Local Economic Development Policy in Poland: Determinants and Outcomes

The purpose of this article is to define nature, basis, and the effects of the economic development policy conducted by local governments in Poland. The analyses carried out are designed to define the role of local authorities in the management of economic development in the area. Furthermore, the purpose of this article is to analyse instruments for supporting economic development, which can be potentially used by local governments in Poland. The realization of this objective is possible by using descriptive methods based on a review of literature and the various types of documents and analysis on the policy of both the economic development and activities of local government, which implement this policy. The method of system analysis is also partially used in the article, and some results of surveys conducted among Polish and foreign investors and entrepreneurs in 2011 are presented. The article assumes that in spite of having a number of instruments, both formal and material, for encouraging economic development and business development, most local governments narrowly assess the current state of entrepreneurship and development trends, and perform an insufficient analysis of the potential of their area. Secondly, the formulated goals of economic development are not very innovative, ambitious or concrete. Furthermore, they do not arise directly from the analysis of the micro and macro-environment that affects the position and development of local government.
“Productive Cities” in Poland – A comparative analysis based on an aggregate measure of development

The subject of the article is the "productive city", which, along with the "green city" and the "just city, " is one of the main axes of the integrated development of modern cities. The main goal is to assess the degree of productivity in the development of Polish cities. The research covered 66 cities with poviat rights in 2010, 2015, 2018, and 2020. Based on previous research and available data, an aggregated measure of the productive city was proposed based on the linear ordering method. For this purpose, the average value of diagnostic variables (stimulants and destimulants) was determined using a dynamic version of the zero unitisation method. The analysis showed moderate productivity and progress in Polish cities, with an increase of approx. 2.1% over the decade 2010-2020. However, there is a decreasing differentiation in terms of the composite measure. One of the major limitations of the research was spatiotemporal data availability and continuity.
Factors explaining the changes in the rankings of Polish cities’ economic position (1992-2013)

A nation’s economic potential is always concentrated within cities. Polish cities were faced with quite radical changes in the last two decades. During this period, some cities saw losses of more and more citizens and were not ready to develop new economic approaches. Other cities were able to attract both people and businesses. The main objective of the article is to identify the changes in the economic position of Polish cities and the factors which were the driving forces behind them (including, in particular, the role of European integration). Results of the conducted regression analyses confirm that it is easier to identify “losing” factors (e.g. dependency on declining industry) than “winning” ones (as they are more individualized and more difficult to capture in statistical models).The availability of EU funds for local governments has been confirmed to be a significant factor explaining the changes in the economic position of Polish cities.
Trends of Economic Development of Warsaw and their Spatial Implications

The article presents trends of change in Warsaw’s economic structure and their influence upon the formation of the city’s functional and spatial structure. Using the latest data on the employment structure and kinds of economic entities and their distribution, an attempt has also been made to determine the degree of absorption of the city economy by pro-development activities. On the basis of experiences of other European cities activity types indicating the existence of development trends in the city economy (pro-development activities) were chosen. Next, changes in the number of economic entities in these areas in 1988-2004 were analyzed. Research on the distribution of economic entities in Warsaw is based upon data from the REGON register.
Economic vitality of Polish suburbs
— Since 1989, Poland has been undergoing major political, social and economic transformations. The effects of these changes are visible on several levels, including the field of urban planning, where they manifested themselves as the birth of the suburbanization process. In the field of economics, it could be noticed that since 1989, the SME sector has been awakening very dynamically. Correlation of the parallel development of these two phenomena has led the authors to pose a question about the emerging potential links between the occurring processes i.e.-the process of the urban sprawl and the development of the SME sector. In this context, a thesis was established about emergence of the so-called "entrepreneurship nests", made up of a dispersed urban tissue with residential functions intermixed and high intensification of economic entrepreneurship, in the Polish suburb areas. To identify the research problem, a two-pronged research in the fields of urban planning and economic research was adopted. The Tricity Metropolitan Area (TMA), consisting of three central cities and 31 towns and adjacent municipalities, was the subject of research. Municipalities with the highest suburbanization rate were established on the basis of the migration balance. Subsequently, business entities in those areas were identified with their business activity measured by the location quotient (LQ). The results of the classification of the units within TMA (cities, town village communities, village communities) according to the migration rate and the construction activity index indicated 7 communities with the highest intensity of the suburbanization process. Our analysis of LQ in all units within TMA (cities, town village community, village communities) and its core cities allowed identification of the communities with the highest SME activity. Additionally, based on statistical data of selected suburban areas, 2 municipalities (Chwaszczyno, Straszyn) with the highest entrepreneur potential were found, which we refer to as the nests of entrepreneurship. Our study confirms that communes characterized by the highest intensity of the suburbanization processes present higher business activity than other communes. However, this is just preliminary study, which offers incomplete explanation of the suburbanization process in a metropolitan area in Poland and will be further developed, using the CATI method, in additional studies.

The purpose of this research was to assess the development potential of cities and municipalities in Wałbrzych County, approached from the perspective of social, economic and environmental potential. Comparisons were performed for the periods 2002–2004 and 2016–2018. The following problem questions were formulated in the study: Which strategic goals can currently act as incentives for taking action in the analysed post-industrial areas, and for which ones should development be particularly strengthened? What development direction should be taken by individual municipalities in Wałbrzych County? The research covering the development potential of the municipalities was conducted using the multidimensional analysis method, and the similarities in municipal potential were analysed taking into account a comparison of distances between individual diagnostic variables. The present paper raises the issues of financial autonomy of Polish cities with regard to the aspect of social and economic development of provinces, in which they are located-the topic being of crucial importance both from the theoretical and practical point of view. The significance of the undertaken research follows mainly from the fact that self-reliance and autonomy of a city in the area of financial management are indispensable conditions for its functioning. What potentially leads cities to harmonious and sustainable development is the fact that they possess legal personality, complete their tasks on their own account, manage their property and have their own, independent of the state finances, financial system. In spite of the fact that the goal of a city is not to make maximum profits but to satisfy collective public needs, the most important aim of local self-government authorities while making financial decisions should be to manage their financial resources in a rational way but, at the same time, to keep in mind the priority of the public interest.

Modern approach to competitiveness does not focus only on the efficiency, with which the economy uses its resources, but goes beyond the economic dimension and responds to the need to take into account social aspects and elements of sustainable development. This is particularly applicable in the case of the competitiveness of cities, which is a multidimensional phenomenon consisting of a network of interrelated economic, social, geographical, political and legal factors. Hence, the analysis conducted in this publication, which aims to identify, on the one hand, the tendencies of changes in the competitiveness of the Polish economy in 2010-2017, and, on the other hand, the competitiveness of Polish cities, takes into account a variety of factors such as resources (investments, human capital, innovation) as well as institutional factors (financial system and economic policy). The research results indicate an improvement in the competitive position of Poland in the European Union measured by the share of GDP in the EU (according to the purchasing power parity) in 2010-2017, although the country lost its position as the leader of economic growth in the group of Central and Eastern European economies and the rate of catching up with richer European countries has slowed down. The analysis carried out at the mesoeconomic level allowed to confirm that the highest levels of competitiveness are achieved by the largest cities in Poland, i.e. voivodship cities, among which, in terms of many indicators, including population, income level, labour force education and entrepreneurship, Warsaw is the leader. At the same time, the rate of urbanization is gradually decreasing since the 1990s, which is related to the new direction of population movements from urban to rural areas, most often to suburban municipalities concentrated around large cities. 9 788380 302280
In Poland, progressive changes in functional structure are observed, especially around big cities. Typical agrarian activities are replaced by housing, tourist, and industrial functions. Currently, a division on urban and rural units based on administrative criterion is applied in Polish official statistics for the presentation of data. This study aims to establish a standard of division of territorial units of Poland into economic functional types based on statistical data and to apply this division to the available sets of data collected for 2010. The economic typology was based on several data sources: the number of entities of the national economy, the number of persons employed in particular sections of ISIC, Rev.4, the purpose of the production of agricultural holdings, the number of the population divided into economic age groups, the number of bed places in touristic facilities. As a result 6 types were differentiated by means of the hierarchical method: tourist, agglomeration, production, agricultural with high-scale of market output, agricultural with low-scale of market output and mixed. Finally, the values in main statistical measures for new groups of units were calculated.
Significance of Small Towns in the Process of Urbanisation of the Wielkopolska Region (Poland)

A study is made of the significance of small towns in the process of urbanisation of Wielkopolska, a region situated in the western part of Poland. The analysis is conducted in both, a dynamic and a static approach, and covers two aspects of urbanisation: demographic and spatial. The basic period examined embraces the years 2000-2015. What is visible in the set of Wielkopolska towns is the depopulation of its core city, Poznań, accompanied by an increase in the population of small units located in its suburban zone. There is an upward tendency in the population number also in selected size classes of small Wielkopolska towns, which demonstrates that in this case we cannot speak of a crisis of small towns since they play an important role in the process of urbanisation of the region. In the recent years, increasingly important in this process, especially at the local level, has been the appearance of new towns set up as a result of the restitution of municipal rights.
