broadened and sustained policy commitment on entrepreneurship programmes should be reinforced in Universities. As part of the measures to deal with the rate of youth unemployment in Nigeria, entrepreneurship programmes were incorporated into the National Youth Service Corps (NYSC) scheme, which was initially meant to promote common national awareness among graduate youths. While this experiment created a problem due to the NYSC posting policy, the empowerment programmes face other challenges that constrain their outcome. The posting policy privileged the allocation of graduate youths to work establishments where many of them are either under-utilised or incompetent. The NYSC empowerment programmes, on the other hand, grappled with the problems of corruption by job empowerment agencies, the negative attitude of corps members towards vocational and technical skill acquisition and inadequate resources to assist corps members who want to put their business plans into practice. The present paper concludes that the NYSC posting policy and empowerment programmes offer corps members little chance for the acquisition of relevant skills needed for self-development and is unable to properly address the problem of unemployment in Nigeria.

The sample was divided into different strata based on factors such as academic discipline, year of study and host institution. From each stratum, a random sample of respondents was selected to ensure representation across different programs and academic levels. Meanwhile, a 40-item validated instrument titled: Evaluation of Undergraduates' Entrepreneurial Skills Acquisition Survey (EUESAS) was employed for data collection. The instrument was tested for reliability using Cronbach Alpha with a reliability index of .91. Data collected were analysed using mean and standard deviation in order to answer the research questions. The results indicated that the level of entrepreneurial skills acquired by undergraduates in public universities in Ebonyi State is generally "Very Low"(X<2.0); the entrepreneurship training facilities and programs offered in developing skills of undergraduates in the studied universities were generally inadequate (X>2.0<3.0); the study also reveals that both academic and environmental factors contribute to ineffective entrepreneurial skills acquisition among undergraduates in the state (X>4.0). Above all, the strategies were strongly agreed upon to enhance undergraduates' acquisition of entrepreneurial abilities in public universities (X>4.0<5.0). It was however concluded that the study revealed a very low level of entrepreneurial skills acquisition among undergraduates in public universities in Ebonyi State, Nigeria, due to inadequate entrepreneurship training facilities and programs, as well as academic and environmental factors. It is therefore recommended that there is an urgent need for universities to improve the quality of entrepreneurship education and provide adequate support systems to enable undergraduates to acquire necessary entrepreneurial skills for self-employment and wealth creation.
