Accountability/Public accountability explains both external (vertical) and internal (horizontal) dimensions. External accountability requires state of openness to scrutiny by the public or outsiders, such as international organizations, nonprofit organizations, etc. Meanwhile, internal accountability involves the use of state institutions to limit incentives for corruption. In sum, accountability is the state of being accountable for one's action. Concept of Accountability in Governance: Any study on the concept of accountability carelessly saddled readers with a lot of confusion due mainly to the endlessness and personalized justifications that concerned authors usually display. Accountability is used as an alternative for many loosely defined political desires, such as good governance, transparency, equity, democracy, efficiency, responsiveness, responsibility, and integrity (Behn 2001: 3-6; Dubnick 2005). The pursuit by scholars to come up with their own definition of the concept of accountability created what Bovens (2007) called "disconnection." This is to the extent that chapters in a book on accountability do not agree on what the definitional core of accountability should be. Hence, readers are left with the choice of drowning in the ocean of confusion in the quest to find solution to an already complicated academic expedition. Over the past decades, accountability and performance have been central in public sector management. Accountability is important for effective performance in the public sector, because both elected and nonelected officials need to show the public that they are performing their responsibilities in the best possible way and using the resources provided to them effectively and efficiently (Apeloko 2016a, b). Liberal conception of politics as allocation of values supports the fact that governance is the process and mechanism through which scarce resources or societal values are allocated without putting the principle of equity, justice, and fairness at peril. The government of South Africa uses citizens’ tax money to procure products to meet citizens’ needs (Fourie, 2009) in areas such as education, health, road safety, and transportation. Having public service officials who are accountable will improve public administration and ensure a comprehensive standard of living for its citizens (Auditor-General of South Africa [AGSA], 2017). Whenever a public institution lacks accountability, it will have an adverse effect on a country’s budget and contribute to poverty, unemployment, and criminal activity. This research aimed to develop a framework to ensure accountability throughout public procurement. The aims of this study is to explore the financial and managerial accountability of public sector and its institutionalization. The process of institutionalization was comprehended through the perspective of New Institutional Theory (NIT). A new paradigm for public management, called "New Public Management", has emerged since 1980s that is formed to confront the present problems. This model is originated from the fusion of economic theories and private sector management techniques. The most important particulars of this model are decreasing government size, the decentralization of management authority, the emphasis on efficiency, effectiveness and economy. This paper examines how New Public Management (NPM) impacts on fulfilling different aspects of accountability in the public sector.

This is an introductory course to Public Administration and Management in the public sector. It aims to familiarize students from various disciplines about the nature and profession of public management, with an understanding of the institutional, political, organizational, and ethical context of public management. The course gives equal emphasis to: (1) the theoretical foundation and the intellectual development of public administration as a discipline; (2) the institutions and politico-economic landscapes within which public manager operates; and (3) the skills, techniques, values, and ethics associated with the manager’s and public administrators’ role. Following the theoretical overview and discussion in the first session of the course, students will examine various issues of public administration and managerial practices in real life. Students are expected to develop perspectives about public management strategies and understand the theoretical and contemporary debates surrounding them. The course readings include textbooks, academic journals, articles and case studies of public management in a public organization in the global and national context, with emphasis on Thailand and countries in Southeast Asia. We’ll explore and analyze research studies based on New Public Management and Democratic Governance concepts of the 21st century.
