Development Potentials and Smart Specializations of Polish Regions – book review

The reviewed book is devoted to the issue of smart specialization of Polish regions. Smart specialization are supposed to help to mobilize and fully use regions' endogenous development potential. The book presents the process of identification of smart specializations and their typology. This publication may also play a role of feasibility study, since it provides many detailed information on regions' development potential and plans for the future. The problems of specialization and development potential of regions have reached a new dimension in the context of discussions on how to implement the "Europe 2020" strategy and on what development paths the recovery from recession should be adopted. The emergence of new development incentives, necessary to overcome crisis phenomena requires preparation by regions and countries of the European Union effective mechanisms and instruments to mobilize their development potential. This mobilization, which is of a strategic nature and is described in brief as a "smart specialization", involves the purposeful and innovative use of resources and assets, which will lead to regional economic transformation. Smart specialization should ensure economic development based on endogenous resources, efficient use of available financial resources and innovative management methods. The logic behind the building of a smart specialization requires a selective approach to the region's resources and assets and involvement in this process by different stakeholders, who have a direct and indirect impact on the formulation and implementation of development policies. The Least Innovative Regions in Poland in the Process of Smart Specialisation

Smart specialisation constitutes an important framework for regional innovation policy making in the EU. According to the EU documents, the process of smart specialisation can be applied in all types of regions: the most developed ones as well as the least innovative ones. It is thus of great importance for regions with a low level of innovation performance due to numerous innovation challenges faced by these regions (such a situation can be observed in the case of four least innovative regions in Poland). The main objective of the paper is to assess the advancement of the least innovative Polish regions in the process of smart specialisation. In order to achieve this objective, the following detailed objectives are expected to be met: 1. presentation of innovation challenges for the least developed regions in Europe; 2. selection of the least innovative Polish regions on the basis of four indicators; 3. assessment of the advancement in the smart specialisation process in selected regions with reference to their economic, social and innovation potential. As research methods, the authors used descriptive analysis, analysis of strategic documents, case studies analysis and statistical analysis. As results from the analysis, the approach to the identification process of smart specialisations in the least innovative Polish regions was diverse. Depending on the maturity level of work on updating Regional Innovation Strategies, awareness of competitive advantages at the sectoral and technological level, used methods, different concepts of their identification have been adopted.

Regional smart specialisations in the light of dynamic changes in the employment structure: the case of a region in Poland

The Creative Sector in Rural Areas in the Policy of Balanced Regional Development

Territorially oriented development policy (place-based approach ) is a new model, addressed mainly to the regions NUTS 1 and NUTS 2 in EU countries, including Poland. In building of the competitive advantage, the regions make use of the so-called smart specialization, and creative sector is one of the components. The territorial capital is being built primarily based on existing development potentials of the cities. Building territorial cohesion, based on regional development requires a long-term strategy, because it is a complex process and burdened with a certain risk. THE INFLUENCE OF CREATIVE INDUSTRIES ON THE SOCIO- ECONOMIC DEVELOPMENT OF REGIONS IN POLAND

In hereby study, a cultural sector was distinguished from industries of the culture and creative industries, specially taking into account the definition of these notions. On the basis of studies of the Institute for Structural Research in Warsaw, a sector of creative industries in Poland was presented. An attempt to determine the influence of creative industries on the social-economic development of the region was also made. It was pointed that the culture and creative industries drawing from it contribute to an increase in endogenous ability of the region to react to changes occurring under the influence of exogenous factors. Smart Specialization of the Region as a Tool for Modernizing Innovative Development

The article aims to study the international experience of smart specialization in regions and develop ways to improve it.The work uses methods of systematization, morphological analysis, graphic and empirical research.The authors investigated the essence, features and possibilities of smart specialization and schematically depicted it. The authors identified five principles of smart specialization, analyzed the foreign experience of smart specialization of regions. Polish Regions in the Age of a Knowledge-based Economy

The shift to a knowledge-based economy and the resurgence of interest in the region as a scale of economic organization have been a subject of much debate. Such concepts as innovation, learning, and knowledge diffusion have all come to be seen as crucial elements of regional development strategies associated with the new regionalism. Specifically, the learning region-shifting the focus from technological progress to institutional and cultural factors-has been thought of as offering particularly interesting insights into the mechanisms of regional economies. Yet doubts are being cast on whether the processes of development are actually as critical to the spatial workings of the economy as the paradigm assumes. This is of relevance to a post-Communist country such as Poland, which, having undergone a systemic transformation, seems to be marked by growing core-periphery and urban-rural divides. Thus, the question arises of whether the theories associated with the new regionalism might help Polish regions to transform their economic fortunes. This article, while emphasizing new regionalism's inadequacies and flaws, argues that some of its premises should form part of a comprehensive strategy aiming to address Poland's regional-level problems. Hence it makes a case for an eclectic approach that combines nationwide economic liberalization with certain precepts of the new regionalism. The assessment of smart specialization emergence process. The study of coastal regions in Poland

The policy set by the European Commission for Programming Period 2014-2020 introduced new instruments supporting regional development but also posed new requirements that must be met by European regions. One of them is smart specialization. To implement Strategy for Europe 2020, published by the European Commission in 2010, EU Member States and their regions develop strategies for smart specialization that show directions for providing support to the strengthening of research, development and innovation. Smart specialization is an important instrument for strengthening of competitiveness as well as for defining and building the knowledge-based economy. This article presents analysis of processes responsible for identifying smart specialization in Pomeranian and West Pomeranian Regions (in Polish: Voivodeships). This analysis is a continuation and extension of the research on the process of emergence of smart specialization in Pomeranian Region by the inclusion of the West Pomeranian Region into this study. Both Regions are situated on the southern coast of the Baltic Sea and are seats of main Polish harbours and shipyards. Their regional capitals Gdańsk and Szczecin are the cores of emerging metropolitan areas. The aims of the article are: (1) assessment of methods of smart specialization emergence and selection; (2) analysis of differences and similarities of areas of smart specialization of two coastal regions. In Pomeranian region the process of emergence of smart specialization was a bottom-up one where the Regional Government organized the competition and invited actors to build partnerships. In other regions of Poland it was more of a top-down process, but with participation of stakeholders. The West Pomeranian Region is an example of this approach. Methods of the research applied for this study include: analysis of literature, documents from Voivodeship Marshal Offices, individual interviews, participation in the process of emerging of smart specialization in Pomeranian Voivodeship and comparative analysis of the methods of their emergence in both regions.
