This chapter 12 studies the social acceptance and socioeconomic effects associated with the development of multi-use offshore platforms, using a theoretical concept in Taiwan as the relevant casestudy. We use a face-to-face surveys together with in-depth interviews with local people and tourists who are currently or will be potentially affected by offshore developments on Liuqiu Island. A choice experiment is deployed to assess the ecosystem services and non-market effects of the platform. The social costs and benefits analysis are adopted to synthesize both market and non-market effects of the platform. The study finds a generally high support for the platform among tourists. The concern mainly focuses on the uncertain environmental impacts and effects on local fishery industry. Neither locals nor tourists view the energy hub which generates most income and jobs as a very attractive option. The Green & Blue concept shows a high environmental nonmarket benefit which amount to 618 million $NT. However, the high investment cost over weighs the positive GDP and environmental gain when comparing the social benefits with investment costs.

This Deliverable presents the results of the economic valuation of climate change impacts utilizing the non-market valuation method of Discrete Choice Experiments. The focus is on the priority nine impact chains for the tourism sector that have been assessed and reported in previous stages of SOCLIMPACT project. The Discrete Choice Experiment surveys were conducted both at island destinations and at the source countries of the tourists. For the surveys at the island destinations, 2,528 tourists in ten different islands were on-site investigated in 2019 by means of in-person interviews following a structured questionnaire that presented a set of policy proposals for counteracting the expected climate change impacts. Tun Sakaran Marine Park (TSMP) is one of an ecotourism areas that has been gazetted as Marine Protected Area (MPA). At the same time TSMP is the resource for a variety of recreational activities such as snorkelling, sightseeing, diving and nature walk. TSMP is gaining popularity as suggested by increasing trend of tourist arrivals from 2007 to 2014. Despite the positive economic benefits tourism brings to TSMP, there is threat of degradation of marine resources if the resources are overuse. Nevertheless, there is no clear boundary between sustainable use and overuse of TSMP. Bugüne kadar Türkiye'de yapay resif alanlarının etkin kullanımı ve paylaşımıyla ilgili ticari balıkçılar, amatör balıkçılar ve yöre sakinlerini ele alan farklı paydaş gruplarının kararları değerlendirilmemiştir. Bu çalışmada, söz konusu denizel alanla ilgili mevcut durum, yapay resif ve deniz rezervi senaryonlarını içeren deneysel senaryolarla paydaşların kararlarını analiz etmek üzere çoklu karar verme sürecinde yaygın olarak kullanılan bir teknik (Analitik Hiyerarşi Süreci) kullanılmıştır. Sonuç olarak, yapay resif uygulaması ticari ve amatör balıkçılar tarafından desteklenmiştir. Ancak amaçlanan yapay resif yapılarının gelecek kullanım hakları ile ilgili görüşler araştırma grupları arasında farklılık göstermiştir. Amaçlanan yapay resiflerin farklı paydaş grupları arasında tahsis edilmesi üç grup tarafından da % 50'nin üzerinde kabul görmüştür. Gelecek çalışmalar için model olacak bu çalışmada yapay resiflerin önemi, potansiyel kullanıcıların yüksek destekleme eğilimiyle ekonomik, biyolojik ve sosyal faydaları ele alınarak ortaya koyulmuştur.
In this paper a Methodology for Integrated Socio-Economic Assessment (MISEA) of the viability and sustainability of different designs of Multi-Use Offshore Platforms (MUOPs) is presented. MUOPs are designed for multi-use of ocean space for energy extraction (wind power production and wave energy), aquaculture and transport maritime services. The developed methodology allows identification, valuation and assessment of: the potential range of impacts of a number of feasible designs of MUOP investments, and the likely responses of those impacted by the investment project. This methodology provides decision-makers with a valuable decision tool to assess whether a MUOP project increases the overall social welfare and hence should be undertaken, under alternative specifications regarding its design, the discount rate and the stream of net benefits, if a Cost-Benefit Analysis (CBA) is to be followed or sensitivity analysis of selected criteria in a Multi-Criteria Decision Analysis (MCDA) framework. Such a methodology is also crucial for facilitating of the implementation of the Marine Strategy Framework Directive (MSFD adopted in June 2008) that aims to achieve good environmental status of the EU's marine waters by 2020 and to protect the resource base upon which marine-related economic and social activities depend. According to the MSFD each member state must draw up a program of cost-effective measures, while prior to any new measure an impact assessment which contains a detailed cost-benefit analysis of the proposed measures is required.
STATED CHOICE VALUATION OF MULTIPLE STAKEHOLDERS IN THE DUTCH WADDEN SEA
A monetary valuation study of marine management in the Dutch Wadden Sea, the largest natural area of the Netherlands, is presented. The study is motivated by a conflict between shellfisheries and large populations of birds that forage on cockles. Different management scenarios are valued using multiple stakeholders, namely Dutch citizens, local residents, tourists, policy makers, and natural scientists. A considerable difference in willingness to pay (WTP) between these groups is found. In addition, the influence of motivational profiles is examined. Estimates confirm the presence of two such motivations, namely, material and moral warm glow. These allow for decomposition and correction of the WTP estimates.
