This paper analyzes the prevalence of guidance and counseling services in Tanzanian secondary schools. The findings are derived from the study "Effectiveness of Guidance and Counseling in Facilitating Students' Wellbeing in Tanzania" which attempted to compare the effectiveness of guidance and counseling on facilitating students' wellbeing between public and private secondary schools in Tanzania. Therefore, the need to support its presence by creating the necessary conditions and infrastructures.
This paper focuses on the investigation of the relationship between teachers' and students' perception of effects of guidance and counseling services on academic performance in Eldoret Municipality. It was hypothesized that perception of guidance and counseling services offered in secondary schools will not significantly influence the students' academic performance, type of school and student gender will not significantly influence the students' perception on effects of guidance and counseling services on students' academic performance, and teacher qualification and gender will not significantly influence the teachers' perception on effects of guidance and counseling services on students' academic performance. The study was limited to only Form 3 students from 12 schools in Eldoret Municipality, Uasin Gishu District, Rift valley Province, Kenya. A total of 310 teachers and students who included 250 students of which 132 were boys and 118 girls were selected through systematic sampling technique while 60 teachers that included 42 female and 18 male were selected through stratified random sampling technique. The ex-post facto and correlation research designs were used in this study. Data was collected through the use of teachers' and students' perception of guidance and counselling services questionnaires. The reliability index of the instruments was calculated using Pearson's product moment correlation (r) from the test-retest scores. The results obtained from the teachers' questionnaire was a reliability coefficient of r = .76 while that of the students was r = .68. The data collected was analyzed using frequencies, mean scores, standard deviations, Pearson's product moment correlation, t-test and Analysis of Variance (ANOVA). For all statistical tests, the alpha (signified) level was set at .05. The result of the analysis indicated that there was a statistically significant correlation among the students' perception on guidance and counseling services' effect on academic performance, r = 0.513, p< 0.05, teachers' gender on teachers' perception on guidance and counseling services' effect on academic performance, t(58) = 2.035, p < .05, students' gender on students' perception on guidance and counseling services' effect on academic performance, t(248) = 4.175, p < .05 and type of school and the students' perception on guidance and counseling services' effect on academic performance, F(2, 248) = 3.201, p < .05. There was no statistically significant correlation among the teachers' qualification and teachers' perception on guidance and counseling services' effect on academic performance, t (58) = 1.153, p > .05. In view of these findings, the study recommended that students' perception of effects of guidance and counseling services in secondary schools be changed through programmes that appeal to the students, thus the government should employ teacher counselors in schools, have comprehensive guidance and counseling workshops, conferences and in-service programmes for especially male teachers, that gender equity structures by educational stakeholders and the 1 government should enhance the organizational categories of schools to improve students' perception of effects of guidance and counseling. The study also established that male students don't appreciate the need for guidance and counseling services in their schools and due to this, the study recommended that guidance and counseling services be intensified in boys' secondary schools.

Participants were given questionnaires. To analyze quantitative data, descriptive and inferential statistics are used. The data was presented in the form of frequency graphs and verbatim responses. A pilot study was carried out to validate the instruments' veracity and dependability. Frequency means and percentages were used to analyze qualitative data. Tables with explanations were used to present the findings. The data was analyzed using (SPSS) version 21 by the researcher. The study established that counseling services in school enable students to share the problems they go through for psycho-social support and this helps in promoting their performance hence leading to good performance in public secondary schools. The study performed a correlation coefficient test to quantify the strength of the linear relationship between two study variables. Counseling services had the highest positive correlation with schools’ academic performance (r= 0.512), the attitude of students towards counseling had the highest positive correlation with schools’ academic performance (r= 0.361), challenges facing counseling had a positive correlation with schools’ academic performance (r= 0.387), and other factors affecting counseling sessions had the lowest but positive correlation with schools’ academic performance (r=0.341). From the findings, this study recommends that to promote the behavior of students in seeking counseling services, there is a need for the schools to create awareness across the schools. Teachers should work towards building a good teacher-student relationship. This can help students to always open up and seek counseling services, School administration ought to work closely with the counseling teachers as well as students to identify and address all possible challenges that most cases hinder students from seeking counseling services while in school.
